This Reporting Standard is made under section 13 of the Financial Sector (Collection of Data) Act 2001.\n\nPurpose\n\n2. Information collected in Form SRF 330.0 Statement of Financial Performance (SRF 330.0) is used by APRA for the purposes of prudential supervision and publication. It may also be used by the Australian Bureau of Statistics (ABS).\n\nApplication and commencement\n\n3. This Reporting Standard applies to each registrable superannuation entity (RSE) licensee (RSE licensee) in respect of each RSE, defined benefit RSE, pooled superannuation trust (PST) and eligible rollover fund (ERF) within its business operations.[\\[1\\]](#_ftn1)\n\n4. This Reporting Standard applies for reporting periods ending on or after 1 July 2017.\n\nInformation required\n\n5. An RSE licensee to which this Reporting Standard applies must provide APRA with the information required by SRF 330.0 in respect of each reporting period.\n\nForms and method of submission\n\n6. The information required by this Reporting Standard must be given to APRA in electronic format using the ‘Direct to APRA’ application or, where ‘Direct to APRA’ is not available, by a method notified by APRA, in writing, prior to submission.\n\nNote: the ‘Direct to APRA’ application software (also known as ‘D2A’) may be obtained from APRA.\n\nReporting periods and due dates\n\n7. Subject to paragraph 8, an RSE licensee to which this Reporting Standard applies must provide the information required by this Reporting Standard in respect of each RSE, defined benefit RSE, PST or ERF within its business operations (the entity), for:\n\n(a) each quarter based on the year of income of the entity; and\n\n(b) each year of income of the entity.\n\n8. If, having regard to the particular circumstances of an RSE, defined benefit RSE, PST or ERF, APRA considers it necessary or desirable to obtain information more or less frequently than as provided by paragraph 7(a) or 7(b), APRA may, by notice in writing, change the reporting periods for the particular RSE, defined benefit RSE, PST or ERF.\n\n9. The information required by this Reporting Standard must be provided to APRA:\n\n(a) in the case of quarterly information, within 28 calendar days after the end of the quarter to which the information relates[\\[2\\]](#_ftn2);\n\n(b) in the case of annual information, within three months after the end of the year of income to which the information relates; and\n\n(c) in the case of information provided in accordance with paragraph 8, within the time specified by notice in writing.\n\n10. APRA may grant, in writing, an RSE licensee an extension of a due date with respect to one or more RSEs, defined benefit RSEs, PSTs or ERFs within its business operations, in which case the new due date for the provision of the information will be the date on the notice of extension.\n\nQuality control\n\n11. The information provided by an RSE licensee under this Reporting Standard must be the product of systems, procedures and internal controls that have been reviewed and tested by the RSE auditor of the RSE, defined benefit RSE, PST or ERF to which the information relates.[\\[3\\]](#_ftn3) This will require the RSE auditor to review and test the RSE licensee’s systems, procedures and internal controls designed to enable the RSE licensee to report reliable information to APRA. This review and testing must be done on:\n\n(a) an annual basis or more frequently if necessary to enable the RSE auditor to form an opinion on the reliability and accuracy of information; and\n\n(b) at least a limited assurance engagement consistent with professional standards and guidance notes issued by the Auditing and Assurance Standards Board as may be amended from time to time, to the extent that they are not inconsistent with the requirements of SPS 310.\n\n12. Information reported solely for the purposes of the ABS (identified by ‘\\[ABS\\]’ in the relevant item) is not required to be audited or tested by the RSE auditor of the RSE, defined benefit RSE, PST or ERF to which the information relates.\n\n13. All information provided by an RSE licensee under this Reporting Standard must be subject to systems, processes and controls developed by the RSE licensee for the internal review and authorisation of that information. It is the responsibility of the Board and senior management of the RSE licensee to ensure that an appropriate set of policies and procedures for the authorisation of information submitted to APRA is in place.