and\n(b) emissions offsets outside the ACT but within Australia.\n(3) The Minister may determine emissions offsets that may be used to\nbalance any emissions of greenhouse gas in the ACT.\n(4) A determination is a notifiable instrument.\n(5) In making a determination, the Minister must—\n(a) seek, and have regard to, the advice of the council to assist the\nMinister to determine the emissions offsets; and\n(b) as far as practicable, ensure consistency with the best national\nand international practices in relation to using emissions offsets\nto balance greenhouse gas emissions.\n7 Interim greenhouse gas emissions targets\n(1) The interim target is to reduce greenhouse gas emissions in the ACT\nto 40% less than 1990 emissions by 30 June 2020.\n(2) The Minister may determine additional interim targets.\n(3) A determination is a disallowable instrument.\n(4) In making a determination, the Minister must—\n(a) seek, and have regard to, the advice of the council to assist the\nMinister to determine the additional interim targets;
