They must use special receipt books, cash books, and ledgers, and have their accounts audited annually.\n- **Sets geographic rules**: Companies must define the area where they will provide funeral services. They can extend this area by publishing notices in newspapers.\n- **Handles payments when someone dies**: Sets out the paperwork needed when claiming a funeral benefit, including certificates from funeral directors and proof of death.\n- **Allows refunds**: If someone has paid into a plan for at least 3 years and wants to cancel, they can get a 'surrender value' (a refund) calculated by the State Actuary.\n- **Requires transparency**: Companies must send certificates to contributors showing what they've paid and what benefits they're entitled to. By 2013, sections 3 through 13 were entirely repealed, significantly narrowing the regulation's scope. The remaining provisions now apply primarily to pre-December 2003 funeral benefit agreements (the 'grandfathered' arrangements), suggesting the regulatory framework for newer agreements has been moved elsewhere, likely into the parent Act or a different regulatory instrument.
