(See section 4 for standard compositions and section 5 together with Schedule 1 for weights, sizes and designs.)\n\n- Section 4 operates \"as if\" the Schedule to the Currency Act included the listed denominations (for example $5, $25, $50, $100, $200, $1,000, $3,000, etc.) and specified their standard compositions (for example \"at least 99.99% gold\", \"at least 99.95% platinum\", \"at least 99.9% silver\" or \"aluminium bronze\").\n\n- Section 5 and Schedule 1 set the technical specifications for each coin named: the standard weight and allowable variation, maximum diameter and thickness, shape, edge, and the exact obverse and reverse designs (including inscriptions and imagery).\n\n- Section 6 makes explicit that the compositions and specifications in this Determination do not cancel or alter any other separate determinations about coin composition or specifications.\n\nWho is affected\n\n- Perth Mint and any contractors or agents producing these coins. The Determination fixes the legal technical standard those producers must meet. (See sections 4–5 and Schedule 1.)\n\n- Buyers, dealers and collectors of Australian legal‑tender or bullion/commemorative coins: the Determination defines the metal content and physical parameters that determine intrinsic bullion value, collectibility and recognisability.\n\n- Secondary markets (coin dealers, refiners, and valuers) that need to verify metal purity, weight tolerances and design features to establish authenticity and value.\n\nWhy this matters (practical effects, incentives and trade‑offs)\n\n- Legal and market certainty: By specifying precise compositions and dimensions (Schedule 1), the Determination reduces ambiguity about what constitutes an authorised Perth Mint coin. That lowers verification costs for traders, refiners and customs officials.\n\n- Who gains and who bears costs: The principal, concentrated beneficiary is the mint (and any authorised distributors) because clear legal standards enable minting and marketing of bullion and commemorative coins. Costs are dispersed: small additional compliance and production costs for the mint to meet tight tolerances and for third parties who must test or authenticate coins in secondary markets. (See weights and allowable variations listed in Schedule 1.)\n\n- Pricing and private choice: The composition rules (for example \"at least 99.99% gold\" or \"at least 99.9% silver\") make the coins effectively bullion products for investors as well as collectors. Face value and bullion value will diverge; purchasers choose between legal‑tender status and metal/investment appeal. The Determination does not set face values beyond those listed in the Schedule, but it does fix metal content that drives market value.\n\n- Implementation and compliance risk: The mint must adhere to precise weights, diameters, thicknesses and design motifs. Enforcement responsibility is an administrative matter under the Act; non‑conforming releases would create counterfeiting/authenticity risks and market disruption.\n\n- Interaction with other rules: Section 6 preserves other determinations, so this instrument supplements rather than replaces earlier specifications. Operators and market participants must check for multiple applicable determinations where denominations or specifications overlap.\n\nOfficial purpose claim and testing it against costs and trade‑offs\n\n- The Determination formalises Perth Mint coin standards; the stated administrative rationale is to specify compositions and designs (sections 4–5). That claim is straightforwardly supported by the instrument's text: it prescribes metal purities and detailed physical specifications (Schedule 1).\n\n- Trade‑offs: the benefit of clearer standards (lower verification costs, clearer marketing) comes at the cost of requiring strict production tolerances and potential administrative overhead to monitor compliance. The Determination concentrates benefits on the mint and authorised distributors while imposing diffuse monitoring and verification needs on market intermediaries.\n\nKey sections to read\n\n- Section 4: adds or modifies standard composition entries for numerous denominations.\n- Section 5 and Schedule 1: give the full technical specifications (weight tolerances, dimensions, designs) for each coin.\n- Section 6: confirms these determinations do not displace other determinations.\n\nBottom line (straight, mechanical): This Determination tells the Perth Mint and the market exactly which coins (by denomination and year/design) are to be considered authorised under the Currency Act and precisely what metal content and physical form each authorised coin must have. It is a technical, implementation‑level instrument that enables minting, sale and verification of specified bullion and commemorative coins."},"kimi_summary":{"content_quality":"ok","complexity_score":4,"scope_assessment":{"changed":false,"description":"The legislation remains tightly focused on its original purpose: authorising specific commemorative and bullion coin issues by the Perth Mint.
