and\n(b) the Commissioner gives confirmation of registration to the fuel\nretailer.\n(3) A service station is not registered in accordance with MyFuel NT if:\n(a) any of the registration details for the service station change;\nand\n(b) the fuel retailer for the service station fails to notify the\nCommissioner of the change within 14 days of the change\noccurring.\n(4) The Commissioner must cancel the registration of a service station\nif:\n(a) the person who registered the service station under\nsubregulation (1) requests the Commissioner to do so; and\n(b) the Commissioner is satisfied that the person is no longer the\nfuel retailer for the service station.\n(5) In this regulation:\nABN, see section 41 of the A New Tax System (Australian\nBusiness Number) Act 1999 (Cth).\nACN, see section 9 of the Corporations Act 2001.\n\nConsumer Affairs and Fair Trading (Fuel Retailers) Regulations 2017 3\n5 Reporting for MyFuel NT\nThe fuel retailer for a service station is required to report the\nfollowing information to the Commissioner:\n(a) the normal fuel price of each prescribed fuel offered for retail\nsale at the service station and the date and time at which that\nnormal fuel price is effective;\n(b) that a prescribed fuel offered for retail sale is temporarily\nunavailable, when that occurs.\n6 Changing price displayed on price board\n(1) This regulation applies if a fuel retailer for a service station displays\nthe price of a prescribed fuel on a price board at the service station.\n(2) If the fuel retailer displays the price of a prescribed fuel on a price\nboard and the normal fuel price of the prescribed fuel changes, the\nfuel retailer must change the price displayed on the price board:\n(a) as soon as the price change is effective as reported under\nregulation 5(a); and\n(b) if the normal fuel price increases - before, or at the same time\nas, changing the price on any fuel pump display; and\n(c) if the normal fuel price decreases - after, or at the same time\nas, changing the price on any fuel pump display.\n(3) In this regulation:\nfuel pump display means the display of the normal fuel price\nappearing on a metered fuel pump at a service station.\n7 Discounted fuel price not to be displayed on price board\n(1) A discounted fuel price must not be displayed on a price board.\n(2) To avoid doubt, information about discounts and special offers may\nbe displayed on a price board.\n8 Exemption\nThe Commissioner may exempt a fuel retailer for a service station\nfrom a requirement of these Regulations if it appears to the\nCommissioner that, in the circumstances, compliance with the\nrequirement is not necessary for the public interest.\n\nENDNOTES\nConsumer Affairs and Fair Trading (Fuel Retailers) Regulations 2017 4\nENDNOTES\n1 KEY\nKey to abbreviations\namd = amended od = order\napp = appendix om = omitted\nbl = by-law pt = Part\nch = Chapter r = regulation/rule\ncl = clause rem = remainder\ndiv = Division renum = renumbered\nexp = expires/expired rep = repealed\nf = forms s = section\nGaz = Gazette sch = Schedule\nhdg = heading sdiv = Subdivision\nins = inserted SL = Subordinate Legislation\nlt = long title sub = substituted\nnc = not commenced\n2 LIST OF LEGISLATION\nConsumer Affairs and Fair Trading (Fuel Retailers) Regulations (SL No. 28, 2017)\nNotified 27 September 2017\nCommenced 1 November 2017 (r 2)\n3 GENERAL AMENDMENTS\nGeneral amendments of a formal nature (which are not referred to in the table\nof amendments to this reprint) are made by the Interpretation Legislation\nAmendment Act 2018 (Act No. 22 of 2018) to: r 1.","sortOrder":0}],"analysis":{"kimi_summary":{"content_quality":"ok","complexity_score":2,"scope_assessment":{"changed":false,"description":"The regulations appear tightly focused on their original purpose of establishing the MyFuel NT fuel price transparency scheme. Think of it as a government-run price transparency system that forces petrol stations to tell the government exactly what they're charging, when they change prices, and ensures the price on the big roadside sign matches what you'll actually pay at the pump.\n\n**Who it affects:**\n\n* **Fuel retailers** (petrol station owners/operators) — they must register with the scheme, report price changes immediately, and follow strict rules about when and how they update their price boards.\n* **Consumers** — they benefit from transparent, accurate pricing information (though the regulations don't specify how consumers access this data, the scheme implies public reporting).\n* **The Commissioner** (the NT government regulator) — runs the registration system, receives price data, and can grant exemptions.\n\n**Key rules:**\n\n* **Registration required** before selling fuel — retailers must hand over extensive business details (ABN, contact info, fuel types sold) to the Commissioner.\n* **Real-time reporting** — when prices change, retailers must report the new \"normal fuel price\" and when it takes effect.\n* **Price board rules** — if petrol prices go **up**, the roadside sign must change **before or at the same time** as the pump price. If prices go **down**, the sign changes **after or at the same time** as the pump. This stops bait-and-switch tactics where signs show cheap prices but pumps charge more.\n* **No discounted prices on signs** — the big roadside boards must show the standard price, not special discount rates (though they can mention that discounts exist).\n* **Exemption power** — the Commissioner can let a retailer off the hook if compliance isn't in the public interest.\n\n**Why it matters:**\n\nThis stops petrol stations from misleading drivers with outdated or deceptive price displays. It ensures price transparency in a market where consumers often decide where to buy based on the big roadside numbers, only to find different prices at the pump."},"flash_summary_failed":{"failed":true,"reason":"A positive credit balance is required for all requests, including BYOK, so fallback providers remain available.
