This Reporting Standard is made under section 13 of the Financial Sector (Collection of Data) Act 2001.\n\nPurpose\n\n2. Information collected in Form SRF 533.0 Asset Allocation (SRF 533.0) is used by APRA for the purposes of prudential supervision and publication, including assessing compliance with Prudential Standard SPS 530 Investment Governance.\n\nApplication and commencement\n\n3. This Reporting Standard applies to each registrable superannuation entity (RSE) licensee (RSE licensee) with respect to each MySuper investment option.[\\[1\\]](#_ftn1)\n\n4. This Reporting Standard applies for reporting periods ending on or after 1 July 2015.\n\nInformation required\n\n5. An RSE licensee to which this Reporting Standard applies must provide APRA with the information required by SRF 533.0 in respect of each reporting period.\n\nForms and method of submission\n\n6. The information required by this Reporting Standard must be given to APRA in electronic format using the ‘Direct to APRA’ application or, where ‘Direct to APRA’ is not available, by a method notified by APRA, in writing, prior to submission.\n\nNote: the ‘Direct to APRA’ application software (also known as ‘D2A’) may be obtained from APRA.\n\nReporting periods and due dates\n\n7. Subject to paragraph 8, an RSE licensee to which this Reporting Standard applies must provide the information required by this Reporting Standard in respect of each MySuper investment option within its business operations (the option):\n\n(a) each quarter based on the year of income of each RSE within which an option is located; and\n\n(b) each year of income of each RSE within which an option is located.\n\n8. If, having regard to the particular circumstances of a MySuper investment option, APRA considers it necessary or desirable to obtain information more or less frequently than as provided by paragraph 7(a) or 7(b), APRA may, by notice in writing, change the reporting periods for the particular MySuper investment option.\n\n9. The information required by this Reporting Standard must be provided to APRA:\n\n(a) in the case of quarterly information:\n\n(i) for reporting periods ending on or after 1 July 2015 but before 1 July 2017 – within 35 calendar days after the end of the quarter to which the information relates[\\[2\\]](#_ftn2); and\n\n(ii) for reporting periods ending on or after 1 July 2017 – within 28 calendar days after the end of the quarter to which the information relates; and\n\n(b) in the case of annual information, within three months after the end of the year of income to which the information relates; and\n\n(c) in the case of information provided in accordance with paragraph 8, within the time specified by notice in writing.\n\n10. APRA may grant, in writing, an RSE licensee an extension of a due date with respect to one or more MySuper investment options within its business operations, in which case the new due date for the provision of the information will be the date on the notice of extension.\n\nQuality control\n\n11. The information provided by an RSE licensee under this Reporting Standard must be the product of systems, procedures and internal controls that have been reviewed and tested by the RSE auditor of the RSE within which the MySuper investment option, to which the information relates, is located.[\\[3\\]](#_ftn3) This will require the RSE auditor to review and test the RSE licensee’s systems, procedures and internal controls designed to enable the RSE licensee to report reliable information to APRA. This review and testing must be done on:\n\n(a) an annual basis or more frequently if necessary to enable the RSE auditor to form an opinion on the reliability and accuracy of information; and\n\n(b) at least a limited assurance engagement consistent with professional standards and guidance notes issued by the Auditing and Assurance Standards Board as may be amended from time to time, to the extent that they are not inconsistent with the requirements of SPS 310.\n\n12. All information provided by an RSE licensee under this Reporting Standard must be subject to systems, processes and controls developed by the RSE licensee for the internal review and authorisation of that information. It is the responsibility of the Board and senior management of the RSE licensee to ensure that an appropriate set of policies and procedures for the authorisation of information submitted to APRA is in place.\n\nAuthorisation\n\n13. When an officer or agent of an RSE licensee provides the information required by this Reporting Standard using the ‘Direct to APRA’ software, it will be necessary for the officer or agent to digitally sign the relevant information using a digital certificate acceptable to APRA.\n\n14. If the information required by this Reporting Standard is provided by an agent who submits using the ‘Direct to APRA’ software on the RSE licensee’s behalf, the RSE licensee must:\n\n(a) obtain from the agent a copy of the completed form with the information provided to APRA; and\n\n(b) retain the completed copy.