on its original purpose: prescribing consumer advice terms for classification decisions. The 2025 version maintains the same scope as its 2024 predecessor, with incremental updates reflecting contemporary concerns (notably expanded gambling and in-game purchase warnings for games). No scope creep is evident."},"complexity_factors":["Straightforward tabular structure with clear categorisation by rating level","Only 5 defined terms in section 5, with most definitions referencing the parent Act","No nested conditional logic or cross-references beyond basic references to the Act and classification guidelines","Simple commencement formula (3 months after registration)","Minimal legislative machinery — primarily consists of lookup tables mapping content descriptors to classification levels","Some duplication between Schedules 1 and 2 (films vs games) with minor variations"],"plain_english_summary":"This document is a **determination** (a type of official rule) made by Australia's Classification Board that sets out the **consumer advice terms** used on movies and video games sold in Australia.\n\n**What it does:**\nWhen a film or computer game is classified (rated) in Australia, it receives a rating like G, PG, M, MA 15+, or R 18+. Alongside that rating, the Classification Board can add **consumer advice** — short descriptions warning consumers about specific content like violence, sex, drug use, or scary scenes. This document lists exactly which terms the Board is allowed to use for each rating level.\n\n**Who it affects:**\n- **Parents and consumers** — helps them understand what content to expect before buying or viewing\n- **Film and game distributors** — must ensure their products display the correct classification and advice\n- **Retailers** — use these terms when displaying ratings\n\n**Key features:**\n- **Films and games have slightly different terms.** For example, games include warnings about \"gambling themes\" and \"chance-based in-game purchases\" (like loot boxes), which don't apply to films.\n- **Games also get special advice** for \"online interactivity\" and \"in-game purchases\" regardless of their rating.\n- **The terms get stronger as the rating increases.** A G-rated film might have \"very mild violence,\" while an R 18+ film can have \"high impact violence.\"\n\n**Why it matters:**\nThis ensures consistent, predictable warnings across all classified media in Australia. It replaces the 2024 version of the same rules, updating the official list of terms the Classification Board can use from mid-2026 (three months after registration)."},"flash_summary":{"complexity_score":4,"scope_assessment":{"changed":false,"description":"This Determination continues the statutory function of setting the list of consumer-advice terms to be used under section 12A of the Act (see sections 6 and 7) and replaces the 2024 Determination (section 4). It includes game‑specific advice (notably online interactivity and in‑game purchases).\n\nContent creators, distributors and the Board must adopt and apply these standardized phrases for new classifications and applications, narrowing vocabulary but improving consistency and creating implementation and compliance tasks."},"flash_summary_failed":{"failed":true,"reason":"Unauthenticated.
