It should be read in conjunction with the versions of Form ARF 220.5 Movements in Provisions for Impairment designated for a ‘Licensed ADI’ and ‘Consolidated Group’ and the associated instructions (all of which are attached and form part of this reporting standard).\n\n# Purpose\n\n1. Data collected in Form ARF 220.5 Movements in Provisions for Impairment (Form ARF 220.5) is used by APRA for the purpose of prudential supervision. It may also be used by the Reserve Bank of Australia and the Australian Bureau of Statistics.\n\n# Application\n\n2. This reporting standard applies to all authorised deposit-taking institutions (ADIs).\n\n# Information required\n\n3. An ADI to which this reporting standard applies must provide APRA with the information required by the version of Form ARF 220.5 designated for a ‘Licensed ADI’ for each reporting period.\n\n4. An ADI to which this reporting standard applies that is a highest parent entity in relation to a consolidated ADI group must also provide APRA with the information required by the version of Form ARF 220.5 designated for a ‘Consolidated Group’ for each reporting period.\n\n# \nForm and method of submission\n\n5. The information required by this reporting standard must be given to APRA in electronic form, using one of the electronic submission mechanisms provided by the ‘Direct to APRA’ (also known as ‘D2A’) application.\n\nNote: the Direct to APRA application software may be obtained from APRA.\n\n# Reporting periods and due dates\n\n6. Subject to paragraph 7, an ADI to which this reporting standard applies must provide the information required by this reporting standard for each quarter based on the financial year (within the meaning of the Corporations Act 2001) of the ADI.\n\n7. APRA may, by notice in writing, change the reporting periods, or specified reporting periods, for a particular ADI, to require it to provide the information required by this reporting standard more frequently, or less frequently, having regard to:\n\n(a) the particular circumstances of the ADI;\n\n(b) the extent to which the information is required for the purposes of the prudential supervision of the ADI; and\n\n(c) the requirements of the Reserve Bank of Australia or the Australian Bureau of Statistics.\n\n8. The information required by this reporting standard must be provided to APRA in accordance with the table below. The right hand column of the table sets out the number of business days after the end of the reporting period to which the information relates within which information must be submitted to APRA by an ADI in the classes set out in the left hand column.\n\n| Class of ADI | Number of business days |\n| ----------------------------------------- | ----------------------- |\n| Australian-owned Bank | 25 |\n| Foreign Subsidiary Bank | 25 |\n| Branch of a Foreign Bank | 25 |\n| Building Society | 15 |\n| Credit Union[1] | 15 |\n| Specialist Credit Card Institution (SCCI) | 15 |\n| Other ADI | 25 |\n\n9. APRA may grant an ADI an extension of a due date in writing, in which case the new due date for the provision of the information will be the date on the notice of extension.\n\n# Quality control\n\n10. The information provided by an ADI under this reporting standard (except for the information required under paragraph 4) must be the product of processes and controls that have been reviewed and tested by the external auditor of the ADI. AGS 1008 ‘Audit Implications of Prudential Reporting Requirements for Authorised Deposit-taking Institutions’, issued by the Auditing and Assurance Standards Board provides guidance on the scope and nature of the review and testing required from external auditors. This review and testing must be done on an annual basis or more frequently if necessary to enable the external auditor to form an opinion on the accuracy and reliability of the data.\n\n11. All information provided by an ADI under this reporting standard must be subject to processes and controls developed by the ADI for the internal review and authorisation of that information. It is the responsibility of the board and senior management of the ADI to ensure that an appropriate set of policies and procedures for the authorisation of data submitted to APRA is in place.\n\n# Authorisation\n\n12. If an ADI submits information under this reporting standard using the ‘Direct to APRA’ software, it will be necessary for an officer of the ADI to digitally sign, authorise and encrypt the relevant data. For this purpose, APRA’s certificate authority will issue ‘digital certificates’, for use with the software, to officers of the ADI who have authority from the ADI to transmit the data to APRA.\n\n# Minor alterations to forms and instructions\n\n13. APRA may make minor variations to:\n\n> (a) a form that is part of this reporting standard, and the instructions to such a form, to correct technical, programming or logical errors, inconsistencies or anomalies; or\n\n> (b) the instructions to a form, to clarify their application to the form\n\n> without changing any substantive requirement in the form or instructions.