It replaces a previous by-law (No. 1919366) with substantially similar content — updating the list of named institutes and broadening categories slightly to include all registered training organisations and schools under the Australian Education Act 2013. The new by‑law maintains a list of named research institutes and also explicitly extends prescription to broader institutional categories (higher‑education providers, registered training organisations, schools), and to specially designed spare parts and maintenance tools; it also creates a ministerial approval route for 'similar' organisations (Schedule, paras 2–5).
