If, having regard to the particular circumstances of an RSE, defined benefit RSE or PST, APRA considers it necessary or desirable to obtain information more or less frequently than as provided by paragraph 5, APRA may, by notice in writing, change the reporting periods for the particular RSE, defined benefit RSE or PST.\n2. Where APRA has changed the reporting periods under paragraph 6, the RSE licensee must provide the relevant information within the time specified by the notice in writing.\n3. APRA may grant, in writing, an RSE licensee an extension of a due date with respect to one or more RSEs, defined benefit RSEs or PSTs within its business operations, in which case the new due date for the provision of the information will be the due date specified on the notice of extension.\n\nNote: For the avoidance of doubt, APRA’s expectation is that if the due date for a particular reporting period falls on a day other than a usual business day, an RSE licensee will submit the information required no later than the due date.\n\n### Form and method of submission\n\n1. The information required by this Reporting Standard must be given to APRA in electronic format using an electronic method available on APRA’s website or by a method notified by APRA prior to submission.\n\n### Quality control\n\n1. This will require the RSE auditor to review and test the RSE licensee’s systems, procedures and internal controls designed to enable the RSE licensee to report reliable information to APRA. This review and testing must be done on:\n 1. an annual basis or more frequently if necessary to enable the RSE auditor to form an opinion on the reliability and accuracy of information; and\n 2. at least a limited assurance engagement consistent with professional standards and guidance notes issued by the Auditing and Assurance Standards Board as may be amended from time to time, to the extent that they are not inconsistent with the requirements of Prudential Standard SPS 310 Audit and Related Matters (SPS 310).\n2. All information provided by an RSE licensee under this Reporting Standard must be subject to systems, processes and controls developed by the RSE licensee for the internal review and authorisation of that information. When an officer or agent of an RSE licensee provides the information required by this Reporting Standard using an electronic format, the officer or agent must digitally sign the relevant information using a digital certificate acceptable to APRA.\n2. If the information required by this Reporting Standard is provided by an agent who submits the information on the RSE licensee’s behalf, the RSE licensee must:\n 1. obtain from the agent a copy of the completed form with the information provided to APRA; and\n 2. retain the completed copy.\n3. If APRA makes such a variation, it must notify each RSE licensee that is required to report under this Reporting Standard.\n\n### Transition\n\n1. A RSE licensee to which this Reporting Standard applies must report under the old reporting standard in respect of a transitional reporting period. For these purposes:\n\nold reporting standard means the reporting standard revoked in the determination making this Reporting Standard; and\n\ntransitional reporting period means a reporting period under the old reporting standard:\n\n that ended before 30 June 2025; and\n in relation to which the RSE licensee was required, under the old reporting standard, to report by a date on or after the date of revocation of the old reporting standard.\n\n### Interpretation\n\n1. The data fields are listed sequentially in the column order that they will appear in the reported data set. Constraints on the data that can be reported for each field have also been provided. \n \nThe Unique identifier column indicates which field or fields form the primary key of the table. Where a field has ‘Y’ in the Unique identifier column, this denotes that this field forms part of the primary key for the table. designed to assist in the completion of Reporting Form SRF 332.0 Expenses (SRF 332.0).\n\n## General directions and notes\n\n### Reporting level\n\nSRF 332.0 must be completed by the RSE licensee for each RSE, defined benefit RSE and PST.\n\n### Reporting tables\n\nTables described in this reporting form list each of the data fields required to be reported. A blank cell in the Unique identifier column means that the field does not form part of the primary key for the table. Any specific combination of values in the fields that form the primary key of a table must not appear on more than one row in that table when reported.\n\n### Reporting basis and unit of measurement\n\nRSE licensees must report all items on SRF 332.0 in accordance with the Australian Accounting Standards unless otherwise specified.\n\nThe total service arrangement cost amounts and total service arrangement investment cost amounts reported in SRF 332.0 should reflect the total expenses in the RSE, defined benefit RSE or PST financial statements. Amounts in SRF 332.0 should and are to be reported on an accrual’s basis.