It affects anyone who parks in Mandurah, parking inspectors, and facility managers — strengthening enforcement and road safety by making compliance and officer powers clearer."},"flash_summary":{"complexity_score":5,"scope_assessment":{"changed":true,"description":"The amendment expands scope beyond the 2015 local law by increasing enforcement powers and the range of penalised conduct (e.g. parking wholly within marked bays, 24‑hour rule), introducing identity-demand powers with penalties (cl. 11.4), and delegating decisions on metered bays/zones to the local government (cl. 2.1). It clarifies how parking bays and metered zones are to be indicated, adjusts where vehicles may be parked near intersections and islands, and gives authorised officers new tools to check and enforce compliance. It matters to anyone who parks in Mandurah and to parking officers because it changes what conduct can attract fines, what officers may require, and how the council signals parking rules."}},"importantCases":[],"_links":{"self":"/api/acts/city-of-mandurah-parking-and-parking-facilities-amendment-local-law-2017","history":"/api/acts/city-of-mandurah-parking-and-parking-facilities-amendment-local-law-2017/history","analysis":"/api/acts/city-of-mandurah-parking-and-parking-facilities-amendment-local-law-2017/analysis","conflicts":"/api/acts/city-of-mandurah-parking-and-parking-facilities-amendment-local-law-2017/conflicts","importantCases":"/api/acts/city-of-mandurah-parking-and-parking-facilities-amendment-local-law-2017/important-cases","documents":"/api/acts/city-of-mandurah-parking-and-parking-facilities-amendment-local-law-2017/documents"}}
