It includes Reporting Form ARF 910.0 Financial Claims Scheme Data Collection and the associated instructions.\n\nAuthority\n\n1. This Reporting Standard is made under section 13 of the Financial Sector (Collection of Data) Act 2001.\n\nPurpose\n\n2. Information collected in Reporting Form ARF 910.0 Financial Claims Schemes Data Collection (ARF 910.0) is used by APRA to determine FCS coverage amounts and provide information on the estimated FCS coverage amounts to The Treasury and to international organisations. The information collected is also included in APRA’s annual report.\n\nApplication and commencement\n\n3. This Reporting Standard applies to all locally incorporated authorised deposit-taking institutions (ADIs) other than purchased payment facility providers (PPF providers).\n\n4. This Reporting Standard applies for reporting periods ending on or after 31 December 2018.\n\nInformation required\n\n5. An ADI to which this Reporting Standard applies must provide APRA with the information required by ARF 910.0 for each reporting period.\n\nForms and method of submission\n\n6. The information required by this Reporting Standard must be given to APRA in electronic format using the ‘Direct to APRA’ application or by a method notified by APRA, in writing, prior to submission.\n\nNote: The ‘Direct to APRA’ application software (also known as ‘D2A’) may be obtained from APRA.\n\nReporting periods and due dates\n\n7. Subject to paragraph 8, an ADI to which this Reporting Standard applies must provide the information required by this Reporting Standard twice a year as at 30 June and 31 December.\n\n8. APRA may, by notice in writing, change the reporting periods, or specified reporting periods, for a particular ADI to require it to provide the information:\n\n(a) more frequently (if, having regard to the particular circumstances of the ADI, APRA considers it necessary or desirable to obtain information more frequently for the purposes of the prudential supervision of the ADI); or\n\n(b) less frequently (if, having regard to the particular circumstances of the ADI and the extent to which it requires prudential supervision, APRA considers it is unnecessary to require the ADI to provide the information as frequently as provided by paragraph 7).\n\n9. The information required by this Reporting Standard must be provided to APRA within 30 business days after the reporting period to which it relates.\n\n10. APRA may, by notice in writing, extend the due date by which an ADI must provide the information required by this Reporting Standard, in which case the new due date will be the date specified on the notice of extension.\n\nQuality control\n\n11. The information provided by an ADI under this Reporting Standard may be completed on a best endeavours basis for the transition period, being for reporting periods ending on or before 30 June 2019.\n\nNote: for the avoidance of doubt, paragraph 11 of this Reporting Standard does not limit APRA from, under section 17 of the Financial Sector (Collection of Data) Act 2001, directing an ADI to give APRA explanation of, or variation to, information provided by an ADI under this Reporting Standard.\n\n12. For reporting periods ending after the transition period specified in paragraph 11, all information provided by an ADI under this Reporting Standard must be the product of systems, processes and controls that have been reviewed and tested by the external auditor of the ADI. Relevant standards and guidance statements issued by the Auditing and Assurance Standards Board provide information on the scope and nature of the review and testing required from external auditors. This review and testing must be done on an annual basis or more frequently if required by the external auditor to enable the external auditor to form an opinion on the accuracy and reliability of the information provided by an ADI under this Reporting Standard.\n\n13. All information provided by an ADI under this Reporting Standard must be subject to systems, processes and controls developed by the ADI for the internal review and authorisation of that information. These systems, processes and controls developed by the ADI are to ensure the completeness and reliability of the information provided.\n\nNote: for the avoidance of doubt, paragraph 11 of this Reporting Standard does not limit the requirements of paragraph 13 of this Reporting Standard.\n\nAuthorisation\n\n14. When an officer of an ADI submits information under this Reporting Standard using the D2A application, or other method notified by APRA, it will be necessary for the officer to digitally sign the relevant information using a digital certificate acceptable to APRA.\n\nMinor alterations to forms and instructions\n\n15. APRA may make minor variations to:\n\n(a) a form that is part of this Reporting Standard to correct technical, programming or logical errors, inconsistencies or anomalies; or\n\n(b) the instructions to a form, to clarify their application to the form\n\nwithout changing any substantive requirement in the form or instructions.\n\n16. If APRA makes such a variation it will notify, in writing, each ADI that is required to report under this Reporting Standard.