\n\n15. An officer or agent of an RSE licensee who submits the information under this Reporting Standard for, on behalf of, the RSE licensee must be authorised by either:\n\n(a) the Chief Executive Officer of the RSE licensee; or\n\n(b) the Chief Financial Officer of the RSE licensee.\n\nVariations\n\n16. APRA may, by written notice to an RSE licensee, vary the reporting requirements of SRF 533.0 in relation to that RSE licensee or one or more MySuper investment options within that RSE licensee’s business operations.\n\nInterpretation\n\n17. SRF 533.0 collects information on the strategic and actual asset allocation of each investment option. Information reported in SRF 533.0 is required for prudential and publication purposes.\n\nReporting level\n\nSRF 533.0 must be completed for each MySuper investment option.\n\nReporting basis and unit of measurement\n\nReport all items on SRF 533.0 in accordance with the Australian Accounting Standards unless otherwise specified.\n\nAssets and liabilities denominated in currencies other than AUD are to be converted to AUD using the mid-point rate (of market buying and selling spot quotations) effective as at the end of the reporting period. An RSE licensee is free to use those AUD exchange rates that it judges to be a representative closing mid-market rate as at the end of the reporting period. However, to ensure consistency across related returns and to assist in the reconciliation between these returns, an RSE licensee is expected to use the same exchange rates across all returns to APRA.\n\nNote: for the major currencies, an RSE licensee may use the exchange rates available in the Reserve Bank of Australia (RBA), which are available on the RBA website: [http://www.rba.gov.au/statistics/hist-exchange-rates/index.html](http://www.rba.gov.au/statistics/hist-exchange-rates/index.html).\n\nItems on SRF 533.0 must be reported as at the end of the reporting period or with respect to transactions that occurred during the reporting period. Report information with respect to transactions that occurred during the reporting period on a year to date basis, rather than for the individual quarter alone.\n\nItems on SRF 533.0 are reported as thousands of dollars and percentages. Report percentages as a whole number to one decimal place, i.e. 10 per cent is to be reported as 10.0.\n\nCertain items in SRF 533.0 are to be reported on an APRA\\-look through basis. Reporting on an APRA\\-look through basis means:\n\n(a) where the ultimate investment is held directly by the RSE licensee, reporting that investment;\n\n(b) where the ultimate investment is held by a person connected with the RSE licensee, reporting that investment; and\n\n(c) where the ultimate investment is not held by the RSE licensee or a person connected with the RSE licensee, reporting the most proximate investment, of a person connected with the RSE licensee, to the ultimate investment.[\\[7\\]](#_ftn7)\n\nThese instructions specify the reporting basis, unit of measurement and APRA-look through basis that applies to each item.\n\nSpecific instructions\n\nTerms highlighted in bold italics indicate that the definition is provided in these instructions. Additional definitions are provided at the end of these instructions.\n\nStrategic asset allocation\n\nItem 1 collects the strategic asset allocation for the MySuper investment option, including where the MySuper investment option is managed on a dynamic asset allocation basis, by asset class.\n\nReporting basis: report item 1 as at the end of the reporting period.\n\nUnit of measurement: report column 4 to column 7 inclusive as a percentage.\n\nAPRA-look through basis: report item 1 on an APRA-look through basis, reporting the strategic asset allocation regardless of how investments are made.\n\n| Item 1                              | Report, for each combination of asset class type, asset domicile type and asset listing type: the asset class type in column 1, the asset domicile type in column 2, the asset listing type of the investment in column 3, the benchmark asset allocation in column 4, the lower end of the allowable asset allocation range in column 5, the upper end of asset allocation range in column 6 and the currency hedging ratio in column 7. Where the investment option is managed on a dynamic asset allocation basis and a benchmark asset allocation has been adopted, report the allocation in column 4; otherwise, leave column 4 blank. Where the investment option does not have asset allocation ranges, and thus no lower or upper end, leave column 5 and column 6 blank. Where asset domicile type ‘international’ is reported in column 2, report the currency hedging ratio in column 7; otherwise, leave column 7 blank. If currency hedging is implemented at option level, the same percentage is to be reported for all the international