The Tribunal is a three‑member panel (Minister‑appointed chair, a nominated member and an elected member from the associations), may summon witnesses, publish binding determinations in the Gazette, and those determinations bind the Territory unless the Legislative Assembly disallows them (ss 11A(2–3A), 11K–11Q, 11F–11G)."},"kimi_summary":{"content_quality":"ok","complexity_score":4,"scope_assessment":{"changed":true,"description":"The legislation has shrunk significantly from its original scope. The endnotes reveal that the original Act contained extensive additional Parts (II, III, IV, V, VI, VII) covering matters beyond the current arbitral tribunal function, including what appear to be general prison administration provisions. The 1980 amendment (Act No. 49, 1980) repealed approximately 30 sections and entire Parts, reducing the Act from a broader Prisons/Correctional Services Act to a specialised industrial relations statute focused solely on the Arbitral Tribunal.
