SRF 801.0 collects information on the asset allocation and investment flows of a small APRA fund (SAF) or single member approved deposit fund (SMADF). Information reported in SRF 801.0 is required primarily for prudential, publication and statistical purposes.\n\nReporting level\n\nSRF 801.0 must be completed for each SAF or SMADF.\n\nReporting basis and unit of measurement\n\nReport all items on SRF 801.0 in accordance with the Australian Accounting Standards unless otherwise specified.\n\nAssets and liabilities denominated in currencies other than AUD are to be converted to AUD using the mid-point rate (of market buying and selling spot quotations) effective as at the end of the reporting period. An RSE licensee is free to use those AUD exchange rates that it judges to be a representative closing mid-market rate as at the end of the reporting period. However, to ensure consistency across related returns and to assist in the reconciliation between these returns, an RSE licensee should attempt to use the same exchange rates across all returns to APRA. For APRA reporting purposes, an RSE licensee may continue to apply the Australian Accounting Standards when converting income and expenses to AUD.\n\nNote: for the major currencies, an RSE licensee may want to use the exchange rates available in the Reserve Bank of Australia (RBA), which are available on the RBA website: [http://www.rba.gov.au/statistics/hist-exchange-rates/index.html](http://www.rba.gov.au/statistics/hist-exchange-rates/index.html).\n\nItems on SRF 801.0 must be reported as at the end of the reporting period or with respect to transactions that occurred during the reporting period.\n\nItems on SRF 801.0 are to be reported as thousands of dollars and percentages. Report percentages as a whole number to one decimal place, i.e. 10 per cent is to be reported as 10.0.\n\nCertain items in SRF 801.0 are to be reported on an APRA\\-look through basis. Reporting on an APRA\\-look through basis means:\n\n(a) where the ultimate investment is held directly by the RSE licensee, reporting that investment;\n\n(b) where the ultimate investment is held by a person connected with the RSE licensee, reporting that investment; and\n\n(c) where the ultimate investment is not held by the RSE licensee or a person connected with the RSE licensee, reporting the most proximate investment, of a person connected with the RSE licensee, to the ultimate investment.[\\[4\\]](#_ftn4)\n\nThese instructions specify the reporting basis, unit of measurement and APRA-look through basis that applies to each item.\n\nSpecific instructions\n\nTerms highlighted in bold italics indicate that the definition is provided in these instructions. Additional definitions are provided at the end of these instructions.\n\nTotal investments\n\nItem 1 collects information about the domicile of investments and the extent of individually managed mandates within total investments.\n\nReporting basis: report item 1 as at the end of the reporting period.\n\nUnit of measurement: report item 1 in thousands of dollars.\n\nAPRA-look through basis: report item 1 on a non APRA-look through basis.\n\n| Item 1                       | Item 1.1 column 1 is a derived item. The apportionment will enable the net asset value of the indirectly held investment to be reported in item 3, column 4.If derivative contracts are used within an indirectly held investment to hedge currency exposure, report the percentage of the indirectly held investment’s net asset exposure that is currency hedged (refer to item 3, column 5).The proportion of the investment which is currency hedged must be reported in item 3, column 5 at the same level that it is implemented. If an RSE licensee implements currency hedging at an investment option level, the same percentage must be reported for all the international asset classes within the option. Likewise, for RSE licensees that implement currency hedging at asset class level, reporting to APRA must reflect currency hedging for that particular asset class.When apportioning the value of indirectly held investments between asset class types, apportion using asset valuations based on Australian Accounting Standards. If this information is not available, apportion the value of indirectly held investments using the effective exposure of assets.Item 3.1 is a derived item. transactions, income, gains and losses.\n\nReporting basis: report column 4, column 5 and column 7 with respect to transactions that occurred during the reporting period; report column 6, column 8 and column 9 as at the end of the reporting period.