The Fund is built from a levy (a special tax) on gambling operators under the Gaming Control Act 1993.\n\n**Who it affects:**\n\n- **Gambling operators** – they pay the levy that feeds the Fund\n- **State government agencies** – specifically Sport and Recreation (or its successor), which automatically gets 25% of the levy\n- **Other State Service Agencies** – can apply for discretionary funding for gambling harm reduction and community sport\n- **Community organisations** – ultimately receive money for programs preventing gambling harm, supporting affected people, or promoting healthy community activities\n- **The public** – benefits from harm minimisation programs and can access 5-yearly review reports\n\n**Key mechanics:**\n\n- **Automatic distribution:** 25% of the gambling levy goes straight to the Sport and Recreation division for community sport and recreation clubs\n- **Discretionary distribution:** The remaining money can be paid out for specific purposes including:\n - Gambling harm prevention and minimisation programs\n - Research into gambling harm\n - Community capacity building to prevent gambling harm\n - Community sport and recreation for health and social inclusion\n\n- **Approval process:** Before money moves, the Department requests Ministerial approval. The Minister can attach terms and conditions, including requiring agencies to pass money through to specific community organisations\n\n- **Criteria for funding:** Money must meet at least one of seven criteria, including linking spending to where gambling losses occur, supporting partnerships between organisations, funding long-term harm reduction, or investing in protective factors like community engagement\n\n- **Oversight:** The Minister issues guidelines that recipients must follow, and must review the Fund's effectiveness every 5 years with public reporting\n\n**Why it matters:**\n\nThis creates a transparent framework ensuring gambling revenue is redirected back into communities – both to reduce gambling harm (addiction, financial distress, family breakdown) and to support healthy alternatives through sport and recreation. The 5-year sunset clause (expiring 2029) ensures Parliament must revisit and refresh these rules."},"issue_detection":{"absurdities":[],"contradictions":[]},"flash_summary_failed":{"failed":true,"reason":"A positive credit balance is required for all requests, including BYOK, so fallback providers remain available.
