The\nchanges are made if the Parliamentary Counsel considers they are desirable to bring the law into\nline, or more closely into line, with current legislative drafting practice.\nThis republication includes amendments made under part 11.3 (see endnote 1).\nUncommenced provisions and amendments\nIf a provision of the republished law has not commenced, the symbol U appears immediately\nbefore the provision heading. Any uncommenced amendments that affect this republished law\nare accessible on the ACT legislation register (www.legislation.act.gov.au). For more\ninformation, see the home page for this law on the register.\nModifications\nIf a provision of the republished law is affected by a current modification, the\nsymbol M appears immediately before the provision heading. The text of the modifying\nprovision appears in the endnotes. For the legal status of modifications, see the Legislation\nAct 2001, section 95.\nPenalties\nAt the republication date, the value of a penalty unit for an offence against this law is $160 for an\nindividual and $810 for a corporation (see Legislation Act 2001, s 133).\n\nR3\n09/12/25\nClimate Change and Greenhouse Gas Reduction\nRegulation 2011\nEffective: 09/12/25\ncontents 1\nAuthorised However, the 2023 amendments (SL2023-33) fundamentally transformed it into a detailed gas connection ban framework. The amendment history shows the entire Part 2 (New natural gas connections), Part 3 (Functions of Minister), Part 4 (Sector agreements), and Schedule 1 were all inserted in 2023. The regulation has effectively become a specialized instrument for implementing the ACT's gas phase-out policy, with extensive technical detail about planning zones, building classes, and exemption timeframes that goes well beyond what would have been contemplated in the original 2011 version."},"complexity_factors":["Multiple sunset clauses with different expiry dates (Division 2.3 expires 31 March 2029; Part 3 expires 31 December 2030)","Cross-references to at least 6 other Acts (Climate Change and Greenhouse Gas Reduction Act 2010, Building Act 2004, Planning and Development Act 2007, Planning Act 2023, Districts Act 2002, Utilities Act 2000, National Gas (ACT) Law)","Nested conditional logic in Table 8 with four different exemption pathways, each with specific cutoff dates and timeframes","Dual planning regime references (both old Planning and Development Act 2007 and new Planning Act 2023) with parallel but slightly different exclusion criteria","Modification of national law (Schedule 1) requiring understanding of the National Gas (ACT) Law and National Gas Rules","Zone-based restrictions requiring knowledge of ACT planning zones (12 different zone types listed in section 6)","Building classification system references (class 1–4 buildings) requiring knowledge of the National Construction Code","Specific geographic exclusion (Molonglo district) with zone and block-level restrictions in section 11"],"plain_english_summary":"This regulation implements the ACT’s phase‑out of new natural gas connections: it bars most new gas hookups for homes and many commercial buildings, restricts where distributors can connect, and lets the Minister grant rare exemptions. The rule forces new buildings toward electric alternatives and aligns local law with national gas rules to help the ACT reach net‑zero emissions."},"flash_summary":{"complexity_score":7,"scope_assessment":{"changed":true,"description":"Yes. The 2023 amendment (SL2023-33) expanded the regulation to add a comprehensive Part 2 governing new natural gas connections: zone-based prohibitions, a ministerial exemption regime with procedural rules and deadlines, reporting requirements for gas distributors, and explicit modifications to the National Gas (ACT) Law and National Gas Rules.
