This Reporting Standard is made under section 13 of the Financial Sector (Collection of Data) Act 2001.\n\nPurpose\n\n2. Information collected in Form SRF 610.0 Membership Profile (SRF 610.0) is used by APRA for the purposes of prudential supervision and publication.\n\nApplication and commencement\n\n3. This Reporting Standard applies to each registrable superannuation entity (RSE) licensee (RSE licensee) in respect of each RSE, defined benefit RSE and eligible rollover fund (ERF) within its business operations.[\\[1\\]](#_ftn1)\n\n4. This Reporting Standard applies for reporting periods ending on or after 1 July 2017.\n\nInformation required\n\n5. An RSE licensee to which this Reporting Standard applies must provide APRA with the information required by SRF 610.0 in respect of each reporting period.\n\nForms and method of submission\n\n6. The information required by this Reporting Standard must be given to APRA in electronic format using the ‘Direct to APRA’ application or, where ‘Direct to APRA’ is not available, by a method notified by APRA, in writing, prior to submission.\n\nNote: the ‘Direct to APRA’ application software (also known as ‘D2A’) may be obtained from APRA.\n\nReporting periods and due dates\n\n7. Subject to paragraph 8, an RSE licensee to which this Reporting Standard applies must provide the information required by this Reporting Standard in respect of each year of income of each RSE, defined benefit RSE or ERF within its business operations.\n\n8. If, having regard to the particular circumstances of an RSE, defined benefit RSE or ERF, APRA considers it necessary or desirable to obtain information more or less frequently than as provided by paragraph 7, APRA may, by notice in writing, change the reporting periods for the particular RSE, defined benefit RSE or ERF.\n\n9. The information required by this Reporting Standard must be provided to APRA:\n\n(a) within three months after the end of the year of income to which the information relates; and\n\n(b) in the case of information provided in accordance with paragraph 8, within the time specified by notice in writing.\n\n10. APRA may grant, in writing, an RSE licensee an extension of a due date with respect to one or more RSEs, defined benefit RSEs or ERFs within its business operations, in which case the new due date for the provision of the information will be the date on the notice of extension.\n\nQuality control\n\n11. The information provided by an RSE licensee under this Reporting Standard must be the product of systems, procedures and internal controls that have been reviewed and tested by the RSE auditor of the RSE, defined benefit RSE or ERF to which the information relates.[\\[2\\]](#_ftn2) This will require the RSE auditor to review and test the RSE licensee’s systems, procedures and internal controls designed to enable the RSE licensee to report reliable information to APRA. This review and testing must be done on:\n\n(a) an annual basis or more frequently if necessary to enable the RSE auditor to form an opinion on the reliability and accuracy of information; and\n\n(b) at least a limited assurance engagement consistent with professional standards and guidance notes issued by the Auditing and Assurance Standards Board as may be amended from time to time, to the extent that they are not inconsistent with the requirements of SPS 310.\n\n12. All information provided by an RSE licensee under this Reporting Standard must be subject to systems, processes and controls developed by the RSE licensee for the internal review and authorisation of that information. It is the responsibility of the Board and senior management of the RSE licensee to ensure that an appropriate set of policies and procedures for the authorisation of information submitted to APRA is in place.\n\nAuthorisation\n\n13. When an officer or agent of an RSE licensee provides the information required by this Reporting Standard using the ‘Direct to APRA’ software, it will be necessary for the officer or agent to digitally sign the relevant information using a digital certificate acceptable to APRA.\n\n14. If the information required by this Reporting Standard is provided by an agent who submits using the ‘Direct to APRA’ software on the RSE licensee’s behalf, the RSE licensee must:\n\n(a) obtain from the agent a copy of the completed form with the information provided to APRA; and\n\n(b) retain the completed copy.\n\n15. An officer or agent of an RSE licensee who submits the information under this Reporting Standard for, on behalf of, the RSE licensee must be authorised by either:\n\n(a) the Chief Executive Officer of the RSE licensee; or\n\n(b) the Chief Financial Officer of the RSE licensee.\n\nVariations\n\n16. APRA may, by written notice to an RSE licensee, vary the reporting requirements of SRF 610.0 in relation to that RSE licensee or one or more RSEs, defined benefit RSEs or ERFs within that RSE licensee’s business operations.\n\nInterpretation\n\n17. (front page; para 1; Schedule)\n\n- It applies to each RSE licensee for each RSE, defined benefit RSE and eligible rollover fund (ERF) within its business operations, for reporting periods ending on or after 1 July 2017. (para 3–4)\n\n- RSE licensees must deliver the completed form electronically (via APRA's Direct to APRA system or another APRA‑approved method) and generally must lodge it within three months after the end of the year of income. APRA can change the reporting frequency or due date for a particular fund and can grant extensions. (para 6–10)\n\n- The form collects counts and dollar values for member accounts and members' benefits across a defined set of categories: account status (active, inactive, lost), account type (defined benefit, defined contribution, both), tax phase (taxed or tax‑free), existence of TFN (tax file number), age, gender, benefit size bands and pension