This Reporting Standard is made under section 13 of the Financial Sector (Collection of Data) Act 2001.\n\n### Purpose\n\n2. The information reported to APRA under this Reporting Standard is used by APRA for the purpose of prudential supervision, including assessing compliance with the capital standards.\n\n### Application and commencement\n\n3. This Reporting Standard applies to a parent entity of a Level 2 insurance group as defined in Prudential Standard GPS 001 Definitions (GPS 001). This Reporting Standard applies for reporting periods ending on or after 1 July 2023. The parent entity of a Level 2 group is required to ensure that each requirement in this Reporting Standard is complied with.\n\n### Information required\n\n4. The parent entity of a Level 2 insurance group must provide APRA with the information required by this Reporting Standard in respect of the Level 2 insurance group for each reporting period.\n\n### Method of submission\n\n5. The information required by this Reporting Standard must be given to APRA:\n\n(a) in electronic format using an electronic method available on APRA’s website; or\n\n(b) by a method notified by APRA prior to submission.\n\n### Reporting periods and due dates\n\n6. Subject to paragraph 7, the parent entity of a Level 2 insurance group must provide the information required by this Reporting Standard:\n\n(a) in respect of the first half year based on the financial year of the Level 2 insurance group on an unaudited basis (half yearly information); and\n\n(b) in respect of each financial year of the Level 2 insurance group on an audited basis (annual information).\n\nNote: The annual information required by paragraphs 4, 5 and 6(b), together with certain annual information required by other reporting standards, will form part of the Level 2 insurance group’s annual accounts within the meaning of GPS 001. Prudential Standard GPS 310 Audit and Related Matters (GPS 310) contains the relevant provisions governing audits.\n\n7. If, having regard to the particular circumstances of a Level 2 insurance group, APRA considers it necessary or desirable to obtain information more or less frequently than as provided by subparagraph 6(a) or 6(b), APRA may, by notice in writing to the parent entity, change the reporting periods, or specify reporting periods, for the particular Level 2 insurance group.\n\n8. The information required by this Reporting Standard in respect of a Level 2 insurance group must be provided to APRA:\n\n(a) in the case of half yearly information, within three months after the end of the reporting period to which the information relates;\n\n(b) in the case of annual information, within three months after the end of the reporting period to which the information relates; or\n\n(c) in the case of information provided in accordance with paragraph 7, within the time specified by notice in writing.\n\nNote: GPS 310 requires a Level 2 insurance group to ensure that its Group Auditor conducts a limited assurance review of the group’s annual accounts. Accordingly, the Group Auditor’s report(s) as required by GPS 310 (relating to the information required by paragraph 4) must be provided to APRA by the time specified in GRS 001 (unless an extension of time is granted under GRS 001).\n\n9. APRA may, in writing, grant the parent entity of a Level 2 insurance group an extension of a due date in paragraph 8, in which case the new due date will be the date on the notice of extension.\n\nNote: For the avoidance of doubt, if the due date for a particular reporting period falls on a day other than a usual business day, the parent entity of a Level 2 insurance group is nonetheless required to submit the information required no later than the due date.\n\n10. On the written application of the parent entity of a Level 2 insurance group, APRA may by notice in writing to the parent entity exclude the requirement under subparagraph 6(a) to provide half yearly information.\n\n### Quality control\n\n11. The information provided by the parent entity of a Level 2 insurance group under this Reporting Standard must be the product of systems, processes and controls that have been reviewed and tested by the Group Auditor of the Level 2 insurance group. This will require the Group Auditor to review and test the Level 2 insurance group’s systems, processes and controls designed to enable the group to report reliable financial information to APRA. This review and testing must be done on:\n\n(a) an annual basis or more frequently if necessary to enable the Group Auditor to form an opinion on the reliability and accuracy of data; and\n\n(b) at least a limited assurance engagement consistent with professional standards and guidance notes issued by the Auditing and Assurance Standards Board as may be amended from time to time, to the extent that they are not inconsistent with the requirements of GPS 310.\n\n12. All information provided by the parent entity of a Level 2 insurance group under this Reporting Standard must be subject to systems, processes and controls developed by the Level 2 insurance group for the internal review and authorisation of that information. It is the responsibility of the Board and senior management of the parent entity of the Level 2 insurance group to ensure that an appropriate set of policies and procedures for the authorisation of data submitted to APRA is in place.