It allowed the highway to bypass the college without complicated individual land acquisitions, while ensuring the college didn't lose net land overall. The Act also explicitly states **no compensation is payable by the Crown** for any of these transactions."},"flash_summary":{"complexity_score":4,"scope_assessment":{"changed":false,"description":"No amendments are recorded; the Act retains its original, narrow purpose to permit the Country Roads Board to use specified lands for a highway deviation and to effect the statutory reclassification and control of the listed parcels upon completion and surrender (Preamble; ss.2–4; Endnotes)."},"complexity_factors":["Site‑specific metes-and-bounds schedule requires technical cadastral identification (Schedule).","Conditional, mechanical reclassification triggered by completion notice and registration of surrender—multiple procedural steps (ss.3–4).","Interplay with the Land Act 1958: changes between 'permanently reserved' and 'unalienated lands' statuses (s.4).","Extinguishment of public rights and easements where road status is removed creates immediate property-interest effects (s.4(b)).","No compensation clause shifts financial risk to affected holders and claimants (s.5).","Multiple decision‑makers and registries involved: Country Roads Board, Office of Titles, Minister of Agriculture (Preamble; ss.2–4).","Surrendered freehold parcels are declared freed of encumbrances and converted to Crown reserved land—legal clearing of interests (s.3(b); s.4(c))."],"plain_english_summary":"This Act authorises the Country Roads Board to enter and use specific Dookie Agricultural College lands to build a Midland Highway deviation and, once works are finished and two freehold parcels are transferred to the Crown, automatically reclassifies the listed parcels between road, Crown unalienated land, and land reserved for the State Agricultural College under the Land Act 1958.
