The fund pays for:\n- **Personalised support services** — mental health support, career planning, mentoring, job-seeking help\n- **Skills support** — training and qualifications (up to $15,000 per worker for some categories)\n- **Relocation support** — moving costs for workers and families (up to $8,000 for some categories)\n- **Worker mobility support** — short-term work placements to gain experience\n- **Sector transition support** — financial incentives to move to a different industry\n- **Retention payments** — keeping workers on during transition periods\n\nWho gets what depends on their employment status:\n- **Government-owned corporation (GOC) workers** get full support\n- **Contractors and certain other workers** get co-funded support (meaning they or their employer also contribute)\n\nThe regulation specifically names **Kogan Creek Mine** and **Meandu Mine** as covered facilities. To qualify, workers must have spent either 80% of their time over 36 months, or 100% over 24 months, working at these facilities.\n\n**Part 3 & 4: Priority Transmission Investments**\n\nThese sections create a complex financial framework for major electricity transmission projects (like new power lines). The key mechanism is the **\"primary PTI allowance direction\"** — when the government directs Powerlink (the state transmission company) to build priority infrastructure, this triggers:\n- Special revenue determinations by the Australian Energy Regulator (AER)\n- Adjustments to Powerlink's **regulatory asset base** (the value of assets used to calculate what customers pay)\n- Modified rules for how costs are recovered across multiple regulatory periods\n\nThe regulation also allows **\"material change PTI directions\"** if project costs blow out or circumstances change significantly, letting the government direct adjustments to recover additional efficient costs.\n\n**Part 5: Miscellaneous**\n- Excludes Essential Energy's distribution system from public ownership targets\n- Modifies transmission \"ring-fencing\" rules for Powerlink, substituting older guideline provisions for newer ones"},"flash_summary":{"complexity_score":8,"scope_assessment":{"changed":true,"description":"The regulation has been amended since initial insertion: later amendments (noted in the instrument) add or refine definitions, introduce co‑funding caps and eligibility conditions for fund payments (section 5 amendments), expand timing/definition provisions for PTI directions (sections 12, 18) and add procedural and ministerial adjustment powers for material changes (section 38).