\n\nInterpretation\n\n17. That is consistent with the instrument’s stated purpose (supporting FCS coverage estimation and reporting to Treasury and international bodies) and with existing APS 910 testing requirements. The instrument increases the granularity of data required and formalises submission, audit and control expectations (including CBS disclosures and audited systems after the transition), but does not materially expand the statutory scope of the FCS or APRA’s data-collection power under the Financial Sector (Collection of Data) Act 2001. This includes totals of protected vs non-protected balances, cleared vs uncleared funds, FCS entitlements after applying the FCS limit, number of unique account-holders with electronic access, and exception-account totals.\n- Section C: whether the ADI has any prescribed accounts and, if so, counts and values for prescribed non-exception and prescribed exception accounts.\n- Section D: details of the core banking system(s) or other systems used to generate the SCV (including whether the CBS is external, vendor name, install date, version and description).\n- Reporting consolidation basis differs by ADI type (domestic books for most banks and subsidiaries; licensed ADI for credit unions/building societies).\n\n**Why APRA collects this data (stated purpose)**\n\n- APRA says it uses the data to determine FCS coverage amounts, provide estimates to Treasury and international organisations, and include the information in APRA’s annual report (see Purpose, paragraph 2).\n\n**Who pays and who decides**\n\n- Who pays: ADIs bear the compliance costs — building or mapping reporting extracts, producing SCV and related reports, maintaining controls and audit trails, engaging external auditors for review and testing, and the administrative burden of twice-yearly submissions and any ad hoc requests from APRA.\n- Who decides: APRA controls the rules of submission (form, electronic method, frequency for particular ADIs), can extend deadlines, and may change the form/instructions for minor technical corrections. APRA may also require explanations or further data under the Collection of Data Act.\n\n**Practical behaviour changes required**\n\n- ADIs must be able to generate the SCV Summary, Exception Summary, Prescribed Account Summary and Other Payments reports in the format APRA expects and map those outputs into ARF 910.0.\n- ADIs must maintain internal review/authorisation systems for reported information and, after the transition period, arrange for external-auditor review and testing of the systems/processes that produce the reported data.\n- ADIs using third-party CBS or outsourced systems must ensure those systems can produce the required reports and disclose CBS vendor details in submissions.\n\n**Costs, incentives, trade-offs and implementation risks**\n\n- Compliance costs: granular data by counterparty, product type and balance band will require mapping across product and ledger systems, potentially significant work for ADIs with legacy systems, multiple product variants or many account sub-classes.\n- Ongoing audit cost: from 1 July 2019 the external auditor must review and test the reporting systems annually or more often if required; this increases recurring compliance expense.\n- Vendor and systems incentives: the requirement to report CBS details and to reliably generate SCV reports creates demand for SCV-capable systems and may advantage vendors that already support APRA’s required extracts.\n- APRA discretion: APRA can require more frequent reporting where it considers it necessary for prudential supervision (paragraph 8(a)) — that creates a compliance tail risk where supervisory concerns can raise reporting frequency and cost for particular ADIs.\n- Data quality and operational risk: producing accurate SCVs depends on master‑data quality (customer identifiers, joint accounts, linked accounts), reconciliation between ledgers and the SCV, and robust controls to avoid misreporting — deficiencies could prompt APRA follow-up under section 17 of the Act.\n- Concentration of costs and benefits: costs are borne by all reporting ADIs (diffuse), while some benefits (vendors that supply SCV/CBS solutions, auditors) are concentrated.\n- Substitution effects: smaller ADIs may be more likely to upgrade systems, use vendor-provided SCV tools, or outsource reporting to meet the standard; that can change market demand for regulatory reporting services.\n\n**Key legal and operational cross‑references**\n\n- The Reporting Standard relies on definitions and interaction with: the Financial Sector (Collection of Data) Act 2001 (authority to make the standard), the Banking Act 1959 (definitions for FCS, protected/non-protected accounts, account-holder), Prudential Standard APS 910 (SCV and FCS testing requirements), Australian Accounting Standards, and the Auditing and Assurance Standards Board standards (for auditor review scope after transition).\n\n(References: Reporting Standard ARS 910.0, paragraphs 1–17 and the ARF 910.0 instructions.)"},"flash_summary_failed":{"failed":true,"reason":"A positive credit balance is required for all requests, including BYOK, so fallback providers remain available.
