It fixes deadlines for required determinations and requires tariff equalisation contributions (as defined in the Act) to be paid into a Tariff Equalisation Fund in monthly instalments, with instalment amounts determined by the Treasurer (reg 4). It affects the persons or entities obliged to make those contributions and gives the Treasurer a role in setting payment amounts and timing."},"kimi_summary":{"content_quality":"ok","complexity_score":2,"scope_assessment":{"changed":false,"description":"This legislation remains tightly focused on its original purpose: setting procedural rules for timing of determinations and payment methods for the tariff equalisation scheme. The fund helps ensure that electricity prices don't vary wildly between different parts of Western Australia (especially remote areas where it costs more to supply power).\n\n* **How often decisions get made** (Regulation 3):\n * The government must make its first decision about how much companies should pay by 1 January 2007\n * The second decision must happen within 3 years of the first\n * After that, decisions happen at least every 5 years\n\n* **How payments work** (Regulation 4):\n * Companies don't pay their contribution as one lump sum — they pay in monthly instalments\n * The Treasurer (the state's finance minister) decides how big each instalment is\n * Each monthly payment must be made before the end of that month\n\n**Who it affects:**\n\n* Electricity generators and retailers operating in Western Australia who are required to make tariff equalisation contributions under the main Electricity Industry Act 2004\n* The Treasurer of Western Australia, who sets the instalment amounts\n\n**Why it matters:**\n\nWithout these rules, there'd be no clear timeline for when the government reviews contribution amounts, and no structure for how companies pay. This ensures the fund stays topped up regularly so regional subsidies can continue, while giving businesses predictable payment schedules rather than massive one-off bills."},"flash_summary_failed":{"failed":true,"reason":"A positive credit balance is required for all requests, including BYOK, so fallback providers remain available.