asset classes within the option. Likewise, if currency hedging is implemented at asset class level, report the hedging ratio for that particular asset class.The asset class types are: cash, fixed income, equity, property, infrastructure, commodities and ‘other’.The asset domicile types are: Australia domicile, international domicile and ‘not applicable’. Where the asset domicile is not specified when setting the strategic asset allocation, report asset domicile type as ‘not applicable’.The asset listing types are: listed, unlisted and ‘not applicable’. Where the listing is not specified when setting the strategic asset allocation, report asset listing type as ‘not applicable’. Report asset listing type as ‘not applicable’ for asset class type cash.An investment is to be reported as asset class type ‘other’ for reasons including, but not limited to, (a) an RSE licensee does not have sufficient information about an investment to classify it into one or more asset classes; or (b) an investment is in a different category than the relevant combinations of: asset class type, asset domicile type and asset listing type.Exclude from asset class type ‘other’ investments in multi-asset class investment vehicles such as pooled superannuation trust, cash management trust, listed retail trust, unlisted retail trust, unlisted wholesale trust, life company guaranteed, life company investment linked and life company other. Investments in these investment vehicles must be allocated to each asset class, asset domicile and asset listing represented in the underlying investment.Examples of other investments include: hedge funds, mezzanine debt, convertible debt.Examples of listed equity investments include: common shares, preference shares. Exchange traded funds (ETFs) and listed trusts are to be allocated to the asset class of the underlying asset. Include equity ETFs, and listed equity trusts in listed equity. and indirectly held investments, total investments and total assets of the MySuper investment option.\n\nReporting basis: report item 2 as at the end of the reporting period.\n\nUnit of measurement: report item 2 column 6, item 2.1 and item 2.2 in thousands of dollars; report item 2 column 7 as a percentage.\n\nAPRA-look through basis:\n\nFor directly held investments: report item 2 on a non APRA-look through basis.\n\nFor indirectly held investments: report item 2 on a look though basis.\n\nWhen reporting on an APRA-look through basis, information about the underlying investments in an investment vehicle must be reported. Investments in investment vehicles must be allocated to each combination of asset class type, asset domicile type and asset listing type represented in the underlying investments.\n\nFor example, for international equities and Australian fixed income held in the same Australian trust, report the asset class as ‘equities’ and the asset domicile type as ‘international’ for the international equities, and report the asset class as ‘fixed income’ and the asset domicile type as ‘Australia domicile’ for the Australian fixed income investment.\n\nWhen reporting the relevant asset class of investments on an APRA-look through basis, an RSE licensee must seek information about the actual holdings of the first non-connected entity and identify the asset class(es) of these holdings. For example, the cash position in an equity portfolio must be reported as cash.\n\nAs reporting on an APRA-look through basis is not required for hedge fund investments, the information reported need only cover the investments held by the RSE. Hedge fund investments must be reported in the asset class other.\n\n| Item 2             | When reporting item 2, report the value of investments in column 6 in relation to the value of investments underlying MySuper interests.Report, for each combination of asset class type, asset domicile type, asset listing type, fixed income type and fixed income currency type: the asset class type in column 1, the asset domicile type in column 2, the asset listing type in column 3, the fixed income type in column 4, the fixed income currency type in column 5, the value of the investment in column 6 and the currency hedged in column 7. Where asset domicile type ‘international’ is reported in column 2, report the currency hedged in column 7; otherwise, leave column 7 blank.When reporting indirectly held investments, apportion the value of the market exposure of any derivative contracts within the indirectly held investment to the asset class type(s) to which the derivatives relate. The apportionment will enable the net asset value of the indirectly held investment to be reported in item 2, column 6.If derivative contracts are used within an indirectly held investment to hedge currency exposure, report the percentage of the indirectly held investment’s net asset exposure that is currency hedged (refer to item 2, column 7).The proportion of the investment which is