(See Application, para 3.)\n\n- The standard requires quarterly electronic submissions using APRA's channel, with the first reporting period the quarter ending 30 September 2025. The first due date is 15 December 2025; thereafter reports are due 40 calendar days after each quarter-end. (See Reporting periods, para 5.)\n\n- The reporting package is a fixed form (SRF 552.0) composed of five tables: (1) securities under repo/stock‑loan arrangements; (2) collateral related to those arrangements; (3) securities‑lending program summary; (4) collateral per lending program; and (5) reinvestment of cash collateral. Each table lists the fields to be supplied (counterparty identifiers, instrument types, issuer/counterparty sector type using Appendix A codes, market values in whole dollars, program sizes, etc.). (See Reporting Form SRF 552.0 and tables.)\n\n- Submissions must be produced from systems and controls that the RSE auditor has reviewed and tested, at least annually and in a limited-assurance engagement in line with auditing standards and Prudential Standard SPS 310. (See Quality control, para 10.)\n\n- Each electronic submission must be digitally signed by an authorised officer or agent and retained if submitted by an agent. Authorisation must come from the RSE licensee's CEO or CFO. (See Authorisation, paras 12–14.)\n\n- APRA may change reporting frequency or deadline for particular entities by written notice and may make minor non‑substantive alterations to forms and instructions (with notification). APRA exercise of discretion must be in writing. (See Notices, paras 6–8; Minor alterations, paras 15–16; para 19.)\n\n\nWho this affects\n\n- Primary: RSE licensees reporting for each RSE, defined benefit RSE and PST within their business operations — they must collect, validate, authorise and submit the data. (Application, para 3; Reporting level.)\n- Secondary: RSE auditors, who must review and provide limited assurance over reporting systems and controls. (Quality control, para 10.)\n- Data users: APRA (prudential supervision and publication), the Australian Bureau of Statistics (national accounts) and potentially ASIC. (Purpose, para 2.)\n\n\nWhy it matters (purpose claims and practical implications)\n\n- APRA states the purpose is to support prudential supervision and public reporting and to supply data for the ABS national accounts; ASIC may also use the information. That is the explicit claimed use. (Purpose, para 2.)\n\n- Mechanically, the rule expands the routine data APRA collects about repos and securities‑lending activity across the superannuation sector. The standard requires itemised counterparty identifiers, sector/issuer types (using Appendix A), instrument types and market values for multiple related tables, plus program‑level disclosures for securities lending and reinvestment of cash collateral. (Reporting Form SRF 552.0.)\n\n\nCosts, incentives and trade‑offs (concrete mechanisms)\n\n- Who pays: RSE licensees fund the implementation — IT changes, data mapping, ongoing extraction and validation, auditor time for limited assurance, and process controls to meet APRA's authorisation and retention requirements (paras 9–14, 10). These are recurring compliance costs tied to quarterly reporting.\n\n- Who decides and where discretion sits: APRA sets the form and submission method, may alter reporting frequency for individual entities and may make minor form changes (paras 6, 15). That centralised discretion concentrates decision power with APRA over reporting detail and timing.\n\n- Behaviour change required: RSEs must (a) capture and map counterparty identifiers consistently across periods; (b) classify counterparties and issuers to APRA's Appendix A categories; (c) calculate and report market values (including accrued interest where required by SNA rules); (d) maintain process controls and digital signature workflows; and (e) obtain auditor review in the specified assurance format (paras 5, Reporting basis, para 10, paras 12–14).\n\n- Data quality vs. cost trade‑off: The standard pushes for higher granularity (counterparty IDs, instrument and issuer types, collateral breakdown and reinvestment details). That raises the quality and usefulness of APRA/ABS datasets at the expense of increased reporting effort and audit coverage for reporting entities.\n\n- Concentrated benefits vs. diffuse costs: The principal benefits (richer supervisory and national‑accounts data for APRA/ABS/ASIC) accrue to regulators and users of public statistics; costs are diffuse across reporting RSEs (IT, controls, auditor fees). Entities heavily active in repo/lending will face larger compliance loads.\n\n- Compliance and implementation risks: Smaller RSEs or PSTs with limited in‑house data systems may need third‑party service providers or significant system changes. Mapping to Appendix A codes and consistently applying internal identifiers for counterparties introduces operational risk (data mismatch, duplicate keys). Auditor reliance on limited assurance engagements creates timing and scope risks for initial filings (para 10).\n\n\nImplementation and operational details to note\n\n- Electronic submission only via APRA's method (para 9) and digital signing by a certificate acceptable to APRA (para 12).\n- First reporting quarter is 30 Sep 2025 with first due date 15 Dec 2025; subsequent reports are due 40 calendar days after quarter‑end (para 5).\n- APRA may give extensions or change frequency in writing; any such notice sets the new due dates (paras 6–8).\n- APRA can make minor, non‑substantive form changes and must notify affected RSE licensees (paras 15–16).\n\n\nSummary sentence\n\nThis instrument obliges RSE licensees to provide APRA with regular, itemised data on repos and securities‑lending activity (counterparties, instruments, collateral and reinvestment of cash collateral), enforces auditor review and digital authorisation, and centralises APRA's ability to adjust timing and forms; the principal trade‑off is improved supervisory and national‑accounts data at the expense of recurring compliance, systems and auditor costs for reporting funds (see paras 2–5, 9–14)."},"kimi_summary":{"content_quality":"ok","complexity_score":6,"scope_assessment":{"changed":false,"description":"This is a new reporting standard (SRS 552.0) with a specific, focused scope on securities repurchase/resale and lending/borrowing activities.
