When the dental hospital moved out, the government wanted to build a major cancer treatment and research facility on the site — but the old legal reservation was in the way.\n\n**What the Act actually does:**\n\n* **Revokes the reservation** — It cancels the 1936 Order in Council that reserved the land for dental purposes, effectively freeing up the land from its historical legal restrictions.\n* **Returns land to Crown control** — Once the reservation is lifted, the land becomes \"unalienated Crown land\" (meaning it's back under direct government control, free of old trusts and restrictions).\n* **Protects an existing lease** — There's an electricity infrastructure lease with CitiPower running through part of the site. The Act specifically protects this lease so it continues uninterrupted despite the changes.\n* **Updates land titles** — It requires the Registrar of Titles to update the official property records to reflect these changes.\n* **Originally included consequential amendments** — The Act was supposed to amend the *Royal Melbourne Hospital Act 1935* and had a Part 3 with additional provisions, but these were repealed in 2013 (they were likely no longer needed or were moved elsewhere).\n\n**Who it affects:**\n\nPrimarily the Victorian Government (which can now proceed with the cancer centre), CitiPower (whose lease is protected), and anyone dealing with the land titles for this specific Parkville site. It has no general application to other land or the broader public.\n\n**Why it matters:**\n\nWithout this Act, the legal red tape from 1936 would have blocked a major piece of health infrastructure. It's an example of how parliaments sometimes need to pass specific \"machinery\" legislation to clear historical legal obstacles for important projects."},"flash_summary":{"complexity_score":3,"scope_assessment":{"changed":false,"description":"The Act implements the stated purpose in s.1 by revoking the reservation listed in Schedule 1 and making related provisions (s.3–6).