currency hedged must be reported in item 2, column 7 at the same level that it is implemented. If an RSE licensee implements currency hedging at an investment option level, the same percentage must be reported for all the international asset classes within the option. Likewise, for RSE licensees that implement currency hedging at asset class level, reporting to APRA must reflect currency hedging for that particular asset class.The value of investments reported in item 2, column 6 must be calculated as the sum of the value of all physical assets together with the effective exposure of the derivative instruments (having applied an APRA-look through basis).Item 2.1 is a derived item. Report the sum of the values reported in item 2 column 6, in item 2.1.Report the total assets of the MySuper product in item 2.2. Includes: investments, securities purchased under agreements to resell and securities borrowed, derivative assets, current tax assets, deferred tax assets.The asset class types are: cash, fixed income, equity, property, infrastructure, commodities and ‘other’.The asset domicile types are: Australia domicile, international domicile and ‘not applicable’. Where the asset domicile is not known, report asset domicile type as ‘not applicable’. Asset domicile is the domicile of the assets identified when applying the APRA-look through requirements, not the domicile of the investment vehicle.The asset listing types are: listed, unlisted and ‘not applicable’. Report asset listing type as ‘not applicable’ for asset class type cash. Where the asset listing is not known, report asset listing type as ‘not applicable’.The fixed income types are: Government debt, non Government debt, mortgage debt, credit and ‘not applicable’. Fixed income types are only applicable to the asset class type fixed income. For asset class type fixed income, where the fixed income type is not known, report fixed income type as ‘not applicable’.The fixed income currency types are: Australian dollars, other currency and ‘not applicable’. Fixed income currency types are only applicable to the asset class type fixed income. For asset class type fixed income, where the fixed income currency is not known, report fixed income currency as ‘not applicable’. |\n| ------------------ | (preamble; paragraphs 1–6)\n- Requires each RSE licensee to submit detailed data about the strategic and actual asset allocation of each MySuper investment option it operates. The form collects: strategic targets and ranges, the breakdown of directly and indirectly held investments by asset class/domicile/listing, currency hedging, values and percentages, and movements (net transactions, income, unrealised/realised gains/losses). (Objective; paragraphs 2, 3, Items 1–3 and corresponding instructions)\n- Sets the frequency and due-dates: quarterly and annual reporting, with specified submission windows (initially 35 days then 28 days for quarterly returns from 1 July 2017), and three months for annual returns. APRA can require different reporting frequency for particular options. (paragraphs 7–10)\n- Requires electronic submission (Direct to APRA / D2A) and digital signing by an authorised officer (CEO or CFO) or an authorised agent; if an agent submits, the RSE licensee must retain a copy. (paragraphs 6, 13–15)\n- Imposes quality-control and assurance requirements: information must come from systems and controls reviewed and tested by the RSE auditor (at least an annual limited assurance engagement consistent with auditing standards and SPS 310). The Board and senior management must maintain authorisation and internal review policies. (paragraphs 11–12)\n- APRA may vary reporting requirements for an RSE licensee or a particular MySuper option by written notice. (paragraph 16)\n- Requires APRA-look through reporting in many cases: where the RSE’s investment sits inside another vehicle, the RSE must report the underlying exposures (the “most proximate” or ultimate investment) rather than only the vehicle level, with specified exceptions (e.g. hedge funds). The instructions define which items are look-through and which are not. (Instructions; APRA-look through sections under Items 1–3)\n\n**Who this affects**\n\n- Primary duty-bearers: RSE licensees (registrable superannuation entity licensees) that operate one or more MySuper investment options. Small APRA funds and single-member approved deposit funds are excluded. (paragraph 3; Interpretation)\n- Secondary effect on parties connected to RSE licensees (custodians, related bodies corporate, investment managers): they may need to provide information under contractual terms so the RSE licensee can comply (see APRA-look through and subsection 13(4B) cross-reference in footnote). (APRA-look through notes; footnote [7])\n- External auditors: RSE auditors must review and test systems and provide limited assurance on reported information. (paragraph 11)\n\n**Why it matters (official purpose and practical effects)**\n\n- APRA’s stated purpose: to collect information for prudential supervision and publication and to assess compliance with Prudential Standard SPS 530 (Investment Governance). (paragraph 2; Authority / Purpose)\n- Practical effects on RSE licensees:\n  - Ongoing data collection and validation burden: RSEs must produce periodic, granular asset-allocation and transaction-level data, including look-through positions for pooled vehicles. That typically requires more data from external managers, custodians and fund administrators.