\n\nAmounts in SRF 332.0 are to be reported on an APRA look-through basis.[\\[5\\]](#_ftn5) The look-through chain will end with the expenses from the last connected entity to the first entity that is not a connected entity.\n\nAmounts in SRF 332.0 are to be reported as percentages or whole numbers. Percentages are to be reported as an unconverted number to two decimal places. For example, 12.34 per cent is to be reported as 0.1234.\n\nItems on SRF 332.0 must be reported as at the end of the reporting period or with respect to transactions that occurred during the reporting period. Unless otherwise specified, report information with respect to transactions that occurred during the reporting period.\n\nThese instructions specify the reporting basis and unit of measurement that applies to each item.\n\n### Definitions\n\nTerms highlighted in bold italics indicate that the definition is provided in Reporting Standard SRS 101.0 Definitions for Superannuation Data Collections (SRS 101.0).\n\nSpecific instructions\n\n### Table 1: Payees and service providers\n\nReport all service provider and other payee expenses paid over the reporting period in Table 1 on a look-through basis.\n\nWhere a payment is made by the entity or on behalf of the entity to an industrial body, report the details of the industrial body as the service provider for that expense in Table 1, and report the service provider type as ‘Industrial Body’.\n\nFor all other expenses, if there is no connected entity, report the receiving entity. Reporting Form SRF 332.0\n\n# Expenses\n\n# Instruction Guide\n\nThis instruction guide is designed to assist in the completion of Reporting Form SRF 332.0 Expenses (SRF 332.0).\n\n## General directions and notes\n\n### Reporting level\n\nSRF 332.0 must be completed by the RSE licensee for each RSE, defined benefit RSE and PST.\n\n### Reporting tables\n\nTables described in this reporting form list each of the data fields required to be reported. If expenses are with a connected entity, look through to identify if the provision of that service is by a further connected entity (the look-through chain) and report the last connected entity in the look-through chain[\\[6\\]](#_ftn6),\n\nRSE licensees do not need to report individual payees and may report one service provider identifier with the Service Provider Name Text as ‘multiple payees’ where the following conditions are met:\n\n Service Provider Type is ‘Other Payee’;\n Service Provider Relationship Type is ‘None’;\n Responsible Person Service Provider Relationship Indicator is ‘No’; and\n There are no expenses with the payee which are classified as:\n\n Expense type is Political Donation; or\n Expense group type is Marketing expenses (excluding expense type Sponsorship) of more than $5,000\n\nFor accounting adjustments, where the payee of the associated expense can be identified, report the payee, otherwise report the RSE licensee as the payee.\n\n| Column | Field name | Unique identifier | Applicable to | Valid values | Description |\n| ------ | ---------------------------------------------------------- | ----------------- | ------------- | ---------------------------------------------------------------------------------------------- | --------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------- |\n| 1 | Service Provider Identifier | Y | All filers | No more than 20 alpha-numeric characters (with no special characters) | Report the service provider identifier. |\n| 2 | Service Provider Name Text | | All filers | Free text | Report the name of the service provider, or for accounting expenses report the name of the accounting expense. |\n| 3 | Service Provider Australian Business Number | | All filers | 11 digit valid ABN | Report the service provider ABN. |\n| 4 | Service Provider Type | | All filers |  Industrial Body Industry Association RSE Licensee Promoter Service Provider Other Payee | Report the service provider type for the counterparty to the payment. |\n| 5 | Service Provider Relationship Type | | All filers | NoneParentIndirect ParentSubsidiaryIndirect SubsidiaryRSELGroup CompanyOther Related Party | Report the service provider relationship type. directions and notes\n\n### Reporting level\n\nSRF 332.1 must be completed by the RSE licensee for each RSE, defined benefit RSE and PST.\n\n### Reporting tables\n\nTables described in this reporting form list each of the data fields required to be reported. A blank cell in the Unique identifier column means that the field does not form part of the primary key for the table. Any specific combination of values in the fields that form the primary key of a table must not appear on more than one row in that table when reported.\n\n### Reporting basis and unit of measurement\n\nSRF 332.1 captures all investment and transaction fees and costs that have been charged to members or otherwise affected member balances during the reporting period. It includes all investment and transaction fees and costs that would appear in the Periodic Statement for the superannuation product and fees and costs relating to accessible products available on superannuation platforms.