However, the 2024 amendments (Act No. 18 and SL No. 245) added an entirely new State Disaster Management (SDM) group (sections 4A and 4B), creating a parallel high-level coordination body alongside the existing QDMC structure. This represents a significant expansion beyond the original scope of establishing membership and meeting procedures, effectively creating a dual-track state-level disaster management architecture."},"complexity_factors":["Multiple nested lists of Acts and office-holders across sections 2, 3, 4A (17 different Acts referenced in section 2 alone)","Conditional membership logic for district groups based on whether local governments unite under section 31 of the Act (section 5)","Cross-references to the Disaster Management Act 2003 throughout (sections 19, 19A, 20, 21H, 21I, 24, 25, 28B, 28C, 33, 34, 38)","Multiple appointment mechanisms (Premier, Police Commissioner, local governments, chairpersons) with different criteria for each","Temporary district groups (sections 7-8) operate under different appointment rules than permanent district groups","Quorum calculation requires mathematical rounding (section 13)","Deputy appointment rules vary between general members (section 14) and QDMC officials (section 15)","Extensive amendment history showing evolutionary complexity (multiple amendments in 2024 alone)"],"plain_english_summary":"This regulation sets up the organisational structure for how Queensland responds to disasters like floods, cyclones, and bushfires. It creates three tiers of disaster management groups—state, district, and local—and spells out exactly who sits on each group, who chairs them, and how they must run their meetings.\n\n**Who's involved:**\n- **State level (QDMC):** The Premier, relevant ministers (covering everything from health to transport), and senior officials like the Police Commissioner and Chief Health Officer.\n- **State Disaster Management (SDM) group:** A smaller, high-level group also chaired by the Premier, focused on coordinating the state's overall response.\n- **District groups:** Cover specific regions of Queensland, with members appointed by local councils, the Police Commissioner, and state departments.\n- **Local groups:** Operate at the council level, chaired by the mayor or their nominee, with members appointed by the local government.\n\n**What it does:**\n- **Membership rules:** Lists exactly which ministers and officials must be on each group.\n- **Leadership:** The Premier chairs the state groups; the Police Commissioner appoints chairs for district groups; local governments appoint their own chairs.\n- **Meetings:** Groups must meet at least every six months, with special rules for calling emergency meetings and allowing teleconferencing.\n- **Decision-making:** Sets out quorum rules (half the members plus one) and allows resolutions to be passed in writing without a meeting.\n- **Geography:** Refers to a schedule that maps out Queensland's disaster districts (which local government areas belong to which district).\n\n**Why it matters:**\nWhen a disaster strikes, this regulation ensures there's a clear chain of command, everyone knows their role, and meetings can happen quickly—even remotely. It prevents confusion about who's in charge and ensures local, district, and state levels can coordinate effectively."}},"importantCases":[],"_links":{"self":"/api/acts/disaster-management-regulation-2014","history":"/api/acts/disaster-management-regulation-2014/history","analysis":"/api/acts/disaster-management-regulation-2014/analysis","conflicts":"/api/acts/disaster-management-regulation-2014/conflicts","importantCases":"/api/acts/disaster-management-regulation-2014/important-cases","documents":"/api/acts/disaster-management-regulation-2014/documents"}}
