The person using the machine or someone living with them can claim it.\n- **Medical cooling/heating concession**: People with a Pensioner Concession Card or Health Care Card who have a medical condition that makes them unable to regulate their body temperature (such as multiple sclerosis, Parkinson's disease, or certain autoimmune conditions). A doctor must certify this need.\n- **Annual electricity concession**: People with a Pensioner Concession Card, Health Care Card, specific bridging visa, or certain immigration status (residence determination). This is the general concession for low-income households.\n\n**How it works:**\n- The discounts are applied daily to electricity bills by authorised electricity retailers.\n- People must apply to their electricity company with proper documentation (medical certificates for life support and cooling/heating concessions).\n- Applications generally last 4 years before needing renewal, though there's a 90-day grace period for late renewals.\n- Special rules protect surviving spouses/partners who take over paying the electricity bill after someone dies.\n- The amounts are set in cents per day and get updated regularly (the document shows amounts like 176.866 cents/day for the annual concession).\n\n**Why it matters:**\nThis ensures that people with serious medical needs or on low incomes don't face unaffordable electricity costs for essential medical equipment or heating/cooling that their health requires. It's a safety net that recognises electricity isn't optional for these households."},"summary":{"complexity_score":3,"scope_assessment":{"changed":true,"description":"The order was originally made in 2016 and has since been amended on multiple occasions (as indicated by the Table of Amending Instruments).