\n\n14. If APRA makes such a variation it must notify in writing each ADI that is required to report under this reporting standard.\n\n# Transitional\n\n15. An ADI must report under the old reporting standard in respect of a transitional reporting period. For these purposes:\n\nold reporting standard means the reporting standard revoked in the determination making this reporting standard (being the reporting standard which this reporting standard replaces).\n\ntransitional reporting period means a reporting period under the old reporting standard:\n\n(a) which ended before the date of revocation of the old reporting standard; and\n\n(b) in relation to which the ADI was required, under the old reporting standard, to report by a date on or after the date of revocation of the old reporting standard.\n\nNote: for the avoidance of doubt, if an ADI was required to report under an old reporting standard, and the reporting documents were due before the date of revocation of the old reporting standard, the ADI is still required to provide the overdue reporting documents in accordance with the old reporting standard.\n\n# Interpretation\n\n16. The prudential consolidated group should also be determined in accordance with Australian accounting standards, notably AASB 127 Consolidated and Separate Financial Statements with the following modifications:\n\n1. Include the following:\n\n- all controlled banking entities, securities entities and other financial entities (e.g. finance companies, money market corporations, stockbrokers and leasing companies).\n\n2. Exclude subsidiary entities involved in the following business activities:\n\n- insurance businesses (including friendly societies and health funds);\n- acting as manager, responsible entity, approved trustee, trustee or similar role in relation to funds management or the securitisation of assets;\n- non-financial (commercial) operations; and\n- special purpose vehicles whose assets have satisfied the clean sale requirements set down in APS 120, (refer to Securitisation deconsolidation principle below).\n\nNote:\n\nADIs incorporated in Australia which do not have any controlled entities, or interests in joint venture operations, are not required to complete the section of the form relating to the consolidated ADI.\n\nReporting period\n\nThe form is to be completed as at the last day of the stated reporting quarter. Australian-owned banks, foreign subsidiary banks, branches of foreign banks and other ADIs should submit the completed form to APRA within 25 business days after the end of the relevant reporting quarter. Credit Unions, Cairns Penny Savings & Loans Limited, Building Societies and SCCIs should submit the completed form to APRA within 15 business days after the end of the relevant reporting quarter.\n\nUnit of measurement\n\nAustralian-owned banks, foreign subsidiary banks and branches of foreign banks are asked to complete the form in millions of Australian dollars rounded to one decimal place. Other ADIs, Building Societies, Credit Unions, SCCIs and Cairns Penny Savings & Loans Limited are asked to complete the form in whole Australian dollars (no decimal place).\n\nAmounts denominated in foreign currency are to be converted to AUD in accordance with AASB 121 The Effects of Changes in Foreign Exchange Rates (AASB 121).\n\nThe general requirements of AASB 121 for translation are:\n\n1. foreign currency monetary items outstanding at the reporting date must be translated at the spot rate at the reporting date;[\\[3\\]](#_ftn3)\n2. foreign currency non-monetary items that are measured at historical cost in a foreign currency must be translated using the exchange rate at the date of the transaction;[\\[4\\]](#_ftn4)\n3. foreign currency non-monetary items that are measured at fair value will be translated at the exchange rate at the date when fair value was determined.\n\nTransactions arising under foreign currency derivative contracts at the reporting date must be prepared in accordance with AASB 139 Financial Instruments: Recognition and Measurement (AASB 139). However, those foreign currency derivatives that are not within the scope of AASB 139 (e.g. some foreign currency derivatives that are embedded in other contracts) remain within the scope of AASB 121.\n\nFor APRA purposes equity items must be translated using the foreign currency exchange rate at the date of investment or acquisition. Post acquisition changes in equity are required to be translated on the date of the movement.\n\nAs foreign currency derivatives are measured at fair value, the currency derivative contracts are translated at the spot rate at the reporting date.