Regulations 3 and 4 were deleted in 2006, and regulation 5(1) was also removed. What remains is essentially administrative residue — a tenancy agreement requirement and a warrant form. The original 1965 regulations likely contained more detailed operational rules about housing allocation, rent setting, or property management that have been stripped out over 40+ years of amendments, leaving only these two procedural mechanisms."},"complexity_factors":["Extremely short — only 6 regulations, with regulations 3 and 4 deleted and regulation 5(1) deleted","Only 2 defined terms ('metropolitan region' and 'the Act')","Minimal cross-referencing — only references to the parent Act and one other Act (*Town Planning and Development Act 1928*)","Simple conditional logic — essentially 'if required, then sign agreement' and 'if applying for warrant, use this form'","No nested exceptions or elaborate procedural requirements","One substantive operational provision (the warrant template) which is largely boilerplate legal language"],"plain_english_summary":"**What this legislation does:**\n\nThese regulations set out two practical rules for government housing in Western Australia:\n\n* **Tenancy agreements** — If the Government Employees' Housing Authority (the body that manages public housing for government workers) lets a house to someone, they can require that person to sign a formal tenancy agreement. The Authority decides what form this agreement takes.\n\n* **Eviction warrants** — If a tenant refuses to leave after being given proper notice, the Authority can apply to a local court (a \"court of summary jurisdiction\" — basically a Magistrates Court) for a warrant. Regulation 6 provides the exact template wording for that warrant, which authorises a bailiff or sheriff to enter the property, remove the tenant and their belongings, and hand the property back to the Authority.\n\n**Who it affects:**\n\n* Government employees who rent homes through the Government Employees' Housing Authority\n* The Housing Authority itself (now operating under the *Housing Act 1980*)\n* Courts and law enforcement officers who execute eviction warrants\n\n**Why it matters:**\n\nThis is procedural \"machinery\" legislation. It doesn't create new rights or obligations so much as provide the paperwork and processes for the main Act (*Government Employees' Housing Act 1964*) to function. The warrant form is particularly important because it ensures evictions follow due process — the court must use specific language to authorise what would otherwise be a trespass (unlawful entry) onto someone's home."},"flash_summary_failed":{"failed":true,"reason":"Unauthenticated.
