The Bill substantially shifts the Act’s scope away from statutory renewable energy targets and associated institutional architecture toward an infrastructure‑facilitation model focused on: (a) a system outlook replacing the original blueprint; (b) creating regional energy hubs (replacing REZs) with new fee and access regimes; (c) centralising ministerial powers to declare and direct priority transmission investments and to obtain information; and (d) adding a bespoke statutory route for the CopperString project including powers to alter the application of national electricity laws for declared stages. It also removes certain oversight/advisory bodies and the Jobs Advocate, and replaces reporting and target regimes (for example, the renewable-targets part is omitted and public ownership reporting is narrowed). These changes move the law from an emphasis on renewable-target setting and new consultative institutions to focused infrastructure delivery tools, altered cost‑allocation mechanics and enhanced executive discretion."},"complexity_factors":["Extensive renaming and redefinition across the Act and Regulation (REZ → regional energy hubs; infrastructure blueprint → system outlook) requiring many cross-references to be updated (multiple sections and schedule 1).","Large structural changes: omission of entire Parts (pt 2 renewable energy targets; pts 9–10) and wholesale replacement of Part 6 and Part 8 insertions (new CopperString part).","Insertion of a new, project‑specific statutory regime (Part 8 CopperString) that interacts with the National Electricity Rules and allows regulations to modify the national law application (ss 99–100).","Significant ministerial discretion and delegated regulatory power (Minister can declare investments, direct construction, and recommend regulations that change national-law application; many provisions change ‘‘responsible Ministers’’ to a single Minister).","New cost‑recovery rules and financial calculations (new s 69A, s 70 and detailed present‑value shortfall workup in s 71) with multiple options for how costs can be allocated or socialised.","New consultation and advice loops involving Powerlink and suitably qualified persons, plus added steps (s 22–26, 25A) and rights to request further information that create conditional logic and timelines.","Transitional regime with dissolutions, conversions of existing instruments and retrospective transitional regulation‑making power (Part 12 Div 2, ss 181–193 and s 193), adding legal complexity and temporal conditions.","Many new or altered defined terms in Schedule 1 and new definitions (s 36, s 69A) increasing interpretive load for users and lawyers.","Interplay with AEMO functions and obligations, and explicit inclusion of AEMO costs in fees/charges rules (s 42, s 70), so multiple regulatory regimes (state Act, regulations, National Electricity Rules, AEMO procedures) must be reconciled.","Delegation and confidentiality changes (ss 173, 175) that reallocate responsibilities and create exceptions limiting review paths."],"plain_english_summary":"**What this Bill does (mechanics)\n\n- Renames and reframes the Act. The Energy (Renewable Transformation and Jobs) Act 2024 is retitled the Energy (Infrastructure Facilitation) Act 2024 and its focus shifts from renewable-targets-and-jobs to facilitating electricity infrastructure (see replacements to the short title and purpose clauses, ss 1, 3–4).\n\n- Replaces the ‘infrastructure blueprint’ with an ‘‘Energy System Outlook’ (called the system outlook) that identifies system needs and strategic infrastructure path objectives (cost minimisation, safety/reliability, and emissions reduction) and may include capacity estimates and asset life estimates (ss 7–8, 15).\n\n- Removes the statutory renewable energy target part and related bodies. The Bill omits the previous renewable energy targets part and disbands or removes the Energy Industry Council and the Jobs Advocate (omissions: pt 2; pt 9 and pt 10 are omitted; see also transitional provisions dissolving prior bodies, ss 59–60, 186–188).\n\n- Replaces the Renewable Energy Zone (REZ) scheme with a new regional energy hub framework. REZs are retitled and reworked as regional energy hubs with new terminology (hub transmission network; hub controlled assets), new actors (hub design bodies instead of REZ delivery bodies), and a new management-plan and participant process (parts 6 replacements and extensive definition changes in s 36 and sch 1).\n\n- Changes decision and control points. The Bill centralises several decision powers with the Minister (often singular) and reduces the prior requirement for the Minister and Treasurer acting jointly in many places (see many amendments changing ‘‘responsible Ministers’’ to ‘‘Minister’’; ss 20–26, 29–31, 71).\n\n- Reframes priority transmission investment decisions and Powerlink’s role. Before declaring and directing construction of priority transmission investments the Minister must consult Powerlink and a suitably qualified person; Powerlink assesses candidate investments and the Minister may then declare and direct construction, specifying the option and timetable; Powerlink must take all reasonable steps to meet the direction (ss 22–26, 23, 24).\n\n- Introduces a specific statutory framework for the CopperString project. The Bill creates a new Part (Part 8) that lets Ministers identify and declare ‘‘stages’’ of CopperString, require cost and efficiency advice from qualified persons, set forecast capital and operating expenditure for regulatory purposes, and allows regulations to modify how national electricity laws apply to a declared stage (ss 93–101, 99–100).\n\n- Alters cost recovery and fees for hub connections. The Bill defines establishment and operational costs for hub transmission networks (new s 69A), allows participants to be charged application fees and connection/access charges (s 70), and provides a method for calculating any shortfall that may be recovered through prescribed transmission service charges (s 71). AEMO costs are explicitly included in charge considerations (s 42(1)(b)(v)(B), s 70).\n\n- Broad regulatory powers and transitional measures. The Minister/Treasurer get powers to obtain information from persons with penalties for non‑compliance (s 101). The Bill authorises regulations that can modify the application of the national electricity laws for CopperString and transitional regulations with limited retrospective effect (ss 99–100, 193). There are detailed transitional provisions to convert existing REZ instruments and dissolve prior advisory bodies (Part 12 Div 2, ss 181–193).