\n\n### Authorisation\n\n13. When an officer, or agent, of a parent entity of a Level 2 insurance group provides the information required by this Reporting Standard using an electronic format the officer, or agent, must digitally sign the relevant information using a digital certificate acceptable to APRA.\n\n14. If the information required by this Reporting Standard is provided by an agent who submits the information on the parent entity of a Level 2 insurance group’s behalf, the parent entity of a Level 2 insurance group must:\n\n(a) obtain from the agent a copy of the completed information provided to APRA; and\n\n(b) retain the completed copy.\n\n15. An officer, or agent, of a parent entity of a Level 2 insurance group who submits the information under this Reporting Standard for, or on behalf of, the parent entity of a Level 2 insurance group must be authorised by either:\n\n(a) the Principal Executive Officer of the parent entity of the Level 2 insurance group; or\n\n(b) the Chief Financial Officer of the parent entity of the Level 2 insurance group.\n\n### Variations\n\n16. APRA may, by written notice to the parent entity of a Level 2 insurance group, vary the reporting requirements of this Reporting Standard in relation to that Level 2 insurance group.\n\n### Transition\n\n17. A parent entity of a Level 2 insurance group must report under the old reporting standard in respect of a transitional reporting period. For these purposes:\n\nold reporting standard means the reporting standard revoked in the determination making this Reporting Standard; and\n\ntransitional reporting period means a reporting period under the old reporting standard:\n\n(a) which ended before 1 July 2023; and\n\n(b) in relation to which the parent entity of a Level 2 insurance group was required, under the old reporting standard, to report by a date on or after the date of revocation of the old reporting standard.\n\nNote: For the avoidance of doubt, if a parent entity of a Level 2 insurance group was required to report under an old reporting standard, and the reporting documents were due before the date of revocation of the old reporting standard, the parent entity of a Level 2 insurance group is still required to provide any overdue reporting documents in accordance with the old reporting standard.\n\n# Interpretation\n\n18. In this Reporting Standard:\n\n (a) unless the contrary intention appears, words and expressions have the meanings given to them in GPS 001; and\n (b) the following definitions are applicable:\n APRA-authorised reinsurer means an insurer carrying on reinsurance business. For the purposes of this definition, a Lloyd’s underwriter as defined under the Insurance Act is an APRA-authorised reinsurer if it carries on reinsurance business. The dataset specifies inputs, intermediate calculations and derived outputs that feed into the ICRC calculation (paras 3–4, Table 1).\n\n- Sets how and when to deliver the data: electronic submission via APRA channels (para 5); half‑yearly unaudited returns and annual audited returns as default (para 6); both due within three months after the end of the reporting period unless APRA specifies otherwise or grants an extension (paras 6–9). APRA may change the reporting frequency or exempt a group from half‑yearly reporting in particular cases (paras 7, 10).\n\n- Requires auditor assurance and internal quality controls: the Group Auditor must review and test the reporting systems, processes and controls at least annually and provide limited assurance consistent with GPS 310 and Australian auditing standards (para 11). The Board and senior management must maintain policies and procedures for internal review and authorisation of the data (para 12).\n\n- Specifies authorisation, retention and submission formalities: electronic submissions must be digitally signed with an APRA‑acceptable certificate (para 13); if an agent submits the data the parent entity must obtain and retain a copy (para 14); submissions must be authorised by the group’s Principal Executive Officer or Chief Financial Officer (para 15).\n\n- Gives APRA express powers of supervisory discretion: APRA may vary reporting requirements for particular groups or approve alternative approaches; APRA may also adjust LMI (lenders mortgage insurance) charge calculations if the standard method is not appropriate (paras 7, 16; definitions/Attachment A and other cross‑references). Transition rules require some reports to be provided under the prior (revoked) standard when applicable (para 17).\n\n**Why APRA collects this (official rationale)**\n\n- APRA uses the information for prudential supervision and to assess compliance with capital adequacy standards (para 2). The Reporting Standard is expressly to be read with GPS 116 (Capital Adequacy: Insurance Concentration Risk Charge), GPS 001, GPS 310 and GRS 001, so the data maps to prudential capital calculations (front matter and multiple cross‑references).