\n\nUnit of measurement: report item 6 in thousands of dollars.\n\nAPRA-look through basis: Report item 6 on an APRA-look through basis. For the avoidance of doubt, if the RSE licensee is trustee of more than one SAF or SMADF, the RSE licensee must separately provide the information required by the form for each SAF or SMADF within its business operations. If the managed investment scheme in turn invests in a private equity vehicle, the trustee of which is not in any way related to the RSE licensee, the trustee of the private equity vehicle will not be a person connected with the RSE licensee. If the private equity vehicle has invested exclusively in shares, the shares will be the ultimate investment. The most proximate investment of a person connected with the RSE licensee will be the managed investment scheme’s investment in the private equity vehicle. (front matter)\n- Requires each RSE licensee that runs a small APRA fund (SAF) or a single-member approved deposit fund (SMADF) to submit a completed form SRF 801.0 to APRA for each SAF or SMADF in its business operations. (application, para 3; Information required, para 5)\n- Sets what must be reported: asset allocation by asset class, domicile and listing status; direct versus indirect holdings; investment vehicles used; net transactions; income; realised and unrealised gains/losses; currency-hedging proportions; whether directly held derivatives are used; and whether the fund participates in securities lending. The Standard also specifies derived totals and look‑through rules for investments held via other vehicles. (form and instructions: Items 1–8 and associated specific instructions)\n- Prescribes timing, submission method and authorisation: annual reporting for years of income ending on or after 1 July 2015 (unless APRA changes the reporting frequency), submission electronically via APRA’s Direct to APRA (D2A) system (or other method notified by APRA), due within three months after the end of the year of income unless extended by APRA. Submissions must be digitally signed and authorised by the RSE CEO or CFO (paras 4, 6–10, 13–15).\n- Requires internal controls and auditor review: the RSE auditor must review and test the systems, procedures and internal controls that produce the data, at least on an annual basis and at least to a limited assurance engagement standard consistent with auditing guidance and SPS 310. The RSE licensee’s board and senior management must maintain authorisation policies and procedures for data submitted to APRA. (Quality control, paras 11–12)\n- Gives APRA administrative discretion: APRA may change reporting periods, vary reporting requirements for particular RSE licensees or funds, and grant extensions. (paras 8, 10, 16)\n\n**Who is affected**\n\n- Primary: RSE licensees that operate one or more small APRA funds (SAFs) or single-member approved deposit funds (SMADFs). Each SAF or SMADF must be reported on separately. (para 3; footnote [1])\n- Secondary: parties connected with the RSE licensee (custodians, related bodies corporate, investment managers) may be required by contract to provide information so the RSE can comply (see look‑through and related-contract clauses referenced in instructions and footnote [4]).\n- Tertiary: auditors (RSE auditors) must perform specific assurance work over the reporting systems and data. (para 11)\n\n**Why it matters / official purpose and how that operates in practice**\n\n- APRA’s stated purpose for collecting this data is prudential supervision and publication (para 2). That means APRA uses the data to monitor how SAFs and SMADFs invest and to produce statistics or public reporting.\n\n- Practical mechanics that implement that purpose:\n  - Detailed, line-by-line capture of asset exposures and movements (direct and indirect) gives APRA granular visibility of small fund asset allocations, use of derivatives, currency hedging and securities lending (Items 1–8 and instructions).\n  - APRA-look through rules require RSE licensees to report the underlying assets of investment vehicles in most cases, increasing visibility of ultimate exposures (instructions to Items 3 and 6 and the APRA-look through definition).\n  - Auditor review and board-level authorisation are intended to support data reliability (paras 11–12).