\n\nExchange differences should be recognised in profit and loss in the period which they arise. For foreign currency derivatives, the exchange differences would be recognised immediately in profit and loss if the hedging instrument is a fair value hedge. For derivatives used in a cash flow hedge, the exchange differences should be recognised directly in equity.\n\nThe ineffective portion of the exchange differences in all hedges would be recognised in profit and loss.\n\n4. translation of financial reports of foreign operations.\n\nA foreign operation is defined in AASB 121 as meaning an entity that is a subsidiary, associate, joint venture or branch of a reporting entity, the activities of which are based or conducted in a country or currency other than those of the reporting entity.\n\n- Exchange differences relating to foreign currency monetary items that form part of the net investment of an entity in a foreign operation, must be recognised as a separate component of equity.\n- Translation of financial reports should otherwise follow the requirements in AASB 121.\n\nBasis of preparation\n\nThis form is to be completed based on the provisioning practice that is adopted by the institution (i.e. use of the General Reserve for Credit Losses as defined by Prudential Standard APS 220 Credit Quality (APS 220) and specific provision).\n\nSpecific instructions\n\nThe following specific instructions must be followed when completing the various sections of the return:\n\n1. Collective provision\n\nReport the movements in the International Financial Reporting Standards (IFRS) collective provisions under this heading.\n\n1.1 Opening balance – Opening balance of provision\n\n1.2 Provisions created - Movement in provisions as a result of business combinations during the year\n\n1.3 Charge for doubtful debts (P & L)\n\n1.3.1 New funding \\- New increases in provision during the year\n\n1.3.2 Writeback of provision not required – Reversal and decrease of provision to P&L during the year\n\n1.4 Transfer to specific provision – Increase in provision\n\n1.5 Transfer from specific provision – Decrease in provision\n\n1.6 Bad debts written-off – Decrease in provision and write off of receivable\n\n1.7 Bad debts recovered – Used in isolated circumstances when a doubtful receivable is reinstated\n\n1.8 Foreign currency translation adjustments – Foreign currency movements\n\n1.9 Closing balance – Closing balance of provision\n\nProvisions assessed on a collective basis (i.e. “Collective provisions”) with IFRS may be split into two categories for regulatory purposes. These two categories are:\n\n- specific provision; and/or\n- General Reserve for Credit Losses.\n\nRefer to APS 220 and AGN 220.2 Impairment, Provisioning and the General Reserve for Credit Losses (AGN 220.2) for guidance on the determination of this split.\n\n2. Specific provision on an individual basis\n\nReport the movements on the IFRS specific provision assessed on an individual basis. Refer to APS 220.\n\n2.1 Opening balance – Opening balance of provision\n\n2.2 Provisions created \\- Movement in provision as a result of business combinations during the year\n\n2.3 Charge for doubtful debts (P & L)\n\n2.3.1 New funding \\- New increases in provision during the year\n\n2.3.2 Write\\-back of provision not required – Reversal and decrease of provision to P&L during the year\n\n2.4 Transfer to collective provision – Increase in collective provision\n\n2.5 Transfer from collective provision – Decrease in collective provision\n\n2.6 Bad debts written-off – Decrease in provision and write\\-off of receivable\n\n2.7 Bad debts recovered – Used in isolated circumstances when a doubtful receivable is reinstated\n\n2.8 Foreign currency translation adjustments – Foreign currency movements\n\n2.9 Closing balance – Closing balance of provision\n\nReport the closing balance of the portion of the IFRS collective provision that is treated as a specific provision for regulatory purposes.\n\n3. General Reserve for Credit Losses\n\nReport the movements on the regulatory General Reserve for Credit Losses.\n\nIrrespective of the approach used by an ADI in determining specific and collective provisions, APRA expects ADIs to formulate appropriate policies and procedures for the assessment and reporting of adequate levels of General Reserve for Credit Losses. Unless otherwise agreed in writing with APRA, an ADI is expected to report General Reserve for Credit Losses. (refer to APS 220 and AGN 220.2.)\n\nSome entities may report a portion of this General Reserve for Credit Losses in the financial statements as part of Shareholder’s equity. This portion must also be reported in the “General Reserve for Credit Losses” section of the return.","sortOrder":32}],"analysis":{"kimi_summary":{"_metrics":{"model":"kimi-k2.5","source":"moonshot-realtime","completionTokens":2444},"content_quality":"ok","complexity_score":6,"scope_assessment":{"changed":false,"description":"The legislation remains focused on its original purpose of requiring ADIs to report movements in impairment provisions to APRA for prudential supervision.
