These plans must be developed with public consultation.\n- **Establishes an expert advisory panel:** The Clean Economy Expert Panel (2–5 appointed members plus the chief scientist) advises the Minister on progress, technology, costs, and community impacts.\n- **Requires a 2025 review:** The 2030 target must be reviewed by the end of 2025 to check if it's still appropriate.\n\n**Who it affects:**\n- **Queensland Government:** The Minister, Premier, and Treasurer have specific duties to consult, set targets, and publish plans.\n- **Industry and communities:** Sectors covered by emissions reduction plans will need to engage with the planning process. The law specifically considers impacts on rural and regional areas and workers in transitioning industries.\n- **The public:** Annual statements and plans must be published online, and public consultation is required for sector plans.\n\n**Why it matters:**\nThis puts Queensland's climate commitments into statute—making them harder to ignore or reverse than mere policy. It creates accountability through mandatory reporting, requires consideration of \"just transition\" issues (jobs and regional impacts), and builds in expert advice and regular reviews to keep targets aligned with science and economic reality."},"flash_summary_failed":{"failed":true,"reason":"A positive credit balance is required for all requests, including BYOK, so fallback providers remain available.