\n\nWho this affects (actors and money flows)\n\n- The Minister and Treasurer: have increased central decision-making and regulatory recommendation powers (multiple sections; see ss 20–26, 29, 99).\n\n- Powerlink (Transmission Network Service Provider): remains the principal technical assessor and the statutory entity to be directed to construct priority transmission investments; it must complete assessments and take steps to meet construction directions (ss 22–26, 30).\n\n- Hub design bodies: newly defined advisory/plan-making bodies that recommend regional energy hubs and prepare management plans (s 36, ss 75–76).\n\n- Project proponents and participants (private generators, storage or other connectees): expected to pay application fees and charges for connections and a share of establishment/operational costs; fees must not exceed the reasonable cost of the functions they pay for and may include AEMO’s costs (s 42(1)(b)(v)(B), s 70, s 69A, s 71).\n\n- Consumers/tariff payers: where Ministers allow shortfalls to be recovered through prescribed transmission service charges (s 71), those costs may flow into regulated prices ultimately borne by electricity customers (s 71).\n\n- Developers, investors, and local communities: decisions about hub declarations, priority transmission investments and CopperString stages affect where and when new transmission or generation can connect and the apportionment of costs (parts 6 and 8).\n\nWhy it matters (claimed purpose and practical trade-offs)\n\n- The Bill explicitly claims to ‘‘facilitate’’ increased Queensland generation and coordinated augmentation of the national transmission grid and to provide worker support via a Job Security Guarantee Fund (ss 3–4). Mechanically, it does this by: (a) replacing the blueprint with an outlook that identifies system needs and asset capacities (s 15); (b) creating regional energy hub rules to coordinate connection and access (part 6); (c) giving the Minister power to declare priority transmission investments and direct Powerlink to build them (ss 24–26); and (d) enabling targeted financial/regulatory treatment for CopperString stages (ss 96–100).\n\n- Costs and who bears them: the Bill makes participants the first payers for hub establishment/operational costs via fees and charges but allows Ministers to work out and allow recovery of shortfalls through transmission-service charges (s 70–71). That moves upfront cost burdens onto connecting projects while retaining a path to socialise residual costs via regulated transmission revenues.\n\n- Incentives and behaviour effects: centralising decision-making with the Minister (often singular) shortens decision paths and increases executive discretion (many sections, notably ss 22–26). Developers will face clearer processes for connection inside declared hubs (management plans, negotiated access standards) but also new fees and potentially novel recovery arrangements (s 55, s 70–71). Powerlink’s role is strengthened as technical assessor and delivery agent (ss 22–26, 30).\n\n- Interaction with national rules and legal risk: the Bill authorises regulations that may modify the operation or application of the national electricity laws for declared CopperString stages and transitional matters (ss 99–100, 193). That creates a deliberate legal overlap where state regulations can state that national provisions ‘‘do not apply’’ or apply with modifications; implementation therefore carries legal and implementation risk where national and state regimes intersect.\n\n- Implementation, compliance and administrative burdens: the Bill adds consultation and advice steps (Powerlink and suitably qualified persons) and gives the Minister powers to require information with penalties (ss 22–25, 97, 101). That creates compliance costs for proponents and intermediaries and administrative duties for the department and Powerlink.\n\n- Concentrated benefits and diffuse costs: the Bill sets mechanisms that can accelerate delivery of specific projects (for example CopperString stages) and regional hub infrastructure likely benefiting particular projects, regions, or investors; the corresponding costs (fees, regulated recoveries) are spread across participants and potentially end consumers depending on shortfall recovery decisions (s 71).\n\nBottom line (what changes for a typical actor)\n\n- For an energy developer: expect a new regional hub regime to navigate (hub declarations, management plans and negotiated access standards), new application fees and possible contributions to hub establishment/operational costs, and clearer statutory pathways for priority transmission where the Minister has declared projects (s 36, ss 42, 55, 70–71, 24–26).\n\n- For Powerlink: increased statutory duties to assess, report and construct investments when directed, plus obligations to provide requested information to suitably qualified advisors and Ministers (ss 22–26, 24, 25, 25A).\n\n- For the Minister/Treasurer: stronger tools to declare hubs/stages, direct Powerlink, obtain information, and make regulations that adjust national law application in narrowly defined circumstances (ss 20–26, 96–101, 99–100).\n\nThis summary states what the Bill does and how it is designed to work. The Bill’s stated aims (facilitation of infrastructure, cost-effective generation growth, worker support) are implemented by concentrating decision authority in the Minister, creating the system outlook and regional hub regime, enabling Powerlink-directed construction, and creating a regulatory/financial path for the CopperString project (see ss 3–4, 15, part 6, part 8). The trade-offs are immediate: who pays (participants, possibly consumers via regulated recovery), who decides (Minister, hub design bodies, Powerlink) and what administrative burdens and legal interactions arise (information notices, tailored regulations that can modify national electricity law)."}},"importantCases":[],"_links":{"self":"/api/acts/energy-roadmap-amendment-bill-2025","history":"/api/acts/energy-roadmap-amendment-bill-2025/history","analysis":"/api/acts/energy-roadmap-amendment-bill-2025/analysis","conflicts":"/api/acts/energy-roadmap-amendment-bill-2025/conflicts","importantCases":"/api/acts/energy-roadmap-amendment-bill-2025/important-cases","documents":"/api/acts/energy-roadmap-amendment-bill-2025/documents"}}
