of the Currency (Perth Mint) Determination power under the Currency Act: it adds particular Perth Mint coin issues (denominations, compositions and detailed specifications) to the statutory Schedule. It does not change the substantive reach of the Currency Act or create new regulatory mechanisms; it expands the list of authorised coin issues but in the exercise of the existing statutory function (see sections 5 and 6). The expansion is incremental (additional coin items and designs), not a repurposing of the legislative power."},"complexity_factors":["Single, short instrument (6 short sections) but with a long technical Schedule","Schedule 1 Part 1 contains 42 separate coin specification entries (Item 1–42)","Schedule 1 Part 2 contains 47 design-symbol explanations (Symbol lists O1–O9, E1–E3, S1–S2 and R1–R33, etc.)","Many numeric tolerances and physical measurements (weights given to 3 decimal places and small allowable variations) create precision requirements","Repeated patterns (same denomination with different metals or reverse designs) increase cross‑checking complexity","Placeholders and conditional text in design descriptions (eg. ‘Xoz 9999 GOLD’ where X is the nominal ounce weight) introduce interpretive steps","Cross-reference to the Currency Act (paragraph 13(2)(b), subsection 13A(1)) — the Determination amends the statutory Schedule by reference rather than replacing it"],"plain_english_summary":"**What this instrument does (mechanically)\n\n- This Determination, made under the Currency Act 1965 (see sections 5 and 6 of the Determination), adds a set of Perth Mint coins to the statutory Schedule that defines Australian coins. In practice it tells the law: these specific Perth Mint items (denominations, metal compositions and physical specifications) are to be treated as Australian coins.\n\n- The Determination does two linked things: (a) it lists the denominations and the required metal purity for each coin (section 5, Schedule 1 Part 1); and (b) it specifies the standard weight, allowable weight tolerances, dimensions, edge treatment, shape and the precise obverse and reverse designs for each coin (section 6, Schedule 1 Parts 1–2).\n\nWho it affects\n\n- Perth Mint: must mint coins to the listed specifications if those coins are to be recognised under the Currency Act (see sections 5 and 6). Meeting the tolerances and design specifications is a compliance requirement.\n- Dealers, collectors and holders of these coins: the Determination gives these Perth Mint products an explicit legal status as Australian coins (legal tender), which can matter for where and how they are traded, authenticated, insured or presented as Australian coinage.\n- Third parties that test, buy or sell precious-metal coins (assayers, refiners, bullion dealers, valuers and customs officers): they can rely on the listed specifications and markings when identifying and verifying these coins.\n\nWhy it matters (practical effects and mechanisms)\n\n- Legal recognition: by inserting these items into the Schedule to the Currency Act (section 5(2)), the law formally recognises those Perth Mint items as coins of Australia. That recognition can affect arguments about legal tender status, customs classification, and how the coin is described in official contexts.\n\n- Quality and anti‑fraud clarity: the Determination sets mandatory metal purities, exact weights and tolerances, sizes, edge types and precise inscriptions and devices (Schedule 1). That reduces ambiguity about what a genuine issue looks like and helps detection of counterfeit or off‑spec items.\n\n- Administrative effect: each new coin type or change in specification is implemented by a Determination. The instrument therefore centralises the list of authorised Perth Mint coin products in the statute rather than leaving it to non‑statutory notices.\n\nSource claims of purpose and trade-offs (and immediate tests against costs/incentives)\n\n- The stated or implied purpose is to add particular Perth Mint issues to the statutory definition of Australian coins so they can be issued and recognised under the Currency Act (see section 5 and section 6). This is accomplished by precise technical entries in Schedule 1.\n\n- Costs and incentives: the main compliance cost falls on the Perth Mint (manufacturing to tight tolerances, controlling design features and marking). Government administrative cost is the process of making and registering the Determination for each set of issues. Those costs are concentrated (benefit to the Mint, collectors and dealers); the wider public bears little direct cost.\n\n- Trade-offs and opportunity costs: high specificity reduces ambiguity and assists authentication, but requires statutory amendments/determinations for each new design or coin type — that is an administrative burden and slows rapid product changes. It also creates many items in statute that are largely of interest to collectors and the bullion market rather than the everyday cash economy.\n\nImplementation risk, compliance burden and discretion\n\n- Implementation risk is low: the provisions are technical and prescriptive, not discretionary. Section 5 inserts the denominations/compositions into the Schedule to the Act; section 6 prescribes weights, tolerances and design elements. Enforcement/verification rests on physical measurement and design comparison against the Schedule.\n\n- Compliance burden: mainly on the Perth Mint to produce coins within the listed tolerances and using the listed inscriptions and initials (Schedule 1 Parts 1–2). Third parties who identify coins can rely on the published specifications.\n\nEffects on private choice and markets\n\n- The Determination does not set coin prices or affect the retail market directly; it affects how Perth Mint issues are legally characterised and verified. Market behaviour likely unchanged in terms of pricing, but collectors and bullion traders gain a statutory reference to support authentication and valuation.\n\nKey legal hooks\n\n- The Determination is made under paragraph 13(2)(b) and subsection 13A(1) of the Currency Act 1965 (see section 3 of the Determination). The operative mechanics are in sections 5 and 6 of the Determination and in Schedule 1 (Parts 1 and 2)."},"kimi_summary":{"content_quality":"ok","complexity_score":4,"scope_assessment":{"changed":false,"description":"This determination appears to serve its original purpose precisely.