\n\n**Costs, incentives and likely behavioural effects (mechanisms, not value judgments)**\n\n- Who pays: compliance costs fall primarily on RSE licensees operating SAFs/SMADFs. Those costs include staff time, data aggregation, possible fees to service providers for look‑through information, IT submission effort and incremental audit work; these costs are likely borne by the funds and may be passed to members through fees. (paras 5, 6, 11)\n\n- Information and contractual costs: the look‑through requirement and the statutory assumption that some contracts include terms obliging counter‑parties to provide information (see footnote [4] and instructions) create an incentive for RSE licensees to obtain disclosure from fund managers, custodians and other intermediaries. That may increase negotiation and operational overhead and could encourage selection of investment vehicles that are easier to report on (e.g. pooled vehicles with transparent holdings) or the insertion of contractual reporting obligations into manager agreements.\n\n- Audit and control burden: the requirement for auditor review at least to a limited assurance engagement (para 11) increases audit workload and expense for SAFs/SMADFs compared with reporting that is unaudited. Boards and senior management must maintain authorisation policies for submitted data (para 12).\n\n- Substitution and implementation risk: because reporting requires APRA-look through across most vehicle types (with explicit exclusions like hedge funds for look‑through), funds may either re-structure investments or demand more detailed reporting from intermediaries. There is also a risk of inconsistent exchange-rate choices (the form allows RSEs to choose representative mid-market rates but recommends consistency), which may affect comparability across funds and increase reconciliation work. (Reporting basis and unit of measurement, instructions)\n\n- APRA’s discretion increases unpredictability: APRA may require more frequent reporting for particular funds or vary requirements for particular licensees (paras 8, 16), so some entities could face additional demands beyond the baseline annual reporting.\n\n**Trade-offs and opportunity costs**\n\n- Benefit to APRA and the market: increased visibility for prudential oversight and statistics. The data can help identify concentration risks, cross‑holding patterns, hedging practices and derivative use in small funds.\n- Cost to funds: recurring compliance, systems and audit costs; time spent negotiating broader disclosure from managers and custodians. Smaller funds may face proportionally higher per-member costs.\n\n**Who decides and which powers are available**\n\n- APRA decides reporting formats, methods, and may vary frequency and content (paras 1, 6, 8, 16).\n- RSE licensees decide operationally how to collect and report the data, which exchange rates to use (subject to guidance) and how to allocate costs internally. Boards/CEOs/CFOs must authorise submissions (paras 12, 13–15).\n\n**Implementation risks**\n\n- Data quality and comparability risks from differing exchange rate choices and different approaches to apportioning indirectly held investments (instructions for Items 3 and 6).\n- Dependence on third‑party cooperation (investment vehicles, custodians, managers) to meet look‑through obligations; where information is limited, funds must allocate or apportion figures, which raises estimation error.\n\n**Key statutory hooks and procedural requirements (where to look in the instrument)**\n\n- Application and who must report: para 3.\n- Purpose: para 2.\n- Submission method: para 6.\n- Reporting periods and due dates: paras 7–10.\n- Auditor and quality control requirements: paras 11–12.\n- Authorisation and digital signature: paras 13–15.\n- APRA discretion to vary requirements: para 16.\n- Definitions and reporting instructions: Schedule (SRF 801.0 and Instructions).\n\n"}},"importantCases":[],"_links":{"self":"/api/acts/financial-sector-collection-of-data-reporting-standard-determination-no-25-of-2015-srs-801-0-investm","history":"/api/acts/financial-sector-collection-of-data-reporting-standard-determination-no-25-of-2015-srs-801-0-investm/history","analysis":"/api/acts/financial-sector-collection-of-data-reporting-standard-determination-no-25-of-2015-srs-801-0-investm/analysis","conflicts":"/api/acts/financial-sector-collection-of-data-reporting-standard-determination-no-25-of-2015-srs-801-0-investm/conflicts","importantCases":"/api/acts/financial-sector-collection-of-data-reporting-standard-determination-no-25-of-2015-srs-801-0-investm/important-cases","documents":"/api/acts/financial-sector-collection-of-data-reporting-standard-determination-no-25-of-2015-srs-801-0-investm/documents"}}
