The short title was changed (s1) and the regulation-making power was broadened to allow levy amounts to be prescribed by reference to “any factor or factors” (s3(2)). Those amendments (see compilation table; Racing and Gambling Legislation Amendment and Repeal Act 2003, s.172) broadened how a levy can be specified and therefore changed the operational scope of the Act from its original 2000 text."},"complexity_factors":["Delegation of the levy rate and calculation method to regulation-making by the Governor (s3) creates reliance on secondary legislation.","Regulations may prescribe the levy by reference to “any factor or factors” (s3(2)), giving broad discretion and multiple calculation approaches.","Imposition of the levy is by cross-reference to another statutory regime (Part V Division 7 of the Gaming and Wagering Commission Act 1987), requiring users to consult that Part to identify payers and enforcement mechanics (s4).","Key substantive definitions (e.g. what counts as a ‘continuing lottery ticket’) are located outside this Act, increasing interpretive dependency.","The Act is very short and mostly enabling, so implementation details, compliance obligations and revenue effects depend on the content of subsequent regulations.","Amendment history (notably 2003 changes) affects scope and text; tracking those changes is necessary for current application."],"plain_english_summary":"This Act allows the Governor to prescribe, by regulation, a levy on continuing lottery tickets and to specify how that levy is calculated. If a levy is prescribed it is imposed in respect of continuing lottery tickets and becomes payable under Part V Division 7 of the Gaming and Wagering Commission Act 1987. It affects those required to pay levies under that Part (typically continuing‑lottery operators) by creating a regulatory charge that changes their cost and compliance obligations."},"summary":{"complexity_score":2,"scope_assessment":{"changed":false,"description":"Scope cannot be properly assessed as the legislative text is unavailable. Without this law, the government couldn't legally collect money from continuing lottery tickets.
