There are separate tracks for permanent (full-time) and retained (on-call) firefighters.\n- **Ranks and positions**: The Commissioner can create ranks, decide which are \"officer\" ranks, and create or abolish positions.\n- **Termination**: The Commissioner can sack firefighters for medical unfitness, abandoning the job, or serious criminal convictions (12+ months imprisonment). There's a process of written notice and right to respond before termination.\n\n**Conduct rules (Part 3)** require firefighters to:\n- Know and follow the law, regulations, and Commissioner's directions\n- Act honestly and avoid corrupt conduct\n- Obey lawful orders and treat people fairly\n- Avoid unacceptable behaviour including being drunk or drug-affected on duty, bullying, harassment, discrimination, smoking in uniform in public, or gambling on duty\n- Protect departmental property and information\n- Wear uniforms only as directed\n- Not make public comments about Fire and Rescue NSW without approval\n- Not engage in outside activities that conflict with their duties\n\n**Misconduct and discipline (Part 4)**:\n- \"Misconduct\" includes breaking the conduct rules, performing duties badly, or retaliating against whistleblowers.\n- The Commissioner can investigate allegations and choose between disciplinary action (fines up to 10 penalty units, demotion, sacking) or remedial action (counselling, training, warnings, transfers).\n- Firefighters can be suspended during investigations or criminal proceedings, with pay potentially withheld.\n- Formal court-style hearings with lawyers aren't used, but firefighters must get written notice of allegations and a chance to respond.\n- Disciplinary action can still apply even after a firefighter resigns or retires.\n\n**Fees and charges (Part 5)**:\n- Fees for hazardous material incidents (chemical spills, etc.) including call-out fees ($403-$570), hourly equipment rates, and replacement costs for damaged gear.\n- Fees for fire safety services like inspecting building plans, issuing safety reports, and attending events to monitor fire safety. These are charged at hourly rates ranging from $97 for a firefighter up to $186 for senior specialists.\n- A $1,656 charge for false alarms if it's the second or more within 60 days.\n- Charges automatically increase each year based on public sector wage growth.\n\n**Other provisions** include awards for bravery, commendations for service, and a list of specific harbours and rivers where the service has jurisdiction over water-based fires."},"issue_detection":{"absurdities":[],"contradictions":[]},"flash_summary_failed":{"failed":true,"reason":"A positive credit balance is required for all requests, including BYOK, so fallback providers remain available.
