This Reporting Standard is made under section 13 of the Financial Sector (Collection of Data) Act 2001.\n\nPurpose\n\n2. Information collected on Reporting Form ARF 750.0 DAWR Agricultural Lending (ARF 750.0) is used by the Department of Agriculture and Water Resources (DAWR) for policy\\-making purposes. The information may also be used by the Australian Prudential Regulation Authority (APRA), the Australian Bureau of Statistics or the Reserve Bank of Australia.\n\nApplication and commencement\n\n3. This Reporting Standard applies to:\n\n    all authorised deposit-taking institutions (ADIs) other than purchased payment facility providers (PPF providers); and\n    a registered financial corporation (RFC) that meets the requirements of paragraph 6.\n\n4. This Reporting Standard applies for reporting periods ending on or after 30 June 2017.\n\nInformation required\n\n5. An ADI or RFC must provide APRA with the information required by ARF 750.0 on a domestic books basis for each reporting period.\n\n6. Subject to paragraph 7, an RFC must provide APRA with the information required by ARF 750.0 in respect of a reporting period if, at the end of the most recent complete financial year for the RFC, it:\n\n(a) had total assets of $50 million or more;[\\[1\\]](#_ftn1) or\n\n(b) was one of a number of RFCs that, during the reporting period, were related bodies corporate of each other and had combined total assets of $50 million or more.\n\n7. However, an RFC is not required to report in respect of a particular reporting period if another RFC has reported under this Reporting Standard in respect of that reporting period, and that other entity is a related body corporate of the first-mentioned RFC.\n\nMethod of submission\n\n8. The information required by this Reporting Standard must be given to APRA in electronic form using the ‘Direct to APRA’ (also known as ‘D2A’) application or, where ‘Direct to APRA’ is not available, by a method notified by APRA, in writing, prior to submission.\n\nNote: the ‘Direct to APRA’ application software may be obtained from APRA.\n\nReporting periods and due dates\n\n9. The information required by this Reporting Standard must be provided to APRA in respect of each year ending on 30 June.\n\n10. The information required by this Reporting Standard must be provided to APRA:\n\n(a) for the reporting period ending on 30 June 2017, by 30 November 2017; and\n\n(b) for the reporting periods ending on or after 30 June 2018, within 3 months after the end of the reporting period to which the information relates.[\\[2\\]](#_ftn2)\n\n11. APRA may, by notice in writing, change the reporting periods, or specified reporting periods, for a particular ADI or RFC, to require it to provide the information specified in this Reporting Standard more frequently, or less frequently, having regard to:\n\n(a) the particular circumstances of the ADI or RFC; and\n\n(b) the extent to which the information is necessary for the purposes of the DAWR.\n\n12. APRA may grant an ADI or RFC an extension of a due date, in writing, in which case the new due date for the provision of the information will be the date on the notice of extension.\n\nQuality control and assurance\n\n13. The information provided by an ADI or RFC under this Reporting Standard may be completed on a best endeavours basis for the reporting period ending on 30 June 2017.\n\nNote: for the avoidance of doubt, paragraph 13 of this Reporting Standard does not limit APRA from, under section 17 of the Financial Sector (Collection of Data) Act 2001, directing an ADI or RFC to give APRA explanation of, or variation to, information provided by an ADI or RFC under this Reporting Standard.\n\n14. For reporting periods ending after 30 June 2017, all information provided by an ADI under this Reporting Standard must be the product of systems, processes and controls that have been reviewed and tested by the external auditor of the ADI as set out in Prudential Standard APS 310 Audit and Related Matters. Relevant standards and guidance statements issued by the Auditing and Assurance Standards Board provide information on the scope and nature of the review and testing required from external auditors. This review and testing must be done on an annual basis or more frequently if required by the external auditor to enable the external auditor to form an opinion on the accuracy and reliability of the information provided by an ADI under this Reporting Standard.\n\n15. All information provided by an ADI or RFC under this Reporting Standard must be subject to systems, processes and controls developed by the ADI or RFC for the internal review and authorisation of that information. These systems, processes and controls developed by the ADI or RFC are to ensure the completeness and reliability of the information provided.\n\n    Note: for the avoidance of doubt, paragraph 13 of this Reporting Standard does not limit the requirements of paragraph 15 of this Reporting Standard.