It requires anyone wanting to operate as an employment agent to get a licence from the Commissioner for Consumer Protection (now the Commissioner for Fair Trading).\n\n**What it does:**\n- **Licencing system**: Creates different types of licences (general, restricted, interim) with specific application forms for each. A general licence lets you operate anywhere in WA, while a restricted licence limits you to specific areas or types of work.\n- **Fees**: Sets out how much it costs to apply for, renew, or transfer a licence (currently around $1,140 for a new licence, $807 for renewal).\n- **Record keeping**: Requires the Commissioner to keep a register of all licensed employment agents.\n- **Penalties**: Makes it an offence to lie on licence applications. It also sets up an infringement notice system (on-the-spot fines of $100) for offences like operating without a licence or breaching licence conditions.\n\n**Who it affects:**\n- Anyone running a recruitment agency or labour hire business in Western Australia\n- Employers using these services (indirectly, by ensuring the agents are regulated)\n- Job seekers using employment agents\n\n**Why it matters:**\nThis regulation protects workers and employers from unscrupulous operators by ensuring employment agents are properly licensed, traceable, and subject to oversight. The infringement notice system allows for quick enforcement without always needing to go to court."},"issue_detection":{"absurdities":[],"contradictions":[]}},"importantCases":[],"_links":{"self":"/api/acts/employment-agents-regulations-1976","history":"/api/acts/employment-agents-regulations-1976/history","analysis":"/api/acts/employment-agents-regulations-1976/analysis","conflicts":"/api/acts/employment-agents-regulations-1976/conflicts","importantCases":"/api/acts/employment-agents-regulations-1976/important-cases","documents":"/api/acts/employment-agents-regulations-1976/documents"}}
