In legal terms, it operates under the powers in subsections 13(2) and 13A(1) of the Currency Act and tells the Act what the “standard composition”, weight, dimensions and designs are for the listed coins (see section 3, section 4 and Schedule 1).\n\n- Schedule 1 contains six items, each describing a particular coin (denomination, metal composition, weight and allowable variation, maximum diameter and thickness, shape, edge treatment and the obverse and reverse designs). Examples include a 10‑dollar 99.99% gold coin at 7.807 g (±0.030 g) and several $1 coins in silver or aluminium‑bronze with detailed pictorial and inscription requirements (Schedule 1, Items 1–6).\n\n- The Determination clarifies that the standard compositions it specifies are additional to the existing standard compositions in the Currency Act’s Schedule (section 3, note in section 3).\n\n- The Determination also says these specifications do not change any other determinations about coin specifications (section 5).\n\n**Who this affects**\n\n- Perth Mint (the issuer) — the Mint must produce coins that match these technical specifications if it is to rely on the Currency Act framework for minting these coins (sections 3–4, Schedule 1).\n\n- Coin purchasers and dealers (collectors, bullion traders) — the market value of precious‑metal coins will depend on metal content, weight tolerances and recognisable design features set out here.\n\n- Operators who accept Australian coins (retailers, vending and parking machine operators, cash‑handling businesses) — multiple $1 coin designs and different metal compositions are permitted; in practice most of these are commemorative/collector pieces but operators should be aware of physical differences that can affect coin acceptance equipment.\n\n- Regulators and forensic labs — the Determination creates legally recognised physical specifications that can be relied on for authentication and enforcement purposes.\n\n**Why it matters (stated purpose and practical effects)**\n\n- The instrument’s stated purpose is to identify the precise physical and visual specifications for a set of Perth Mint coins so they are treated as coins under the Currency Act framework (sections 3 and 4). Practically, that enables the Mint to issue the coins with legal recognition of their composition and design.\n\n- Costs and who pays: production costs of the coins are borne by the Perth Mint and ultimately by purchasers (collector/bullion market); the government’s fiscal exposure is minimal because these are generally issued as sold‑to‑private‑buyers items rather than as recurring budget outlays.\n\n- Incentives and trade‑offs: specifying high‑purity precious‑metal content (e.g. 99.99% gold, 99.9% silver) makes the coins attractive to collectors and investors and concentrates benefit on the Mint and its purchasers. Allowing multiple designs and compositions for the same face value (several $1 items with different metal contents and sizes) increases product variety but creates potential practical frictions for commercial coin acceptance and coin‑handling equipment.\n\n- Implementation risks and administrative discretion: the Determination is technical and prescriptive (weights, tolerances, images). Risk is mainly operational — producing coins to the stated tolerances and ensuring designs (including coloured and lenticular elements) are implemented correctly. The Determination leaves the broader decision to issue particular runs and set sale prices to the Mint (the instrument does not set issuance volumes or prices).\n\n- Compliance burden: manufacturing to the specified tolerances and use of protected designs are routine obligations for a mint; downstream businesses face little new regulatory burden beyond practical handling considerations.\n\n**Concrete mechanisms that affect behaviour**\n\n- The Mint is authorised, within the Currency Act framework, to make coins that meet these precise specifications (sections 3–4, Schedule 1).\n\n- Buyers and dealers will value the coins by reference to the stated metal content, weight and design features (Schedule 1). That creates concentrated benefits for the Mint and collectors, and relatively diffuse effects for the wider cash economy.\n\n**Other notable features**\n\n- Several items use precious metals and include non‑standard design elements (coloured representations, lenticular images) which are primarily aimed at collectors rather than everyday circulation (Schedule 1).\n\n- The instrument expressly preserves other determinations of coin specifications (section 5), so it supplements rather than displaces existing rules."},"flash_summary_failed":{"failed":true,"reason":"A positive credit balance is required for all requests, including BYOK, so fallback providers remain available.
