This Reporting Standard applies to an authorised deposit-taking institution (ADI) or registered financial corporation (RFC) as set out in the table below, where ‘margin lending’ is measured by the sum of the values reported in items 1.1.1.1.2.3 (column 1) and 3.1.3.3 (columns 1 and 3) on Reporting Form ARF 720.1A ABS/RBA Loans and Finance Leases (Standard) (ARF 720.1A) or the sum of the values reported in items 1.1.1.1.2.3 (column 1) and 3.1.1 (column 1) on Reporting Form ARF 720.1B ABS/RBA Loans and Finance Leases (Reduced) (ARF 720.1B). \n \n \n\n| Class of financial institution | Applicable |\n| ------------------------------ | ----------------------------- |\n| ADIs | Yes if margin lending ≥ $150m |\n| RFCs | Yes if margin lending ≥ $150m |\n\n5. The information required by this Reporting Standard must be provided in respect of each quarter ended 31 March, 30 June, 30 September and 31 December by an ADI or RFC to which this Reporting Standard applies under paragraphs 4 or 5.\n\n10. The information required by this Reporting Standard must be provided to APRA within 28 calendar days after the end of the reporting period to which the information relates.[\\[1\\]](#_ftn1)\n\n11. APRA may grant an ADI or RFC an extension of a due date, in writing, in which case the new due date for the provision of the information will be the date on the notice of extension.\n\nQuality control\n\n13. All information provided by an ADI or RFC under this Reporting Standard must be the product of systems, processes and controls that have been reviewed and tested by the external auditor of the ADI or RFC as set out in Prudential Standard APS 310 Audit and Related Matters for ADIs or Reporting Standard RRS 710.0 ABS/RBA Audit Requirements for Registered Financial Corporations for RFCs. Relevant standards and guidance statements issued by the Auditing and Assurance Standards Board provide information on the scope and nature of the review and testing required from external auditors. This review and testing must be done on an annual basis or more frequently if required by the external auditor to enable the external auditor to form an opinion on the accuracy and reliability of the information provided by an ADI or RFC under this Reporting Standard.\n\n14. All information provided by an ADI or RFC under this Reporting Standard must be subject to systems, processes and controls developed by the ADI or RFC for the internal review and authorisation of that information. These systems, processes and controls are to assure the completeness and reliability of the information provided.\n\nAuthorisation\n\n15. (see Authority and Method of submission: paras 1, 8)\n- Says which institutions must report: any authorised deposit-taking institution (ADI) or registered financial corporation (RFC) whose margin‑lending business meets or exceeds a $150 million threshold (or a higher threshold if APRA notifies a particular firm). (para 4–5)\n- Requires quarterly reporting for periods ending 31 Mar, 30 Jun, 30 Sep and 31 Dec. Reports must be delivered within 28 calendar days of the period end, unless APRA grants an extension or varies frequency for a firm. (paras 9–12)\n- Specifies the exact data fields to be supplied about margin lending (new commitments, numbers of customers and loans, credit limits, outstanding balances by borrower type and loan type, origination source, interest rate breakdowns, detailed LVR buckets, security types and largest equity exposures, and margin‑call activity). Those requirements are set out in the ARF 723.0 form and the itemised instructions. (Form and Items 1–11)\n- Requires internal controls and external auditor review of the systems, processes and controls that produce the reported data, in line with APRA audit requirements for ADIs and RFCs. (paras 13–14)\n- Allows APRA to make limited technical corrections to the form/instructions and to notify firms of those changes. (paras 16–17)\n\nWhy the data are collected (stated purpose)\n\n- The form is presented primarily as statistical/economic data collection for the Australian Bureau of Statistics (ABS) and the Reserve Bank of Australia (RBA) for policy and publication uses. APRA may also use the data for prudential supervision and publication. (paras 2–3)\n\nWho is affected and who pays\n\n- Affected: ADIs and RFCs that undertake margin lending and meet the threshold in paragraph 4 (≥ $150 million of margin lending), or any ADI/RFC to which APRA chooses to apply a different threshold or reporting frequency. (paras 4–5, 11)\n- Who pays: the reporting institutions bear the costs of collecting, validating, auditing and submitting the data, and of maintaining the required systems, controls and auditor reviews. (paras 7, 8, 13–14)\n\nHow it changes behaviour and what decisions it hands to regulators\n\n- Firms must build or adapt data collection and reporting systems to produce the precise item-level data (including derived fields and reconciliations to other APRA forms). (Items and cross-references in the form and specific instructions)\n- APRA can (i) change an individual firm’s reporting frequency, (ii) set a higher threshold for particular firms, and (iii) make minor technical variations to forms/instructions — each by written notice. That gives APRA discretion over coverage and timing. (paras 5, 11, 16–17)\n\nKey trade-offs, costs and implementation risks (analyst note)\n\n- Direct benefits are concentrated: the ABS, RBA and APRA receive detailed, standardised margin‑lending data that support statistical series, monetary and financial stability analysis, and supervisory oversight. (paras 2–3)\n- Costs are diffuse across affected reporting institutions: implementing the detailed breakdowns (21 LVR buckets; borrower-type by loan-type matrices; largest‑10 exposure listings; interest‑rate breakdowns; reconciliation rules to other APRA returns) creates operational work and an ongoing compliance burden. (Form Items 4, 7, 8, 9–11)\n- Compliance burden and audit requirements (external auditor review of systems and controls each year or as required) add both direct cost (audit fees, internal resourcing) and ongoing governance obligations. (para 13)\n- Cross-referencing and reconciliation requirements increase complexity: many ARF 723.0 items must reconcile exactly to items on other ARFs (for example ARF 720.1A/720.1B, ARF 741.0/745.0, ARF 742.0A/B, ARF 720.3). This forces firms to align multiple reporting systems and creates implementation risk if feeds are inconsistent. (see item instructions, e.g. item 2.1.1 and items 3.1, 4 and 5 references)\n- Behavioural effects and substitution risk: firms close to the $150m threshold face a marginal administrative cost of reporting that may affect product decisions or prompt restructuring to avoid reporting (APRA’s discretion to vary thresholds reduces but does not remove this incentive). (paras 4–5)\n- Data granularity vs. privacy/commercial sensitivity: the form asks for largest exposures by company (tickers) and other granular security-level data which is useful for aggregate analysis but could, at the firm level, reveal commercially sensitive positions; APRA/ABS/RBA publication policies determine how granular data are shared. (Items 9–10 and Purpose: paras 2–3)\n- Opportunity cost: internal analytics and IT resources used to meet these reporting requirements are not available for other firm priorities; smaller reporting teams may find the one-off setup and continuing reconciliation costly.\n\nConcrete implementation obligations of note\n\n- Submit electronically via APRA’s D2A or another APRA-notified electronic method (para 8).\n- Quarterly return within 28 calendar days (para 10), though APRA can require different frequencies for particular firms (para 11).\n- External auditor must review and test the systems/processes/controls at least annually or more frequently if necessary, in line with APRA audit standards (para 13).\n- Many items are \"derived\" and must reconcile to other ARFs (see multiple derived-item notes in the instructions).\n\nBottom line\n\n- The measure establishes a detailed, mandatory quarterly margin‑lending return for ADIs and RFCs above the stated threshold. It centralises detailed margin‑lending data for statistical and supervisory use, at the cost of added operational, governance and audit burden for the reporting firms, and gives APRA discretion over thresholds and reporting frequency.