\n\n14. An RSE licensee must ensure that information identified as being provided solely for the purposes of the ABS is as accurate as possible. Where accurate information is not readily available to be provided in respect of information provided solely for the purposes of the ABS, an RSE licensee may report a careful estimate where that estimate is the product of systems, processes and controls developed by the RSE licensee for this purpose.\n\nAuthorisation\n\n15. When an officer or agent of an RSE licensee provides the information required by this Reporting Standard using the ‘Direct to APRA’ software, it will be necessary for the officer or agent to digitally sign the relevant information using a digital certificate acceptable to APRA.\n\n16. If the information required by this Reporting Standard is provided by an agent who submits using the ‘Direct to APRA’ software on the RSE licensee’s behalf, the RSE licensee must:\n\n(a) obtain from the agent a copy of the completed form with the information provided to APRA; and\n\n(b) retain the completed copy.\n\n17. An officer or agent of an RSE licensee who submits the information under this Reporting Standard for, on behalf of, the RSE licensee must be authorised by either:\n\n(a) the Chief Executive Officer of the RSE licensee; or\n\n(b) the Chief Financial Officer of the RSE licensee.\n\nVariations\n\n18. APRA may, by written notice to an RSE licensee, vary the reporting requirements of SRF 330.0 in relation to that RSE licensee or one or more RSEs, defined benefit RSEs, PSTs or ERFs within that RSE licensee’s business operations.\n\nInterpretation\n\n19. The required information is set out in a form called SRF 330.0 (the Statement of Financial Performance) and detailed instructions. (See Objective, Authority and Form references in the Schedule.)\n\n**Who must comply**\n\n- The reporting standard applies to each RSE licensee in respect of each RSE, defined benefit RSE, pooled superannuation trust (PST) and eligible rollover fund (ERF) that the licensee runs. (Paragraph 3.) Small APRA funds and single‑member approved deposit funds are excluded by definition. (Interpretation.)\n\n**When and how reports are submitted**\n\n- RSE licensees must report for each entity:\n - every quarter (based on the entity’s year of income), and\n - each year of income. (Paragraph 7.)\n- Quarterly returns are due within 28 calendar days after the quarter end; annual returns are due within 3 months after the entity’s year of income ends. APRA may grant extensions in writing. (Paragraphs 9–10.)\n- Submissions must be electronic through APRA’s Direct to APRA (D2A) system or by another APRA‑notified method where D2A is not available. The submitting officer must digitally sign the file using an APRA‑acceptable certificate. (Paragraphs 6, 15.)\n\n**What information is collected**\n\n- SRF 330.0 collects detailed line‑item data about member flows (contributions, rollovers, benefit payments), investment income, gains and losses, investment and operating expenses, insurance flows, tax, profit/loss and transfers to/from reserves. Items are reported as year‑to‑date amounts (not just the quarter) and in thousands of dollars. The form contains a mix of direct items, derived items (calculated from other fields) and items explicitly collected for the Australian Bureau of Statistics (ABS). (Form and Instructions.)\n\n**Quality control and audit requirements**\n\n- The information must come from systems, procedures and internal controls that the RSE auditor has reviewed and tested. The RSE auditor must perform at least a limited assurance engagement consistent with professional standards and as required by Prudential Standard SPS 310. (Paragraph 11.)\n- Items collected only for ABS purposes are not required to be audited, but the licensee must make a best effort and may provide careful estimates under controlled processes. (Paragraph 12 and Instructions.)\n\n**Authorisation, retention and agents**\n\n- Submissions must be authorised by the RSE licensee’s CEO or CFO (or made by an agent authorised by them). If an agent submits on behalf of the licensee, the licensee must retain a copy of the completed form. (Paragraphs 16–17.)\n\n**APRA discretion and variation**\n\n- APRA can, by written notice, change the required reporting frequency for a particular entity (more or less often) and can vary the reporting requirements for particular licensees or entities. (Paragraphs 8, 18.)