\n\n**How the reporting works in practice (key operational features)**\n\n- The standard defines a set of model inputs, offsets and derived items (examples: PML, adjusted PML, allowable reinsurance, NP VR/HR, H3/H4 event sequences, OA VR, and the LMI Concentration Risk Charge) and prescribes calculation logic for derived items (see Definitions and Table 1, and the specific instructions for items 1–5).\n\n- Many fields are conditional. For example, a group must choose whether to base certain items on gross or net loss and then report only the associated fields (see items 1.1, 2.3.1, 2.4.1). Some recoverable/reinstatement items are reported only if the group writes reinsurance or the contract permits particular offsets.\n\n- Several inputs require judgement and estimation: estimating reinstatement costs when no contractual rates exist, allowable reinsurance (lesser of available reinsurance and 60% of adjusted PML), and adjustments for LMIs in run‑off — all of which require APRA consultation or approval in some cases (Definitions A; H and NP sections; Item 4 instructions).\n\n**Who pays, who decides, and what behaviour changes**\n\n- Who pays: the parent entity of each Level 2 insurance group bears the reporting and assurance costs (systems, staff time, actuary/actuarial work, Group Auditor fees) and any operational costs of adopting APRA‑required templates and digital signing (paras 3–5, 11–15).\n\n- Who decides: APRA prescribes the standard, receives the data, may require changes to frequency or content for particular groups, and may approve alternative methodologies or adjust calculated charges where the standard method is unsuitable (paras 7, 16; definitions re: APRA adjustments to LMI Charge).\n\n- Behaviour likely to follow: firms will need to build or adapt modelling and data pipelines to produce the specified fields and derived amounts; they may also review reinsurance structures and documentation (e.g. reinstatement provisions, aggregate cover) because these contractual features affect reported offsets and charges (H, NP, OA and P definitions; Item 2 and 3).\n\n**Costs, incentives, trade‑offs and implementation risks**\n\n- Compliance burden: the dataset is detailed and includes many derived items and columnar event sequences (H3/H4 events, OA, NP and multi‑year LMI PML breakdown). Producing accurate, auditable outputs requires actuarial modelling, reconciliations to accounting and prudential bases, and recurring audit assurance (paras 11–12; Table 1). Digital signing, retention and authorised signatory rules add process overhead (paras 13–15).\n\n- Regulator discretion vs. predictability: APRA’s ability to vary reporting frequency, approve alternative approaches, and adjust LMI concentration outcomes introduces supervisory discretion that can accommodate special cases but can also create outcome variability across firms (paras 7, 16; definitions where APRA can adjust LMI Charge).\n\n- Model and market uncertainty: several inputs require estimation of market conditions after catastrophe events (reinstatement costs) or APRA‑approved methodologies (available reinsurance). Those estimates are inherently uncertain and may require conservative margins or additional commentary to the Group Auditor and APRA (H and NP definitions; Item 4 guidance referencing Attachment A of GPS 116).\n\n- Incentives for balance‑sheet or contract structuring: because allowable reinsurance and offsets affect the reported ICRC, firms have an incentive to structure reinsurance contracts (reinstatement terms, aggregate cover, attachment points) in ways that reduce reported PML or increase recoverables, subject to APRA scrutiny and the requirement that methodologies be agreed with APRA (Definitions, H, OA, Item 4).\n\n- Concentrated costs: groups with large exposures to natural perils, common dependent sources or lenders mortgage insurance are likely to face the greatest reporting complexity and hence the highest compliance and modelling costs (OA, NP, LMI sections).\n\n**Implementation points APRA and filers should note**\n\n- The standard cross‑references GPS 116, GPS 001, GPS 310 and GRS 001; firms must reconcile their submissions to those instruments and may need to consult APRA for treatment of multiple reinsurance inception dates or where bespoke approaches are used (front matter, paras 3, and C/E table notes).\n\n- The Group Auditor must perform at least a limited assurance engagement on the reporting systems and controls (para 11); GPS 310 governs audit specifics referenced in the notes to paras 6 and 11.\n\n**Key provisions cited**\n- Who must report and scope: paras 3–4.\n- Frequency, due dates and APRA variation/extension powers: paras 6–10, 16.\n- Auditor and quality control obligations: paras 11–12 and GPS 310 cross‑reference.\n- Authorisation and retention: paras 13–15.\n- Reporting definitions and formulae: Definitions and Table 1 (Items 1–5; H, N, O, L and P definitions), and references to Attachment A of GPS 116 for available reinsurance.\n\n"},"flash_summary_failed":{"failed":true,"reason":"A positive credit balance is required for all requests, including BYOK, so fallback providers remain available.