\n\nAmounts in SRF 332.1 are to be reported as whole dollars.\n\nItems on SRF 332.1 must be reported with respect to transactions that occurred during the reporting period.\n\n### Definitions\n\nTerms highlighted in bold italics indicate that the definition is provided in Reporting Standard SRS 101.0 Definitions for Superannuation Data Collections (SRS 101.0).\n\n### Table 1: Investment and transaction fees and costs\n\nReport the total investment and transaction fees and costs, for each investment manager and internally incurred, for the reporting period.\n\nFor internally incurred investment and transaction fees and costs, report the total fees and costs for each fee type against the RSE licensee.\n\nFor each investment manager, report the Asset Class Sector Type, Investment Listing Type and Investment Domicile Type that most closely aligns to the investment with each fund or asset portfolio managed by that investment manager.\n\nFor each contract with an investment manager, select one Asset Class Sector Type that best represents the asset sector, listing type and domicile assigned to the investment manager, e.g. if single sector, select the sector, if multi sector, report multi sector. No look through on asset allocation is required.\n\nThe investment and transaction fees and costs should align to fees and costs disclosed to members to meet the Australian Securities and Investments Commission’s Regulatory Guide 97 (‘Disclosing fees and costs in PDSs and periodic statements’) obligations for superannuation products in relation to fees and costs disclosure requirements for periodic statements. For superannuation platform operators, it is expected that RSE licensees should also utilise fees and costs information required to meet reporting obligations under Reporting Standard SRS 705.0 Components of net return (SRS 705.0). For all RSEs, it is expected the total fees and costs reported under SRF 332.1 will broadly reconcile to the weighted average of investment and transaction fees and costs reported under SRS 705.0.\n\n| Column | Field name | Unique identifier | Applicable to | Valid values | Description |\n| ------ | ------------------------------------------------ | ----------------- | ------------- | --------------------------------------------------------------------- | -------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------- |\n| 1 | Service Provider Identifier | Y | All filers | No more than 20 alpha-numeric characters (with no special characters) | Report the service provider identifier for the relevant investment manager. The new standard takes effect at the start of the day after it is registered on the Federal Register of Legislation (Determination and Commencement clauses).\n\n- Requires APRA-regulated superannuation entities (RSE licensees) to deliver two data collections to APRA: SRF 332.0 (Expenses — four tables) and SRF 332.1 (Investment and Transaction Fees and Costs — one table). It sets what must be reported, how, and when (Reporting forms and Reporting periods table).\n\n- Specifies submission format and timing: SRF 332.0 tables are due within 3 months after the end of each RSE financial year; SRF 332.1 is due annually by 15 December for each year ending 30 June (Reporting periods table). APRA may change reporting frequency or grant extensions by written notice (Notices section).\n\n- Requires electronic submission using APRA’s available method, and a digital signature from an authorised officer (Authorisation; Form and method of submission).\n\n- Establishes data quality controls and assurance: RSE auditors must review and test the RSE licensee’s systems and controls and provide at least a limited assurance engagement consistent with auditing standards to the extent consistent with Prudential Standard SPS 310 (Quality control section).\n\n- Prescribes detailed data tables and field-level rules (instruction guides for SRF 332.0 and SRF 332.1). Key features include APRA look‑through reporting (trace payments through connected entities to the last connected entity), classification of expense groups and types, related‑party indicators, and attribution of profit to RSE expenses for connected entities (SRF 332.0 Instruction Guide; SRF 332.1 Instruction Guide).\n\n\n**Who this affects**\n\n- Directly: RSE licensees (trustees/operators of registrable superannuation entities), defined benefit RSEs and pooled superannuation trusts (PSTs) required to complete SRF 332.0 and SRF 332.1 for each fund they manage (Application and Reporting level).\n\n- Indirectly: service providers, investment managers and other payees who must be identified in look‑through reporting; RSE auditors who must perform testing and limited assurance work; APRA and potentially ASIC as users of the data (Purpose).