The regulations replace the prior Narcotic Drugs extradition instrument and expressly define 'extradition country' by reference to whether the Single Convention on Narcotic Drugs is in force for that state (reg 5), and apply the Extradition Act to those states subject to the Convention (reg 6). This narrows/clarifies the set of foreign states covered by extradition rules by reference to Convention status and shifts reliance to the Convention’s entry‑into‑force determinations (see reg 5 and accompanying notes)."},"complexity_factors":["Very short instrument with limited provisions (regs 1–6).","Primary mechanism is definitional—ties 'extradition country' to Convention status (reg 5).","Direct application of existing Extradition Act, subject to the Convention (reg 6) rather than creating new procedures.","Relies on external, dynamic source for the list of states (UN website note), creating operational dependency on an external registry.","Repeals prior regulations (reg 3), so change is structural but legally simple.","Minimal delegated discretion or new compliance burdens in the text."],"plain_english_summary":"These regulations set which foreign states count as \"extradition countries\" for the Extradition Act: any country (or its colony, territory or protectorate) for which the Single Convention on Narcotic Drugs is in force. They apply the Extradition Act to those countries, subject to the Convention, and repeal the earlier Extradition (Narcotic Drugs) Regulations.\n\nThis affects people and governments involved in extradition for narcotic‑drug offences with Convention parties and ties Australia’s practical list of partner states to the Convention’s entry‑into‑force status (see reg 5 and reg 6)."},"flash_summary_failed":{"failed":true,"reason":"Unauthenticated.
