It specifies which radio services may operate in the Woomera area (South Australia) and sets the technical parameters those services must use (Schedule; Attachments 1.2–1.5).\n- It makes three services available in the Woomera licence area: one community radio service (Service Licence SL010155) and two open narrowcasting services (no service licence number required for narrowcasting) (Schedule and Attachment 1.1).\n- For each permitted service the plan lists the number of transmitters, the transmitter specification number, the carrier frequency, maximum effective radiated power (ERP), antenna height limit, transmitter site coordinates, and the general area served (Attachments 1.2–1.5).\n - Community service (SL010155) has two transmitters: 107.3 MHz at Goonda St Woomera, 50 W ERP, and 97.1 MHz at Roxby Downs (1.5 km N of town), 500 W ERP (Attachments 1.2 and 1.3).\n - Two open narrowcasting transmitters are specified: 106.5 MHz at Goonda St Woomera, 50 W ERP, and 95.5 MHz at Roxby Downs (1.5 km N of town), 500 W ERP (Attachments 1.4 and 1.5).\n- The community licence area is defined by Australian Bureau of Statistics areas (1991 census) and a total population of 4,447 is given for the licence area (Attachment 1.1).\n\n**Who this affects**\n\n- Potential and existing broadcasters who want to operate in the Woomera area: community broadcasters (a community service is formally allocated) and parties proposing open narrowcasting services.\n- The licence-holder for SL010155 (the community service) — they receive the right to operate subject to the technical limits set out here.\n- Other spectrum users and regulators: the plan fixes frequencies and technical envelopes that constrain other users in the same geographic area to avoid interference.\n- Local listeners and organisations: availability, coverage and character of local radio services will be shaped by these allocations and technical limits.\n\n**Why it matters (purpose claims and practical consequences)**\n\n- Purpose claim in the instrument: to make specified community and open narrowcasting radio services available in the Woomera area by setting service categories and technical specifications (Determination; Schedule; Attachments).\n- Practical consequences and trade-offs:\n - Spectrum access and coverage: by allocating specific frequencies and ERPs (e.g. 500 W at Roxby Downs for one transmitter) the plan defines how far and how strongly each service can reach. That shapes who can listen and how many potential listeners a station can economically serve (Attachments 1.2–1.5).\n - Market entry and competition: fixing a single community service and two narrowcasting services in the area limits the number of formally allocated services; prospective commercial entrants would need to fit into remaining unallocated spectrum and technical constraints. The document itself does not set licence fees or selection processes, but it does set the technical envelope that any successful applicant must work within (Schedule; Attachment 1.1).\n - Compliance and operational costs: broadcasters must operate within the technical specifications (frequency, ERP, antenna height, site coordinates) and any referenced Technical Planning Guidelines (Attachments 1.2–1.5). That creates engineering and regulatory compliance tasks (site surveys, equipment that meets ERP and height limits, coordination to prevent interference).\n - Administrative discretion and implementation risk: the plan delegates technical detail to transmitter specifications and refers to Technical Planning Guidelines for site tolerances. Those cross-references give regulators and planners discretion over exact siting and tolerances, and create some implementation uncertainty for operators until final technical approval (Attachments 1.2–1.5).\n - Data and currency risk: the licence area population and boundaries rely on ABS 1991 census collection districts and localities (Attachment 1.1). Population-based planning consequences (supply/demand estimates, community reach) rest on that dated baseline.\n\n**Who pays, who decides, and what behaviour changes**\n\n- Who decides: the Australian Broadcasting Authority made this determination (first page, Determination). In practice licence allocation and monitoring involve regulators and, for community services, the holder of SL010155.\n- Who pays: the plan itself does not list fees, but affected parties bear costs — the licence-holder and any operator must meet equipment, installation, and compliance costs (build and operate transmitters to the specified ERP, antenna height and location), as well as any licence or application fees required under the wider Broadcasting Services Act regime.\n- Behaviour changes required: operators must transmit only on the specified frequencies and within the ERP/height limits; competing broadcasters must design services to avoid protected contours; regulators will use these specifications when assessing licence applications and interference issues.\n\n**Specific legal and operational references to inspect**\n\n- Legal basis: section 26(1) of the Broadcasting Services Act 1992 (Determination).\n- Service and transmitter details: Schedule and Attachments 1.1–1.5 (frequencies, ERPs, antenna heights, site coordinates, service licence number SL010155 noted in Schedule and Attachment 1.2).\n\n**Risks, opportunity costs and incentives (mechanisms, not judgments)**\n\n- Concentrated benefits: the allocated community licence and the narrowcasting allocations create concentrated, exclusive operational benefits for the licence-holder(s) within the technical envelope specified (Schedule; Attachments).\n- Diffuse costs: limitations on additional entrants and alternative spectrum uses may impose small opportunity costs on potential other broadcasters or on uses of that spectrum; these foregone uses are not priced or compensated in the document.\n- Incentives for incumbents: a formally allocated community licence provides an incumbent advantage in organizing local fundraising, local advertising/sponsorship, and programming — subject to community broadcasting rules and licence conditions external to this instrument.\n- Capture and rent-seeking risk: the plan specifies allocations and technical limits but does not set selection or ongoing regulatory conditions here; if selection processes are not open or transparent, allocation of a scarce transmitter or frequency could create concentrated lobbying incentives. The instrument itself does not record the selection method or allocation rationale.\n- Substitution: the presence of two open narrowcasting services alongside one community service creates options for content providers who prefer narrowcast (targeted or limited-appeal services) over community broadcasting, which may change how local audio media supply is organised.\n\n**Bottom line**\n\n- This determination fixes which radio services can operate in the Woomera area and prescribes the technical envelope they must use (frequencies, ERPs, antenna heights, locations). It therefore shapes spectrum access, local service reach, technical compliance tasks for operators, and the immediate competitive field for radio in the defined area (Schedule; Attachments 1.1–1.5)."},"kimi_summary":{"content_quality":"ok","complexity_score":3,"scope_assessment":{"changed":false,"description":"The document remains focused on its original purpose: establishing a specific Licence Area Plan for the Woomera region under the Broadcasting Services Act 1992.