\n\nAuthorisation\n\n16. When an officer or agent of an ADI or RFC provides the information required by this Reporting Standard using the ‘Direct to APRA’ software, it will be necessary for the officer or agent to digitally sign the relevant information using a digital certificate acceptable to APRA.\n\nMinor alterations to forms and instructions\n\n17. APRA may make minor variations to:\n\n(a) a form that is part of this Reporting Standard, and the instructions to such a form, to correct technical, programming or logical errors, inconsistencies or anomalies; or\n\n(b) the instructions to a form, to clarify their application to the form\n\nwithout changing any substantive requirement in the form or instructions.\n\n18. If APRA makes such a variation it must notify in writing each ADI or RFC that is required to report under this Reporting Standard.\n\nInterpretation\n\n    19. In this Reporting Standard:\n\nAASB has the meaning in section 9 of the Corporations Act 2001.\n\nagricultural activity means economic activity in one of the industry classifications listed on ARF 750.0.\n\nauthorised deposit-taking institution (ADI) means an authorised deposit-taking institution within the meaning of the Banking Act 1959.\n\nbank means a locally incorporated ADI that assumes or uses the word ‘bank’ in relation to its banking business or a ‘foreign ADI’ as defined in section 5 of the Banking Act 1959.\n\nDAWR means the Department of Agriculture and Water Resources (including the Australian Bureau of Agricultural and Resource Economics and Sciences) or any Commonwealth government department that assumes, or succeeds to, its functions.\n\ndomestic books\n\nFor an ADI:\n\nMeans an unconsolidated report of positions, transactions and other information recorded on the ADI’s Australian books, including transactions and positions with both residents and non-residents.\n\nFor an RFC:\n\nMeans an unconsolidated report of positions, transactions and other information recorded on the Australian books of the registered entity. Includes transactions and positions with both residents and non-residents that are recorded on the Australian books of these entities.\n\nIn the case of a foreign\\-based RFC (an RFC that does not have a physical presence in Australia), ‘domestic books’ refers to the books of that RFC which record the positions, transactions and other information relating to that entity’s business and assets located in Australia\n\nIn general, do not consolidate positions, transactions and other information recorded on the books of related bodies corporate (such as subsidiaries, special purpose vehicles or parent entities) and of overseas-based entities (e.g. overseas-based branches and offshore banking units (within the meaning of section 128AE of the Income Tax Assessment Act 1936).\n\nHowever, where an RFC elects to report on behalf of a group of RFCs, these entities are to be consolidated for reporting purposes.\n\ndue date means the last day of the 3-month period provided for in paragraph 10.\n\nother ADI means an ADI that is not an Australian-owned bank or a foreign ADI.\n\nregistered financial corporation (RFC) means a corporation that is a ‘registered entity’ under the Financial Sector (Collection of Data) Act 2001.\n\nrelated body corporate has the meaning given in section 50 of the Corporations Act 2001.\n\nreporting period means a period mentioned in paragraph 9 or, if applicable, paragraph 11.\n\n20. Unless the contrary intention appears, any reference to an Act, Prudential Standard, Reporting Standard, Australian Accounting or Auditing Standard (including related guidance) is a reference to the instrument as in force or existing from time to time.\n\n| ARF_750_0: DAWR Agricultural Lending |\n| ------------------------------------ |\n\n| Australian Business Number | Institution Name                                                                          |\n| -------------------------- | ----------------------------------------------------------------------------------------- |\n|                            |                                                                                           |\n| Reporting Period           | Scale Factor                                                                              |\n| Annual                     | Banks - millions of dollars to 3 decimal placesOther ADIs and RFCs - thousands of dollars |\n| Reporting Consolidation    |                                                                                           |\n| Domestic books             |                                                                                           |\n\n| Agricultural activity by state and territory |\n| -------------------------------------------- |\n\n```html\n<table cellspacing=\"0\" cellpadding=\"0\" style=\"width:695.35pt;
