This means practitioners in these fields can now work at special events in WA under the exemption, even if they're not fully registered with the local health board.\n\n**Who it affects:**\n- **Aboriginal and Torres Strait Islander health practitioners**\n- **Chinese medicine practitioners**\n- **Medical radiation practitioners** (people who operate X-rays, CT scans, etc.)\n- **Midwives**\n- **Oral health therapists** (dental workers who do preventive care)\n- **Paramedics**\n\n**Why it matters:**\nSpecial events often need medical staff on-site, but it can be hard to get fully registered health workers. This law makes it easier to bring in qualified professionals from interstate or overseas to work temporarily at events in Western Australia. Without this exemption, these workers would need to go through lengthy local registration processes.\n\n**Key point:** This is a technical update to existing law — it doesn't create new events or new rules, just adds more job types to the exemption list."},"flash_summary":{"complexity_score":2,"scope_assessment":{"changed":true,"description":"Regulation 3 prescribes that services ordinarily provided by six specified practitioner groups are \"health care services\" for paragraph (b) of the definition in section 3(1) of the Act. Mechanically, that brings services by Aboriginal and Torres Strait Islander health practitioners, Chinese medicine practitioners, medical radiation practitioners, midwives, oral health therapists and paramedics within the Act’s special‑events exemption framework.\n\nThat means those practitioners and event organisers must meet any conditions, reporting or liability rules the Act requires; compliance costs and legal responsibilities fall on them and, indirectly, on event organisers and patients."},"flash_summary_failed":{"failed":true,"reason":"A positive credit balance is required for all requests, including BYOK, so fallback providers remain available.
