They work alongside the *Fines and Penalties (Recovery) Act 2001* to create a step-by-step system for chasing down debts owed to the government.\n\n**Key things covered:**\n\n* **Which laws attract fines:** Schedule 1 lists over 50 Territory laws whose penalties can be recovered under this system — everything from traffic offences and liquor violations to environmental breaches and animal welfare.\n* **Payment plans:** Schedule 2 sets out standard weekly repayment rates based on how much is owed. For example, a fine between $1–$100 requires weekly payments of 10% of a penalty unit, while debts over $20,000 require 168% of a penalty unit per week.\n* **Enforcement costs:** Schedule 3 specifies fees for various enforcement actions — $67 revenue units for most orders, $148 for vehicle immobilisation or community work orders, and $124 for registering a charge on land.\n* **Enforcement tools:** The Regulations prescribe forms and procedures for serious recovery actions, including:\n * **Examination summons** (forcing debtors to reveal their finances)\n * **Property seizure orders** (bailiffs can seize and sell goods)\n * **Garnishee orders** (taking money from bank accounts or wages)\n * **Community work orders** (working off debt at 0.25 penalty units per hour)\n * **Warrants of commitment** (imprisonment at 2 penalty units per day)\n* **Service by email:** Courtesy letters, election notices, and fine notifications can all be served electronically.\n* **Victims of crime:** Fines include amounts payable under victims of crime assistance schemes.\n\n**Who it affects:**\n\nAnyone who fails to pay a fine or penalty issued under Territory law — from speeding tickets to corporate environmental breaches — plus their employers (who may receive garnishee orders), bailiffs, and the Fines Recovery Unit staff.\n\n**Why it matters:**\n\nThis is the \"nuts and bolts\" of debt enforcement in the NT. It determines how aggressively the government can pursue unpaid fines, whether you can pay in instalments, and under what circumstances you might face property seizure, wage deductions, or even imprisonment for non-payment.