\n\n\n**Why it matters (functional effects and incentives)**\n\n- Transparency and supervision: APRA will receive standardized, line‑by‑line data about fund expenses, service providers, investment fees and transaction costs so it can monitor prudential risk and publish aggregated information (Purpose, Authority).\n\n- Data burden on RSE licensees: funds must collect, map and submit many detailed data fields (service provider identifiers, ABNs, expense group/type, engagement type, asset class sector, market values, related‑party flags, etc.), maintain systems that support look‑through reporting and reconciliation to financial statements, and obtain auditor assurance (SRF 332.0 and SRF 332.1 instruction guides; Quality control).\n\n- Contracting and disclosure effects: the requirement to identify service providers, look through connected entities, report related‑party indicators and profit attributable to RSE expenses can change the information RSEs request from providers and the granularity of internal accounting (SRF 332.0 Tables 1–4; SRF 332.1 Table 1).\n\n- Compliance costs and resource allocation: funds must invest in IT, reporting processes and auditor time (Quality control; Form and method of submission). Those are direct costs for RSE licensees; some data collection costs will fall on service providers who supply the required information.\n\n\n**Key operational rules and controls (who decides and who signs off)**\n\n- APRA sets the forms, can make minor variations to correct technical errors in forms/instructions, and may change reporting periods by written notice (Minor alterations; Notices).\n\n- RSE licensees must submit electronically and the submitting officer/agent must be authorised by the RSE’s CEO or CFO and digitally sign using an APRA‑acceptable certificate (Authorisation).\n\n- RSE auditors are required to review internal systems and provide at least a limited assurance engagement consistent with auditing standards where not inconsistent with SPS 310 (Quality control).\n\n\n**Trade‑offs, costs and implementation risks**\n\n- Trade‑off between supervisory transparency and compliance cost: APRA gains detailed oversight; RSE licensees incur one‑off and ongoing costs to collect, reconcile and assure finer‑grained data (Reporting basis, Quality control, Instruction guides).\n\n- Implementation risk: look‑through reporting requires identification and tracing of connected entities and may require changes to contracts, data flows and accounting allocations. Smaller funds or complex trustee structures may face proportionally higher set‑up costs (SRF 332.0 Instruction Guide — look‑through basis).\n\n- Audit capacity and timing risk: the standard requires at least a limited assurance engagement annually. If many RSEs report simultaneously (first reporting periods specified), auditor capacity and timing may strain delivery (Quality control; Reporting periods table).\n\n- Commercial sensitivity and competitive disclosure: the standard requires granular disclosure of service providers, fees and whether a provider is related — this increases transparency but may disclose commercially sensitive information about fee arrangements and provider profits (SRF 332.0 Table 1 and Table 4; SRF 332.1 Table 1).\n\n\n**Concrete behavioural effects**\n\n- RSEs will need to (a) collect and maintain identifiers and ABNs for service providers; (b) implement look‑through accounting to the last connected entity; (c) tag related‑party transactions and profit attributable to RSE expenses; (d) reconcile SRF totals to financial statements; and (e) obtain auditor assurance and sign off by CEO/CFO or authorised agent (Instruction guides; Quality control; Authorisation).\n\n- Service providers and investment managers will likely face requests for fee breakdowns and investment market value data to support SRF 332.1 reporting (SRF 332.1 Table 1).\n\n\n**Short note on scope change**\n\n- The new instrument expressly revokes the 2023 reporting standard and replaces it with this instrument which adds SRF 332.1 (investment and transaction fees and costs) alongside SRF 332.0 (expenses). The addition of SRF 332.1 and associated reconciliation expectations broadens the data collected compared with an expenses‑only standard (Determination; SRF 332.1 Instruction Guide). See Scope assessment below for more detail.\n\n\nReferences in the instrument: Reporting periods and due dates (Reporting periods table, paragraph 5); APRA look‑through reporting requirement (SRF 332.0 instruction guide — Reporting basis); quality assurance and auditor limited assurance (Quality control section); electronic submission and digital signature and authorised signatories (Form and method of submission; Authorisation); APRA power to change reporting periods or grant extensions (Notices)."},"kimi_summary":{"_metrics":{"completionTokens":728},"content_quality":"ok","complexity_score":8,"scope_assessment":{"changed":true,"description":"The standard has expanded significantly from its predecessor (SRS 332.0 Expenses).