\n  - Governance and audit obligations: boards and senior management must have policies for internal review and authorisation; auditors must perform testing and provide at least limited assurance on reporting controls (see paragraphs 11–12). That increases ongoing compliance and audit costs.\n  - IT and operational costs: mandatory electronic submission, consistent exchange-rate treatment across APRA returns, and the need to calculate effective exposures for derivatives and derived items (e.g. total gains/losses) impose systems and reconciliation work.\n  - APRA discretion: APRA can require different reporting frequency, extend due dates, or vary requirements for specific RSEs or MySuper options, which creates some regulatory uncertainty about future information demands (paragraphs 8, 9, 10, 16).\n\n**Costs, incentives and trade-offs (mechanisms, not judgments)**\n\n- Who pays: RSE licensees bear the compliance costs (data collection, systems, auditor time, staff authorisations). Those costs are part of the RSE licensee’s operating expenses and may flow through indirectly to members via fees or to related parties via contracting.\n- Data sourcing incentive: because APRA requires look-through reporting where possible, RSE licensees are incentivised to negotiate contractual information rights with investment managers and custodians (see APRA-look through basis and footnote [7]). Failure to obtain underlying data will either increase use of ‘not applicable’ / ‘other’ categories or force additional engagement with service providers.\n- Publication and supervision incentive: APRA may publish aggregate or product-level information and uses the data to assess SPS 530 compliance (paragraph 2). This creates an incentive for RSE licensees to align documented strategic allocations and ranges with actual exposures and governance processes.\n- Opportunity costs and substitution effects: the need for detailed look-through information may encourage RSEs to prefer investment structures that provide easier transparency (e.g., direct holdings or managers that deliver look-through) and to avoid opaque pooled structures for MySuper options if reporting costs are material.\n- Implementation risk and compliance burden: calculating effective derivative exposure, apportioning derivatives inside pooled vehicles, and consistent exchange-rate application across returns are technically non-trivial and pose reconciliation and audit risks. APRA’s ability to vary requirements (paragraph 16) increases possibility of bespoke data asks for certain RSEs, amplifying implementation effort for some providers.\n\n**Key behavioural rules and decision points**\n\n- Reporting frequency/format: quarterly and annual (paragraphs 7–9). APRA may change frequency for an option by written notice (paragraph 8).\n- Look-through: directly held investments reported on non-look-through basis; indirectly held investments mostly on APRA-look through basis, with explicit examples and some exceptions (Instructions, Items 1–3, and footnotes).\n- Authorisation: only CEO or CFO (or authorised agent with retained copy) may authorise submissions; digital certificate required when using D2A (paragraphs 13–15).\n\n**Where to look in the instrument**\n\n- Who must report and when: paragraphs 3 and 7–10.\n- What must be reported and reporting basis: Items 1–3 and the Specific Instructions and Glossary in the Schedule.\n- Assurance and governance requirements: paragraphs 11–12.\n- APRA’s powers to vary/require more/less frequent reporting: paragraphs 8 and 16.\n\n"}},"importantCases":[],"_links":{"self":"/api/acts/financial-sector-collection-of-data-reporting-standard-determination-no-13-of-2015-srs-533-0-asset-a","history":"/api/acts/financial-sector-collection-of-data-reporting-standard-determination-no-13-of-2015-srs-533-0-asset-a/history","analysis":"/api/acts/financial-sector-collection-of-data-reporting-standard-determination-no-13-of-2015-srs-533-0-asset-a/analysis","conflicts":"/api/acts/financial-sector-collection-of-data-reporting-standard-determination-no-13-of-2015-srs-533-0-asset-a/conflicts","importantCases":"/api/acts/financial-sector-collection-of-data-reporting-standard-determination-no-13-of-2015-srs-533-0-asset-a/important-cases","documents":"/api/acts/financial-sector-collection-of-data-reporting-standard-determination-no-13-of-2015-srs-533-0-asset-a/documents"}}
