Key registration categories are: greyhounds (cl 7–10), greyhound racing industry participants (cl 11–15, cl 13A), greyhound trial tracks (cl 16–18) and greyhound racing clubs (cl 21–22).\n\n- Requires particular information to be included in annual reports by the Commission and GRNSW (cl 5 and cl 6). Those clauses prescribe the topics and data items that must appear in the 12‑month reports (for example, numbers of registered greyhounds and summaries of injuries and disciplinary action).\n\n- Specifies technical and procedural conditions for registration: forms and fees to be determined by the Commission or GRNSW (cl 7(2), cl 12(2), cl 16(2), cl 21(2)); time limits to supply extra information (generally 21 days) before an application may be refused (cl 7(4)–(5), cl 12(4)–(5), cl 16(4)–(5)); and maximum registration terms (up to 3 years) with renewal windows (cl 13, cl 17, cl 22).\n\n- Imposes identification and notification duties. A registered greyhound must be identified by at least two approved forms of identification (microchip, ear tattoo or other Commission‑approved form) (cl 9). Owners/keepers and registered participants must notify the Commission of events such as whelping, ownership or premises changes, insemination, death and certain charges within specified timeframes (cl 10, cl 15, cl 18) or face penalties (Schedule 1).\n\n- Requires the Commission to keep registers of registered greyhounds, participants and trial tracks and allows the Commission to record when registrations are suspended or cancelled (cl 19). The Commission may share register information with a list of specified agencies and bodies (cl 20), and must give reasons if it refuses access (cl 20(3)).\n\n- Establishes offences and penalty‑notice amounts for a range of breaches of the Act and the Regulation (Schedule 1). It also designates which offences are eligible for penalty notices (Schedule 1(1)).\n\n- Adds several miscellaneous powers and procedures: restricted access areas at licensed racecourses and trial tracks with penalties for unauthorised entry (cl 23); specification of decisions that qualify for internal review and procedural steps for such reviews (cl 23A); delegation by the Minister to a specified Deputy Secretary (cl 24); expanded lists of matters that may be certified as evidence (cl 25); and transitional and savings provisions, including repeal of the 2018 Regulation (cl 26) and specific transitional arrangements (Schedule 2 and cl 13A).\n\nWho pays, who decides, what changes in behaviour\n\n- Who pays: applicants and registrants pay fees fixed by the Commission or GRNSW when applying for registration (cl 7(2), cl 12(2), cl 16(2), cl 21(2)). Individuals and entities that fail to comply with notification or entry rules risk fines listed in Schedule 1 (see cl 10(3), cl 15(3), cl 18(3), cl 23(1)).\n\n- Who decides: the Commission and GRNSW determine application forms, the fees, the types of accepted identification and may request further information from applicants (cl 7(2)–(5), cl 9(2), cl 12(2)–(5)). The Commission controls the registers and may share register data with named agencies (cl 19–20). The Minister’s delegation arrangements are specified (cl 24) and the Regulation prescribes a Ministerial ground for removal of directors (cl 22A).\n\n- Behaviour changes the Regulation incentivises: registration, formal identification of greyhounds, prompt reporting of specified events (within 2–14 days depending on the event) (cl 10(3)), and restricted access compliance at racecourses (cl 23). It also encourages record‑keeping and reporting by Commission and GRNSW (cl 5–6).\n\nStated purpose and practical trade‑offs (claims and their operational implications)\n\n- The Regulation prescribes reporting items for the Commission and GRNSW (cl 5 and cl 6). If the intended purpose is greater transparency or oversight, the operational implications are: administrative costs for data collection, staff time to assemble and publish the prescribed particulars, and potential compliance risk if records are incomplete. Those costs fall mainly on the Commission and GRNSW; the regulated industry may bear indirect costs if asked to supply supporting data.\n\n- The Regulation centralises approval and discretionary powers in the Commission (approving forms, identification types, requesting information, controlling registers and sharing information) (cl 7(3), cl 9(2), cl 12(3), cl 19(2), cl 20). Centralisation reduces variability between local gatekeepers but concentrates decision‑making authority (with accompanying implementation and oversight burdens for the Commission).\n\n- Identification and registration requirements (cl 9, cl 7) impose direct compliance costs on owners and service providers (for microchipping, tattoos, application fees and time spent supplying information). Those costs are concrete and borne by private actors seeking to participate in the industry.\n\n- Information sharing (cl 20) makes register data available to law enforcement, animal welfare bodies, local councils and certain interstate/foreign racing authorities. This broad sharing supports cross‑agency enforcement but raises operational needs: secure data systems, clear access procedures and potential privacy/administrative burdens for the Commission.\n\nCompliance burden, discretion and implementation risk\n\n- Compliance burden: multiple, short notice periods to notify events (e.g. 2 days for deaths, 3 days for change of premises, 7–14 days for other items) (cl 10(3), cl 15(3), cl 18(3)) create ongoing administrative duties for owners/participants.\n\n- Discretion: the Commission’s power to approve forms/types of identification and to require extra information before deciding (cl 7(3)–(5), cl 9(2), cl 12(3)–(5)) gives it room to set substantive entry standards and procedural expectations, which affects how easily new or small operators can comply.\n\n- Implementation risk: accurate register maintenance, timely information exchange with the agencies named in cl 20 and enforcement of penalty notice offences (Schedule 1) will require adequate resourcing and robust IT and administrative processes.\n\nKey changes to scope compared with earlier instruments (source‑based)\n\n- Repeals the 2018 Regulation and brings existing functions, transitional arrangements and new rules into this instrument (cl 26(1)–(2); Schedule 2). It creates specific transitional protections for persons who previously provided prescribed health services or were prescribed persons (Schedule 2 cl 2–3) and inserts a limited extension of registration terms for a cohort who applied between 1 Sep 2019 and 30 Jun 2020 (cl 13A).\n\n- Expands or clarifies who counts as a greyhound racing industry participant by prescribing health services and other roles (cl 11). That expands the set of people who must register and comply with conditions like the code of practice (cl 14).\n\n- Alters the Act’s transitional timing by amending Schedule 4 of the Act to redefine the transition period to 1 July 2018–1 July 2020 (Schedule 3[1]) and removes other transitional provisions (Schedule 3[2]–[4])."},"kimi_summary":{"content_quality":"ok","complexity_score":4,"scope_assessment":{"changed":false,"description":"The Regulation appears consistent with its original purpose of operationalising the Greyhound Racing Act 2017.
