Major expansions include: (1) Part 3A Reporting requirements added in 2011 and expanded in 2015 and 2020; (2) Part 3B administration cost recovery mechanism added in 2020; (3) Complex eligibility rules for 'affected residential premises' (Mr Fluffy asbestos demolitions) added across multiple amendments (2015, 2017, 2020); (4) Detailed audit powers and offences added in 2015 and strengthened in 2020; (5) Multiple amendments adjusting payment percentages and dates as the scheme evolved. The original Act was a simple premium payment mechanism; it is now a comprehensive regulatory framework with compliance, reporting, cost recovery, and special hardship provisions."},"complexity_factors":["Multiple defined terms with cross-references to other ACT laws (Utilities Act 2000, National Energy Retail Law, Dangerous Substances Act 2004, etc.)","Nested conditional logic for eligibility — compliance requires satisfying 7 separate criteria in s 5E including capacity limits, installation dates, application deadlines, and network connection dates","Tiered payment structure with multiple variables: generator size (micro vs medium), contract date (before/after 1 June 2011 or 12 July 2011), and percentage multipliers (100%, 75%, 66%)","Complex eligibility exclusions for \"eligible entity\" excluding territory agencies, Commonwealth authorities, and Minister-determined entities (s 5F)","Special transitional provisions for \"affected residential premises\" (Mr Fluffy asbestos houses) allowing generator transfer to new premises while preserving 20-year payment period (s 11(3))","Multiple disallowable instruments and notifiable instruments requiring Ministerial determinations (premium rates, percentages, capacity measurements, administration costs)","Interaction with National Electricity Law and National Energy Retail Law frameworks"],"plain_english_summary":"This ACT law creates a feed‑in tariff scheme that pays owners of pre‑31 Dec 2016 solar systems (mainly homeowners and small–medium businesses up to 200 kW) for exported renewable electricity, locking in premium rates for 20 years.
