(Authority: paragraph 13(2)(b) and subsection 13A(1) of the Currency Act — see section 3.)\n\n- The instrument operates by adding the listed coin denominations and their “standard composition” to the Schedule of the Currency Act (so the Act operates as if those entries were in its Schedule) (see section 5(2)(a)–(b)).\n\n- It also sets the standard weight, allowable weight tolerance, design (obverse and reverse), dimensions, shape and edge treatment for each listed coin (see section 6(2) and Schedule 1 Part 1). Part 2 of Schedule 1 explains the symbols used for the designs (for example, which obverse and reverse design code corresponds to which image and inscriptions).\n\n**Who this affects**\n\n- Perth Mint (the issuer/manufacturer): the Mint must produce coins that meet the exact specifications in Schedule 1.\n- Dealers, investors and collectors of bullion and commemorative coins: the legal status and physical standards set here affect marketability, grading, trading and authentication.\n- Banks, cash-handling businesses, transport/storage providers and regulators: they may rely on these specifications for acceptance, sorting and valuation of coins.\n- Any person in possession of the coins: because these specifications make the coins official entries for the Currency Act, they are recognised as denominations for legal/administrative purposes.\n\n(See sections 5 and 6 and Schedule 1.)\n\n**Why it matters (practical effects and immediate consequences)**\n\n- Legal recognition: by specifying denominations and standards in the Schedule to the Act, these coins are formalised as Australian coin denominations under the Currency Act (section 5(2)). That affects legal recognition, customs, and some regulatory/administrative treatments.\n\n- Certainty for production and markets: detailed weights, tolerances, compositions and design specifications create objective criteria for minting, testing and trading coins (section 6(2) and Schedule 1 Part 1). This reduces disputes about authenticity and quality.\n\n- Market incentives and price effects: many listed items are bullion or commemorative coins whose metal content (gold, silver, platinum) will typically have market value above face value. The specification does not fix sale price — private purchasers, dealers and the Mint determine transaction prices — but legal denomination status can affect how coins are described, taxed, insured and accepted in commerce.\n\n- Administrative burden and compliance: the Mint and its subcontractors must comply with narrowly defined production standards; testing and quality-control procedures are needed to show compliance with weight and composition tolerances (see Schedule 1). Businesses that accept or handle these coins may need to update their acceptance and authentication procedures.\n\n**Mechanisms, incentives and trade-offs**\n\n- Who pays: the Perth Mint (or its commercial buyer) bears the production cost of minting; purchasers pay market prices for bullion/collectible coins. The Commonwealth’s role is to recognise denominations and set technical standards; it does not underwrite sale prices or primary production costs (sections 5–6 and Schedule 1).\n\n- Who decides: the Parliamentary Secretary to the Treasurer makes the determination under delegated authority in the Currency Act (section 3). The instrument then prescribes the standards that the Mint must meet (Schedule 1).\n\n- Behaviour changes: the Mint will produce coins to the listed specifications; dealers and graders will treat coins according to those standards; investors may buy and hold these coins as bullion/collectibles rather than spend them as currency when metal value exceeds face value.\n\n- Trade-offs and risks: the instrument reduces legal and technical uncertainty about coin specifications, but it places detailed production constraints on the Mint (weight tolerances, inscriptions, finishes, edge treatments). There is an administrative cost to meet and demonstrate compliance. A further practical trade-off is that many coins have intrinsic metal values exceeding face value, which makes them unlikely to circulate as cash and more likely to be treated as investment products.\n\n**Source’s stated purpose vs practical implications**\n\n- The instrument’s stated purpose is to specify denominations, standard compositions, and detailed physical standards for Perth Mint coins (see sections 5 and 6). Practically, that produces legal recognition of those coins under the Currency Act and supplies precise technical criteria for minting and market identification.\n\n- Costs and implementation issues to note: detailed specifications require quality control and testing; frequent and extensive specifications (many denominations and design variants) increase administrative work for the Mint and for market intermediaries who authenticate or insure coins. Some specifications are conditional (for example, inscriptions that substitute a weight variable “X”), which increases the drafting complexity and operational checks needed.\n\nKey provisions to consult for the legal effect: section 5 (adds denominations and their standard compositions to the Act’s Schedule), section 6 (sets weight, tolerances, design and dimensions), and Schedule 1 Part 1 and Part 2 (the full technical specifications and symbol explanations)."},"flash_summary_failed":{"failed":true,"reason":"Unauthenticated.
