These reports, known as law reports, are official records of judges' decisions that lawyers, judges, and students use to understand how the law works in practice.\n\n**Who it affects:**\n\n- **The legal profession** — lawyers and judges rely on these reports to research cases and argue points of law.\n- **The general public** — anyone wanting to understand Tasmanian court decisions (though the Act restricts who can publish these reports).\n- **Six specific Council members** — a Supreme Court judge (who chairs the Council), the editor of the Tasmanian Reports, representatives from the Law Society and the Bar, a University of Tasmania law academic, and a government appointee.\n\n**Key features:**\n\n- **Monopoly on official reporting:** The Council has the exclusive right to publish reports of judicial decisions. Other people can only publish these with the Council's permission, unless it's for news reporting or teaching (section 13).\n- **Corporate powers:** The Council can buy and sell law reporting businesses, enter agreements with other states, employ staff, and manage its own finances (sections 4, 7, 10).\n- **Modernised over time:** The Act has been updated to include digital publishing (\"computerized data bank\" in section 3) and to reflect changes in how public servants work (references to the *State Service Act 2000*).\n\n**Why it matters:**\n\nAccess to reliable, official court decisions is fundamental to the rule of law. This Act ensures there's a dedicated, independent body making sure Tasmanian court decisions are properly recorded and published — but it also creates a government-backed monopoly on that function, with criminal penalties (fines up to 20 penalty units) for unauthorised publishing."}},"importantCases":[],"_links":{"self":"/api/acts/council-of-law-reporting-act-1990","history":"/api/acts/council-of-law-reporting-act-1990/history","analysis":"/api/acts/council-of-law-reporting-act-1990/analysis","conflicts":"/api/acts/council-of-law-reporting-act-1990/conflicts","importantCases":"/api/acts/council-of-law-reporting-act-1990/important-cases","documents":"/api/acts/council-of-law-reporting-act-1990/documents"}}
