By doing so they bring those categories within the Act’s powers and obligations (r.3(1)).\n\nThe precise meanings are taken from the retail market rules for each distribution system, so the market rules — not this regulation — determine who is captured (r.3(2)). Section 11ZOD of that Act says these schemes can apply to:\n- **Network operators** (the companies that own the pipes), and\n- **Other prescribed persons** (anyone else the regulations specify).\n\nThese regulations **prescribe three specific types of people** who must participate:\n- **Self-contracting users** — large customers who arrange their own gas supply deals directly\n- **Shippers** — companies that transport gas through pipelines\n- **Swing service providers** — companies that help balance gas supply and demand (managing fluctuations in how much gas is needed)\n\n**Who it affects:**\n- Large industrial gas users who contract directly for supply\n- Gas transportation companies\n- Gas market service providers\n- The Economic Regulation Authority (which oversees these schemes)\n\n**Why it matters:**\nWithout this list, the retail market schemes would only apply to pipeline owners. By adding these three categories, the regulations ensure that **all the key players in the gas supply chain** — not just the pipe owners — must follow the same market rules. This prevents loopholes and ensures competitive gas markets work properly in Western Australia."}},"importantCases":[],"_links":{"self":"/api/acts/energy-coordination-retail-market-schemes-regulations-2004","history":"/api/acts/energy-coordination-retail-market-schemes-regulations-2004/history","analysis":"/api/acts/energy-coordination-retail-market-schemes-regulations-2004/analysis","conflicts":"/api/acts/energy-coordination-retail-market-schemes-regulations-2004/conflicts","importantCases":"/api/acts/energy-coordination-retail-market-schemes-regulations-2004/important-cases","documents":"/api/acts/energy-coordination-retail-market-schemes-regulations-2004/documents"}}