types. The form also collects the number of members. Several detailed segmentation tables are prescribed (including up to 384 age/gender/benefit combinations and up to 240 age/gender/pension type combinations). Units and reporting conventions are specified (e.g. reporting as whole numbers or thousands of dollars and reporting as at the end of the reporting period). (SRF 610.0 and instructions)\n\n- Quality control: the data must come from systems and controls that have been reviewed and tested by the RSE auditor on at least an annual basis and, as a minimum, be subject to a limited assurance engagement consistent with professional standards and SPS 310. The RSE licensee’s board and senior management must maintain internal review and authorisation policies. (para 11–12)\n\n- Authorisation and record keeping: submissions must be digitally signed by an authorised officer or agent (acceptable digital certificate). If an agent submits on behalf of an RSE licensee, the licensee must obtain and retain a copy of the completed form. Submissions must be authorised by the CEO or CFO (para 13–15).\n\n\nWho it affects and who bears the costs\n\n- Who must comply: RSE licensees for each RSE, defined benefit RSE and ERF in their business operations (para 3). Certain small or differently structured funds (pooled superannuation trusts, small APRA funds with fewer than five members, and single‑member approved deposit funds) are excluded from the RSE definition used for this form. (Interpretation)\n\n- Who pays / who does the work: the RSE licensee pays the compliance cost — including system changes, staff time, auditor fees for limited assurance, and ongoing reporting costs. Agents may be used to submit data, but the licensee remains responsible for retention and authorisation obligations (para 14–15).\n\n- Who benefits: APRA receives standardized data it can use for prudential supervision, statistical work and publication (purpose stated in para 2). The public (via APRA publications) and APRA’s supervision teams are the intended users of the data.\n\n\nPurpose claims from the instrument and how the mechanics map to costs, incentives and trade‑offs\n\n- APRA’s stated purpose: the information is collected for prudential supervision and publication (para 2). The instrument implements this by requiring granular, periodic census‑style reporting across membership characteristics and balances.\n\n- Costs and incentives: the requirement imposes administrative and assurance costs on RSE licensees (systems, staff, auditor engagements) and favors entities large enough to absorb fixed compliance costs. Entities excluded from the RSE definition (small APRA funds, single‑member ADFs, pooled trusts) avoid these costs, so the burden is concentrated on larger funds (Interpretation; para 3). Because APRA can vary reporting frequency or content for particular RSEs (para 8, 16), APRA can target additional burden where it considers necessary — increasing regulatory discretion and implementation variability.\n\n- Trade‑offs and opportunity costs: the regulator gains detailed, comparable data to support oversight and publication, at the expense of industry time and audit resources. The requirement for auditor review (para 11) raises assurance quality but adds recurring audit cost. The three‑month lodgement timeline (para 9) creates a predictable compliance cadence but may require year‑end close processes to be expedited.\n\n- Implementation risks and compliance burden: practical risks include data extraction and mapping to APRA’s prescribed categories (notably where funds must split combined accounts into taxed vs tax‑free phases, or allocate liabilities where member age is unknown). APRA’s capacity to adjust reporting content or frequency (para 8, 16) can mitigate burdens but also creates uncertainty for planning.\n\n\nConcrete behaviour changes the law requires\n\n- Funds must implement or maintain systems that can segment member accounts by status, benefit type, tax phase, TFN status, age, gender, benefit size and pension type, at reporting date, and report those data using APRA’s electronic submission platform. (SRF 610.0 and instructions)\n\n- Funds must put in place internal authorisation policies, ensure CEO/CFO‑level sign‑off for submissions or authorised agents, retain copies of submissions, and arrange for annual auditor review/limited assurance of the reporting systems and controls. (para 11–15)\n\n\nKey statutory levers and discretions\n\n- APRA determines the content of the reporting standard and may vary reporting requirements or frequency for particular RSEs, and may grant due‑date extensions. (para 1, 8, 10, 16)\n\n- The RSE licensee remains responsible for preparing and authorising the data, and for ensuring auditor review and retention of records. (para 11–15)\n\n\nWhere to look in the instrument for specifics\n\n- Who must report and application: paragraph 3.\n- What is reported (field definitions and tables): SRF 610.0 and the specific instructions in the Schedule.\n- Timing and submission mechanics: paragraphs 6–10.\n- Assurance, authorisation and recordkeeping: paragraphs 11–15.\n- APRA discretion to vary requirements: paragraph 16.\n\n\nBottom line\n\nThis is a prescriptive data‑collection instrument that standardises how RSE licensees report membership counts and benefit values to APRA. It centralises detailed demographic and balance information for prudential oversight and publication, requires auditor assurance and CEO/CFO authorisation, and places the compliance cost and operational burden on RSE licensees (with APRA holding discretion to adjust reporting requirements for particular entities)."},"kimi_summary":{"content_quality":"ok","complexity_score":5,"scope_assessment":{"changed":false,"description":"This determination maintains the same scope as its predecessor (Determination No. 18 of 2015).