\n\n**Why APRA collects this data (stated purpose) and how that interacts with costs and incentives**\n\n- APRA says the information is for prudential supervision and publication, and it may also be used by the ABS. (Paragraph 2.)\n\n - Who pays: RSE licensees (trustees/operators of funds) bear the direct compliance costs — staff time, systems changes, digital certificate management, auditor fees and record‑keeping. These costs are recurring because reporting is quarterly and annual. (Reporting frequency and electronic submission rules: paragraphs 6–10, 15–17.)\n\n - Who decides: APRA decides what to collect, the format, and can vary frequency and content for particular entities by notice (paras 8 and 18). That gives APRA operational discretion to increase or reduce reporting burden as it sees fit for prudential reasons.\n\n - Behaviour changes expected: Licensees will need to maintain or build accounting/reporting systems that reconcile to the form’s derived items, maintain audit‑ready controls, and keep data on a year‑to‑date basis. The digital signature and agent retention rules create formal compliance steps. Because some items are used for publication, licensees may also change disclosure practice or product communication in response to public‑facing data. (See instructions on derived items and publication purpose: Form & Para 2.)\n\n**Trade‑offs, practical risks and implementation considerations**\n\n- Trade‑offs and opportunity cost: Preparing and auditing detailed returns imposes a cost on licensees (systems, staff, auditor time). That is an opportunity cost relative to spending on member services or investment management. Smaller licensees may find fixed costs proportionally heavier, but small APRA funds and single‑member ADFs are excluded (Interpretation), which concentrates obligations on larger operators.\n\n- Compliance burden and administrative friction: quarterly + annual schedules, D2A technical requirements, digital certificates and the requirement for an authorised CEO/CFO sign‑off create administrative overhead and dependency on IT/audit vendors.\n\n- Discretion and regulatory risk: APRA’s power to vary reporting (paras 8, 18) and to change methods (para 6) introduces a degree of regulatory uncertainty that can complicate long‑term reporting system design.\n\n- Data quality vs. cost: the requirement for an auditor limited assurance review (para 11) raises data reliability but also increases audit costs. ABS‑only items may be estimated under controls, which reduces audit effort on those fields but risks lower precision for ABS statistical users (para 12 and Instructions).\n\n- Concentrated benefits and diffuse costs: The primary benefits (supervisory intelligence, public statistics) accrue to APRA and ABS (concentrated), while costs are spread across RSE licensees (diffuse). That creates an incentive for licensees to minimise costs (process automation, outsourcing) and for APRA to adjust frequency/fields where supervisory benefit is low.\n\n**Mechanism‑level notes likely to matter to a practitioner or operator**\n\n- Many items are 'derived' and must reconcile to other APRA reporting forms (e.g. SRF 531.0, SRF 530.1, SRF 534.0) — implement reconciliation routines. (Instructions under Items 4 and 5.)\n- ABS‑tagged items have special rules (may be estimated where accurate data not readily available). (Paragraph 12 and multiple item notes.)\n- The standard cross‑references external statutes and prudential standards (SIS Act, SIS Regulations, SPS 310, SPS 160, SPS 250), so compliance with this form usually sits alongside other regulatory obligations and external accounting standards. (Interpretation and various references.)\n\n**Bottom line**\n\nThis Determination sets out a detailed, structured electronic return (SRF 330.0) that RSE licensees must deliver to APRA on a quarterly and annual basis, with auditor assurance and CEO/CFO authorisation, and permits APRA to vary frequency and content. It concentrates reporting obligations on regulated superannuation funds (RSEs, defined benefit RSEs, PSTs and ERFs) and balances supervisory needs (data, publication, ABS use) against recurring compliance costs on licensees (systems, audit, administration)."},"flash_summary_failed":{"failed":true,"reason":"A positive credit balance is required for all requests, including BYOK, so fallback providers remain available.
