Subsection (5) instructs that the amount be 'rateably reduced to reflect the period from the start of the year to when the authority took effect' — but this would reduce the fee for the period BEFORE the authority existed, not the period AFTER it took effect. A new authority holder should only pay for the period during which the authority is in force (i.e., from commencement to year-end), so the reduction should reflect the period from the authority's commencement to the end of the year. Changing the rules (Distribution Network Codes)**\n- Anyone can ask the Queensland Competition Authority (QCA) to change the rules that govern gas distribution networks (the pipelines and systems that deliver gas to homes and businesses).\n- The QCA must follow a strict consultation process before making or changing these rules, including publishing notices, seeking public submissions, and releasing draft and final reports.\n- There are shortcuts available if the changes are minor or unnecessary to consult on.\n\n**2. Disconnecting and reconnecting gas supply**\n- Gas distributors (the companies that own the pipes) can disconnect your gas supply for specific reasons including:\n  - Emergencies or safety concerns\n  - When directed by safety authorities\n  - To carry out essential maintenance (with notice)\n  - If you haven't paid your bill (at a retailer's request)\n  - If you've illegally taken gas\n  - If you don't provide safe access to your property\n- If a retailer requests disconnection, the distributor must act within 5 business days unless it's unsafe.\n- Reconnection must also happen within 5 business days if requested by a retailer and safety requirements are met.\n- If a distributor fails to disconnect or reconnect when required, they must pay compensation to affected parties.\n\n**3. Fees for gas distributors**\n- Companies holding distribution authorities (licences to operate gas pipelines) must pay annual fees based on how much pipeline they operate.\n- Small operators (under 100km of pipes) pay a flat fee; larger operators pay a calculated amount based on their share of total pipeline length.\n\n**Who it affects:** Gas distribution companies, gas retailers, Queensland households and businesses that use gas, and two specific regional councils (Maranoa and Western Downs) that have special exemptions.\n\n**Why it matters:** This regulation ensures gas supply is safe, reliable, and fairly regulated. It protects consumers from arbitrary disconnection while giving distributors clear rules to follow. It also ensures the government can recover costs for regulating the industry."}},"importantCases":[],"_links":{"self":"/api/acts/gas-supply-regulation-2007","history":"/api/acts/gas-supply-regulation-2007/history","analysis":"/api/acts/gas-supply-regulation-2007/analysis","conflicts":"/api/acts/gas-supply-regulation-2007/conflicts","importantCases":"/api/acts/gas-supply-regulation-2007/important-cases","documents":"/api/acts/gas-supply-regulation-2007/documents"}}
