In 2014, the NT split its power utility into three separate \"Government Owned Corporations\" (GOCs):\n- **T-Gen** (Power Generation Corporation) – generates electricity\n- **Jacana** (Power Retail Corporation) – sells electricity to customers\n- **P&WCorp** (Power and Water Corporation) – handles networks and water\n\nThese 2015 regulations tidy up the details by formally transferring specific **assets**, **liabilities**, **contracts**, and **legal proceedings** between these three entities as of 30 June 2015.\n\n**Who it affects:**\n- The three GOCs themselves (their balance sheets and legal obligations)\n- Customers with electricity contracts (particularly those previously with Jacana, now handled by P&WCorp for network connections)\n- Anyone involved in legal disputes with these utilities\n- The Treasurer (who maintains a confidential \"Register\" listing exactly what moves where)\n\n**Why it matters:**\nWithout these regulations, the 2014 split would be legally messy. Assets like power stations or debts might sit in the wrong company; contracts mightn't clearly state who owes what; and customers mightn't know who to call when the power goes out. The regulations ensure that when you flick a switch in the NT, the right government company is legally responsible for keeping the lights on—and that the companies' books properly reflect who owns what infrastructure.\n\n**Key mechanics:**\n- A **Register** (prepared by the Treasurer) lists every asset, debt, contract, and court case being transferred\n- **Regulation 15** is particularly important: it moves the physical \"connection and supply\" obligations from Jacana to P&WCorp, while keeping the retail (billing) side with Jacana\n- **Regulation 19** switches Jacana out and puts P&WCorp into any ongoing court cases involving network connections\n- **Regulation 20** requires the companies to financially settle up so that the restructure doesn't artificially advantage or disadvantage any of them"},"summary":{"complexity_score":6,"scope_assessment":{"changed":false,"description":"Based on available metadata, the regulations appear to be squarely focused on their stated purpose — restructuring government-owned power corporations.
