If someone wants to give up their lease early, there are specific forms and processes to follow.\n\n* **Licences:** These are temporary permissions to use Crown land (different from leases). The regulations set standard conditions that apply to all licences—like keeping the land tidy, preventing weeds, having public liability insurance, and releasing the government from legal claims. There are also specific extra rules for different types of licences, such as those for extracting natural resources, supplying services (like pipelines), or using land with native vegetation.\n\n* **Buying land (fee simple):** Leaseholders can apply to buy the land outright. The Minister inspects the land first, and if the land is advertised for sale, buyers must pay a deposit upfront.\n\n* **Miscellaneous matters:** The regulations cover how to calculate livestock numbers (5 sheep = 1 head of cattle) and payment for witnesses summoned by the Minister.\n\n**Who it affects:**\n\nAnyone leasing, licensing, or seeking to purchase Crown land in the Northern Territory—including farmers, pastoralists, utility companies, miners, and developers.\n\n**Why it matters:**\n\nThese regulations create the legal framework that turns the broad powers in the Crown Lands Act into specific, enforceable obligations.
