Sets qualification requirements**\n- To get **full registration**: You need either a 4-year teaching degree (including at least 1 year of practical training), a graduate teaching qualification (at least 1 year), or an equivalent course. You also need 1 year of teaching experience and professional-level English skills.\n- To get **provisional registration**: Similar qualification requirements apply, but you don't need the 1 year of experience yet.\n- To get **permission to teach**: You need professional-level English communication skills.\n\n**2. Defines what counts as teaching**\n- Specifies which educational programs count as \"teaching\" for registration purposes – basically programs based on the Australian curriculum or Queensland syllabus guidelines.\n\n**3. Sets up teacher certification**\n- Identifies which employers (State schools and Catholic/CEQL-represented non-State schools) can be involved in certifying highly accomplished or lead teachers.\n\n**4. Governs board elections**\n- Lays out a detailed election process for practising teachers to elect 3 board members (2 from State schools, 1 from non-State schools)\n- Covers everything from nomination deadlines (need 6 other teachers to nominate you), ballot rules, voting procedures, and how ties are broken (by drawing lots)\n- Includes safeguards so minor paperwork errors don't invalidate elections\n\n**5. Administrative matters**\n- Lists what changes teachers must report to the College (name, address, school, qualifications)\n- Adopts the national professional standards for teachers\n- Sets fees (in Schedule 1) and allows fee waivers for financial hardship\n\n**Why it matters:**\nThis regulation is the rulebook that determines who is allowed to stand in front of a classroom in Queensland. It ensures teachers meet minimum standards while also giving the profession a voice in governing the College through democratic elections."},"flash_summary":{"complexity_score":4,"scope_assessment":{"changed":false,"description":"The regulation operationalises and fills out procedural and evidentiary details under the Act (qualifications, election mechanics, fees, notifications) rather than expanding or narrowing the classes of persons covered by the Act.
