It does several things:\n\n**What it does:**\n- **Closes roads**: Allows the government to shut down parts of Bunbury Street, Wingfield Street, Maribyrnong Street and Thames Street to make way for development.\n- **Changes land status**: Revokes the \"Grimes Reserve\" (a public garden) and converts various parcels of Crown land (government-owned land) for new uses—some permanently for public gardens, others temporarily for recreation and tourism.\n- **Transfers land between government bodies**: Takes land from the Port of Melbourne Authority and the Public Transport Corporation (which ran the railways) and gives it to the Crown, the City of Footscray, or the Melbourne and Metropolitan Board of Works (the old water and sewerage authority).\n- **Moves a railway line**: Facilitates relocating the Maribyrnong branch railway line through a land swap between the Crown and the Public Transport Corporation.\n- **Protects heritage**: Deals with \"Henderson House\"—removing it from the historic buildings register and adding it to the government buildings register once transferred to the Crown.\n- **Allows leasing**: Lets the City of Footscray lease out temporarily reserved land for restaurants, boat harbours, and recreational facilities, provided no more than 20% of the area restricts public access.\n- **Blocks compensation**: Explicitly states that nobody can claim compensation from the government for anything done under this Act.\n\n**Who it affects:**\n- The City of Footscray (now part of the City of Maribyrnong) as the local council driving the redevelopment.\n- The Port of Melbourne Authority and Public Transport Corporation (now succeeded by other entities), which lose control of land.\n- Property owners and businesses in the affected area.\n- The general public, who gain new parklands and recreational areas but lose some road access.\n\n**Why it matters:**\nThis was a \"enabling Act\"—a piece of legislation designed to sweep away legal obstacles (road closures, land reservations, railway corridors) that would otherwise block urban renewal.
