Under these regulations those licence-holders are required to bear a levy of $4,100 per licence where the endorsement(s) apply (reg 3; reg 4).\n\nWhy it matters (stated purpose and practical implications)\n\n- Stated legal basis: the regulations are made under the Fisheries Levy Act 1984 (preamble and reg 2). The instrument implements the Act’s levy powers by identifying which licence endorsements are captured and by fixing a monetary amount for the levy (reg 3; reg 4).\n\nCosts, incentives, and implementation trade-offs (mechanisms, not judgments)\n\n- Direct cost: each affected licence carries a fixed levy of $4,100 (reg 4). That is a direct financial obligation on the licence-holder.\n- Behavioural incentive: by increasing the cost of holding the specified endorsement(s), the regulation changes the marginal cost of operating under that endorsement; licence-holders may respond by changing renewal, endorsement, or operational decisions. The text ties the levy specifically to licences with the endorsement(s) listed in paragraph 6 of the notice (reg 3; reg 4).\n- Administrative and compliance burden: the regulation sets liability and relies on other instruments (the Fisheries Levy Act and Fisheries Notice No. NWS 1) for detail. The regulation itself does not specify collection mechanics or enforcement steps; therefore administering and enforcing the levy will depend on the Act and relevant agency procedures (reg 2; reg 4).\n- Reliance on external instrument: the endorsements covered are those listed in paragraph 6 of Fisheries Notice No. NWS 1. To determine precisely which endorsements attract the levy, affected parties must consult that external notice (reg 2; reg 3). This creates an operational dependency on the content of the notice.\n- Legal continuity/change: the repeal of Statutory Rules 1988 No. 67 and 1989 No. 164 removes earlier regulatory text and replaces it with the current prescriptions (reg 5). Affected parties should check the current text and the repealed instruments to understand what has changed in legal obligations.\n\nDecision and discretion\n\n- The regulations fix the levy amount and prescribe which endorsements are covered; they do not delegate discretion about who pays or what the amount is within the text itself. Interpretation of which endorsements are covered depends on the referenced Fisheries Notice No. NWS 1 (reg 2; reg 3). The underlying Act provides the statutory authority but the Act’s operational rules (for collection, remission, enforcement, etc.) are not restated here (reg 2; reg 4).\n\nPractical next steps for affected parties\n\n- Consult Fisheries Notice No. NWS 1 (paragraph 6) to confirm whether a licence’s endorsement is among those prescribed (reg 2; reg 3).\n- Budget for a $4,100 levy per affected licence and seek details from the administering agency about payment and compliance procedures (reg 4).\n- Note that two earlier statutory rules are repealed by this instrument and check whether any transitional arrangements apply (reg 5)."},"kimi_summary":{"_metrics":{"model":"kimi-k2.5","source":"moonshot-batch","completionTokens":2136},"content_quality":"ok","complexity_score":2,"scope_assessment":{"changed":false,"description":"The regulation maintains its original narrow scope of setting levy amounts for the North West Slope Trawl Fishery.
